COUNCIL MEETING
January 23, 2007
The Minutes of the Municipal Council Meeting held on January 23, 2007 at 7:00 p.m. in
the Council Chamber of the Municipal Hall, 11995 Haney Place, Maple Ridge, British
Columbia for the purpose of transacting regular Municipal business.

600 PRESENTATIONS AT THE REQUEST OF COUNCIL
601 Snow Removal Update, Director of Engineering Operations
The General Manager, Public Works and Development Services summarized
municipal snow removal procedure and protocol.
The Director of Engineering Operations provided a PowerPoint update on
snow removal.
The Director of Licenses, Permits & Bylaws provided information on the
municipality’s Highway and Traffic Bylaw regarding snow removal by
property owners and businesses and the Bylaw Department’s response to the
last snow event.

701 City/School Board Walkway, 218th & Mount Crescent to Maple Ridge
Secondary, Sue Keenan
Ms. Keenan expressed concerns regarding communication and the public
consultation process. She expressed that she had now been working with staff
and feels progress has been made on this issue.
ACTION REQUIRED
The General Manager, Public Works and Development Services is speak
further with Ms. Keenan on the matter of property owner notification.
702 Variety Club Telethon, Eric Phillips and Mike Lelland
Sierra and Jeanesse, Variety Club children, spoke to what Variety Club has
done for them in terms of providing equipment, computers and support and
shared why they fundraise and speak for Variety.
Mr. Phillips encouraged the community, Council and municipal staff to support
the Variety Club Telethon.
800 UNFINISHED BUSINESS
801 DVP/081/05, 13511 240 Street
To postpone the urban street upgrading of the 136th Avenue and 240th Street
frontages to a future phase of development.
The Manager of Legislative Services advised that letters opposing the
application were received from Brenda Winpenny and Sharlene Syer, Dominic
Duchesneau and Darrel Guerrier.

The Director of Planning advised that this application is a variance to delay the
construction on the road to the north on lands that are designated for
conservation use. It is not in relation to the subdivision in any way.

To vary the pavement width for 125th Avenue from 7.0 meters (22.96 feet to
6.2 meters (20.34 feet)
The Manager of Legislative Services advised that no correspondence was
received on this item.

To relax the requirement of no less than 7.5 meters from the North property
line to 5 meters for Unit 1; 6 meters for Unit 11; and 1.5 meters for Unit 21;
and
To relax the requirements of no less than 7.5 meters from the South property
line to 6.9 meters for Unit 10 and 3 meters for Unit 28).

Mayor Robson gave notice that he is seeking Council’s reconsideration of
Maple Ridge Zone Amending Bylaw 6459-2006 pertaining to RZ/087/05.
Reconsideration is to take place at the next Council meeting.
1400 RELEASE OF ITEMS FROM CLOSED COUNCIL
1401 Pitt Meadows Airport Society Appointment of Directors (from the January
22, 2007 Closed Council)
The Manager of Legislative Services announced the appointments of Peter
Boyle and Michael McDowell as Directors of the Society.

1500 COUNCILLORS’ REPORTS
Councillor King
Councillor King is involved in the initial discussion of the formation of the
Maple Ridge Agricultural Committee. She attended the Bicycle Advisory
Committee meeting and commented on the new Walk Maple Ridge Pitt
Meadows brochures. She advised that the Arts Council has produced a
brochure for upcoming events. Councillor King attended a Chamber of
Commerce meeting.
Councillor Speirs
Councillor Speirs complimented the Walk Maple Ridge/Pitt Meadows
brochure and advised that this had been done in conjunction with a company
called Ultimate Outdoor Adventures. He reminded all of the TransLink open
house regarding the partnership with BCIT at Hammond Elementary School as
well as the Historical Society’s Annual General Meeting.
Councillor Stewart
Councillor Stewart also participated in the initial discussion of the Agricultural
Committee. Councillor Stewart represented Maple Ridge at a conference on
Public Performance Reporting.
Councillor Hogarth
Councillor Hogarth attended the first meeting of the Maple Ridge Committee
on Accessibility Issues and reported on their activities. He will be attending a
meeting of the Economic Advisory Committee on January 24th.
Councillor Dueck
Councillor Dueck attended the opening of the Wellness Clinic at Willow
Manor. She reported that the Ridge Meadows Youth Justice Advocacy would
be holding their Annual General Meeting in the near future. Councillor Dueck
complimented municipal staff on their outstanding job during the last snow
storm.
Councillor Daykin
Councillor Daykin stated that he felt that staff had done the best they could
during the snow storm with the resources that they had. He advised that the
Economic Advisory Commission had produced a marketing brochure about the
Maple Ridge downtown area.
