The Minutes of the Municipal Council Meeting held on , 2007 at 7:00 p.m. in the Council
Chamber of the Municipal Hall, 11995 Haney Place, Maple Ridge, British Columbia for
the purpose of transacting regular Municipal business.

Anne MacDonald gave a presentation providing an overview of the Canadian
Power and Sail Squadrons organization.
702 The Maple Ridge-Pitt Meadows Chamber of Commerce
- Property Tax Rate for Small Business, Jeff Carpenter, President
Jeff Carpenter, President, Maple Ridge-Pitt Meadows Chamber of Commerce,
presented the concerns of the Chamber of Commerce pertaining to the property
tax rate for small businesses in Maple Ridge, specifically the growing tax gap
between residential taxes and business taxes.

Upon the request of Council, the General Manager, Corporate and Financial
Services gave a PowerPoint presentation explaining the taxation methodology
of the District of Maple Ridge in regard to commercial and residential property
taxes.

1103 Request for Municipal Sewer Service, 22351 144 Avenue, Timberline
Ranch
Staff report dated April 19, 2007 recommending a sanitary sewer connection to
the municipal sewerage system be approved under conditions detailed in the
recommendations.

The General Manager, Public Works and Development Services advised that
although this sanitary sewage connection will be the sole proprietorship of
Timberline Ranch, there is an agreement between the municipality and
Timberline Ranch, therefore, any deviances from the contract would require
approval of Council.

Connection
That approval be granted for a sanitary sewer connection to
the municipal system subject to:
1. approval from the Greater Vancouver Sewerage &
Drainage District to amend the Fraser Sewerage Area to
include the developed portion of Timberline Ranch;
2. a written agreement by Timberline Ranch to design and
install the sewer connection and system in accordance with
the current municipal standards and specifications and
that they will operate, maintain, repair, rehabilitate and/or
replace the components over the period of time that
Timberline Ranch remains in operation for the permitted
land uses;
3. Timberline Ranch submitting an annual report to the
District demonstrating that the connection and system is
adequately maintained and has integrity;
4. the District retaining the right to terminate the connection
should Timberline Ranch fail to perform any of its
obligations under the agreement or should the land use or
sewage volumes and characteristics change; and further
That the Greater Vancouver Sewerage & Drainage District
Board be requested to include in the Fraser Sewerage Area,
the developed portion of Timberline Ranch.

Staff report dated April 24, 2007 recommending that application AL/123/06 for
non-farm use within the Agricultural Land Reserve be authorized to proceed to
the Agricultural Land Commission.

Staff report dated April 23, 2007 recommending that Maple Ridge/Pitt
Meadows Agricultural Association application for a Special Occasion License
to host a Beer Garden on July 21, 22, and 23, 2007, as part of the Maple Ridge
Fair, be approved and that the use of the Albion Fairgrounds be authorized.

Street Bicycle Lane Project and that the Mayor and Corporate Officer be
authorized to execute the document.

Maple Ridge Agricultural Advisory Committee, Appointment of New
Members
From the April 30, 2007 Closed Council Meeting
The Manager of Legislative Services announced that Steve Wynnyk, Matthew
Laity, Heather Laity, Kerry Davison, Tim Wittenberg, Christian Cowley,
Candace Gordon and Joanne ten Brink have been appointed as members of the
committee.
1500 COUNCILLORS’ REPORTS
Councillor Hogarth
Councillor Hogarth attended the Ridge Meadows Education Foundation
Dinner, a photo animation workshop, the Glenwood School Garden Project, a
Council of Councils meeting and a transportation symposium hosted by the
Greater Vancouver Regional District. He also took part in municipality’s
booth at the Maple Ridge Home Show.
Councillor Dueck
Councillor Dueck had no report.

Councillor Daykin
Councillor Daykin participated in the District of Maple Ridge booth at the
Home Show. He attended Government House to witness Mr. Mike Murray
receive the BC Community Achievement Award.
Councillor King
Councillor King attended the District of Maple Ridge booth at the Home
Show, an Arts Council meeting, the Ridge Meadows Educational Foundation
lunch, and the Social Planning Advisory Committee meeting. She also
attended the Recycling Society Annual General meeting, the garden project at
Glenwood School and a Greater Vancouver Regional District Agricultural
Committee meeting.
Councillor Speirs
Councillor Speirs attended the Dean’s Barbeque at the UBC Research Forest,
the ‘Goodbye Chums’ event, and the Race the Ridge Bicycle Race in
downtown Maple Ridge. He also attended a Council of Councils meeting and
participated in the District of Maple Ridge booth at the Home Show.
Councillor Stewart
Councillor Stewart attended a meeting of the Lower Mainland Treaty Advisory
Committee, a Greater Vancouver Regional District Labour meeting and a
Greater Vancouver Regional District Aboriginal Committee meeting. He also
took part in the District of Maple Ridge booth at the Home Show, a Council of
Councils meeting and a North and South Alouette River task force meeting.
1600 MAYOR’S REPORT
Mayor Robson participated in the District of Maple Ridge booth at the Home
Show and attended an Audit Committee meeting. He commented on the
ongoing communication between First Nations and the District of Maple Ridge
with respect to Blue Mountain and advised that two new RCMP officers are
conducting foot patrols of downtown Maple Ridge.
