CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 Freshet Update – Chief Administrative Officer The Chief Administrative Officer advised that a staff committee had met several times in anticipation of possible flooding. He also advised that the District of Maple Ridge received funding from the Provincial Government and that a contractor has been hired to work on fortifying dykes in lower areas. 700 DELEGATIONS 701 Girl Guides of Canada – Darlene Kent The Girl Guides of Canada were unable to attend. 800 UNFINISHED BUSINESS 900 CORRESPONDENCE 1000 BY-LAWS Bylaws for Final Reading 1001 Maple Ridge Recreation Facility Fees Amending Bylaw No. 6470-2007 To authorize the amendment of fees for admissions and/or use of sports, recreation and community use facilities. Final reading. Council Minutes April 10, 2007 Page 3 of 11 R/07-184 BL 6470-2007 It was moved and seconded Final Reading That Maple Ridge Recreation Facility Fees Amending Bylaw No. 6470-2007 be reconsidered and adopted. CARRIED 1002 RZ/049/06, 20133 Lougheed Highway Maple Ridge Zone Amending Bylaw No. 6429-2006 Staff report dated April 2, 2007 recommending final reading. To rezone from CS-1 (Service Commercial) to CD-2-98 (Comprehensive Development) to permit the construction of a financial institution with an ATM drive-through. R/07-185 RZ/049/06 It was moved and seconded BL 6429-2006 Final Reading That Maple Ridge Zone Amending Bylaw No. 6429-2006 be reconsidered and adopted. CARRIED COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes – April 2, 2007 R/07-186 Minutes – COW It was moved and seconded April 2, 2007 That the minutes of the Committee of the Whole Meeting of April 2, 2007 be received. CARRIED Council Minutes April 10, 2007 Page 4 of 11 Public Works and Development Services 1101 RZ/007/05, 24176, 24198 and 24234 104 Avenue, First Extension Staff report dated March 19, 2007 recommending that a one year extension be granted for rezoning application RZ/007/05. R/07-187 RZ/007/05 It was moved and seconded First Extension That a one year extension be granted for rezoning application RZ/007/05 and that the following conditions be addressed prior to consideration of final reading: 1. Registration of a restrictive covenant to place the preliminary geotechnical report on title; 2. Park dedication as required; 3. Registration of a Rezoning Servicing Agreement, including the deposit of a security, as outlined in the Agreement to address the provision of sanitary and storm sewer to serve the site; 4. Provision must be made in the Rezoning Servicing Agreement for a walkway connection through the development south to 103A Avenue and connecting to the existing sidewalk on 241B Street. CARRIED 1102 RZ/082/06, 11384 and 11410 Burnett Street, RS-3 to RM-1 Staff report dated March 23, 2007 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6453-2006 and Maple Ridge Zone Amending Bylaw No. 6454-2006 to permit a townhouse development of 19 units, be read a first time and forwarded to Public Hearing. R/07-188 RZ/082/06 It was moved and seconded BL 6453-2006 BL 6454-2006 First reading That, acknowledging that Maple Ridge Official Community Plan Amending Bylaw No. 6453-2006 has been considered in conjunction with the Capital Plan Expenditure Plan and Waste Management Plan, Maple Ridge Official Community Plan Amending Bylaw No. 6453-2006 be read a first time and forwarded to Public Hearing. Council Minutes April 10, 2007 Page 5 of 11 That Maple Ridge Zone Amending Bylaw No. 6454-2006 be read a first time and be forwarded to Public Hearing; and That the following term(s) and conditions be met prior to final reading: i) Registration of a Rezoning Development Agreement including the deposit of security as outlined in the Agreement; ii) Registration of a statutory right-of-way agreement for drainage; iii) Road dedication as required along Burnett Street; iv) Removal of all existing buildings; v) Park dedication as required; vi) Registration of a Restrictive Covenant protecting and maintaining the on site riparian areas; vii) Notification to the Ministry of Environment and Federal Department of Fisheries and Oceans, regarding proposed in stream works; viii) Registration of a Geotechnical Restrictive Covenant; ix) Registration of a Restrictive Covenant to maintain visitor parking on site. CARRIED The Director of Planning advised that the applicant has worked with the District of Maple Ridge Environmental Planner as well as the Department of Fisheries to ensure that the creek on the property will be revitalized through relocation. 1103 VP/005/06, 13935 and 14041 232 Street Staff report dated March 15, 2007 recommending that the Corporate Officer be authorized to notify qualifying property owners that approval of VP/005/06 to vary the R-1 (Residential District) zone front and rear setbacks and height will be considered by Council at the April 24, 2007 meeting. R/07-189 VP/005/06 It was moved and seconded Notification That the Corporate Officer be authorized to notify qualifying property owners that approval of VP/005/06 respecting property located at 13935 and 14041 232 Street will be considered by Council at the April 24, 2007 meeting. CARRIED Councillor King - OPPOSED Council Minutes April 10, 2007 Page 6 of 11 1104 DP/007/07, 20180 115A Avenue Staff report dated March 21, 2007 recommending that the Corporate Officer be authorized to sign and seal DP/007/07 to permit construction of an industrial building and that the discharge of the design and servicing covenant from lands within the Maple Meadows Industrial Park be approved. R/07-190 DP/007/07 It was moved and seconded Sign and seal That the Corporate Officer be authorized to sign and seal DP/007/07 respecting property located at 20180 115A Avenue; and That the discharge of the design review and servicing covenant (commonly registered under numbers AD207375 ad U10767) registered against title to any lands within the Maple Meadows Industrial Park at the request of and at the cost of the applicants be approved. CARRIED 1105 Race the Ridge 2007 Bike Race Staff report dated March 2, 2007 recommending that the use of municipal streets be authorized for the Race the Ridge 2007 Bike Race on April 28, 2007 and April 29, 2007. R/07-191 Race the Ridge 2007 It was moved and seconded Bike Race That the use of municipal streets be authorized for the Race the Ridge 2007 Bike Race on April 28, 2007 between 9:00 AM and 6:00 PM, and April 29, 2007 between 7:00 AM and 6:00 PM provided the conditions of Schedule ‘A’ attached to the staff report dated February 20, 2007 are met. CARRIED 1106 2007 Heart and Stroke Big Bike Ride Staff report dated March 23, 2007 recommending that the use of municipal streets be authorized for the 2007 Heart and Stroke Big Bike Ride on April 27, 2007. Council Minutes April 10, 2007 Page 7 of 11 R/07-192 Heart & Stroke Big It was moved and seconded Bike Ride 2007 That the use of municipal streets be authorized for the 2007 Heart and Stroke Big Bike Ride on Friday, April 27, 2007 between 10:00 AM and 8:00 PM, provided the conditions outlined in Schedule ‘A’ attached to the staff report dated March 23, 2007 are met. CARRIED 1107 Purchase of Six Recycling Trucks Staff report dated March 14, 2007 recommending that the tender for the replacement of four (with option for six) single axle low profile recycling trucks, complete with recycling body, be awarded to Freightliner of Vancouver Ltd. R/07-193 Tender Award It was moved and seconded Freightliner of Vancouver Ltd. That the tender #OP07-007 for the replacement of four (with option for six) Single Axle Low Profile Recycling Trucks complete with recycling body be awarded to Freightliner of Vancouver Ltd. in the amount of $778,399.92 (for six units). CARRIED The General Manager, Public Works and Development Services advised that the District will purchase six recycling truck, four as replacement trucks and two new trucks. He stated that there is sufficient funding for all six. 1108 Sewer Equipment – Vacuum Excavator Staff report dated March 14, 2007 recommending that the tender for the purchase of one sewer vacuum excavator be awarded to Westvac Industrial Ltd. Council Minutes April 10, 2007 Page 8 of 11 R/07-194 Tender Award It was moved and seconded Westvac Industrial That the tender #OP07-020 for the purchase of one Sewer Vacuum Excavator be awarded to Westvac Industrial Ltd. in the amount of $159,828.33. CARRIED Financial and Corporate Services (including Fire and Police) 1131 Disbursements for the month ended February 28, 2007 Staff report dated March 16, 2007 recommending that the disbursements for the month ended February 28, 2007 be approved. Note: Due to a clerical error, a revised report dated April 2, 2007 was circulated. R/07-195 Disbursements It was moved and seconded Month ended February 28, 2007 That the disbursements as listed below for the month ended February 28, 2007 be approved. General $ 2,892,137. Payroll $ 1,057,046. Purchase Card $ 78,568. $ 4,027,751. CARRIED Community Development and Recreation Service 1151 Katzie Memorandum of Understanding for Blue Mountain Staff report dated March 16, 2007 recommending that the Mayor and the Manager of Legislative Services be authorized to execute the draft Memorandum of Understanding with the Katzie First Nation concerning Blue Mountain attached to the report. Council Minutes April 10, 2007 Page 9 of 11 R/07-196 MOU – Katzie It was moved and seconded Blue Mountain DEFERRED That the Mayor and the Manager of Legislative Services be authorized to execute the draft Memorandum of Understanding with the Katzie First Nation concerning Blue Mountain attached to the staff report dated March 16, 2007. The General Manager of Community Development, Parks and Recreation Services requested that this item be deferred for a two week period to allow for further exploration of areas of wording within the Memorandum of Understanding. It was moved and seconded That consideration of resolution R/07-196 be deferred. CARRIED Correspondence - Nil Other Committee Issues - Nil 1200 STAFF REPORTS - Nil 1300 INFORMATION UPDATES (including items of Community interest) - Nil 1400 RELEASE OF ITEMS FROM CLOSED COUNCIL – Nil 1401 Re-appointment to the Maple Ridge Social Planning Advisory Committee (from the March 26, 2007 Closed Council) 1402 Appointment to the Maple Ridge Community Heritage Commission (from the March 26, 2007 Closed Council) 1403 Golden Ears Physiotherapy Lease (from the March 26, 2007 Closed Council) Council Minutes April 10, 2007 Page 10 of 11 1500 COUNCILLORS’ REPORTS Councillor King Councillor King attended the Social Planning Advisory Committee meeting and the Greater Vancouver Regional District Parks meeting. She noted that the Maple Ridge Ramblers Senior Girls Basketball team had captured the B.C. Girls AAA basketball title and felt that congratulations from Council should be offered. Councillor Speirs Councillor Speirs attended events at the ACT. Councillor Stewart Councillor Stewart attended the Greater Vancouver Regional District Labour meeting and advised that an on-line job fair would be available for use to find employment throughout the Lower Mainland. He also participated in mock interviews of Grade 10 Pitt Meadows Senior Secondary students and attended the RCMP Contract Discussions workshop. Councillor Dueck Councillor Dueck attended the Social Planning Advisory Committee Meeting and the opening of the How-D Trail. Councillor Daykin Councillor Daykin attended the Pitt Meadows/Maple Ridge Hall of Fame event. for the induction of Mr. Chris Cooper and Mr. Bob Herger. He advised that the ECRA Seniors’ Centre will be having a Heritage Tea on April 14th. He also reported that the Recycling Society was utilizing funding to carry out a waste composition study. He concurred that the Maple Ridge Ramblers Girls’ Basketball Team should be given recognition for their achievement. 1600 MAYOR’S REPORT Mayor Robson advised that many projects were underway in the District of Maple Ridge at present and that announcements would be forthcoming. 1700 OTHER MATTERS DEEMED EXPEDIENT - Nil 1800 NOTICES OF MOTION - Nil Council Minutes April 10, 2007 Page 11 of 11 1900 QUESTIONS FROM THE PUBLIC - Nil 2000 ADJOURNMENT - 7:34 p.m. _______________________________ G.
