The Minutes of the Municipal Council Meeting held on May 22, 2007 at 7:00 p.m. in the
Council Chamber of the Municipal Hall, 11995 Haney Place, Maple Ridge, British
Columbia for the purpose of transacting regular Municipal business.

601 2006 Consolidated Financial Statements and Consideration of Item 1132
– Manager of Accounting
The Manager of Accounting gave a power point presentation providing an
overview and an explanation of the 2006 Consolidated Financial Statements as
presented to and approved by the Audit and Finance Committee.
Note: Item 1132 was dealt prior to Item 602
602 Regional Town Centre Area Plan Process
– Director of Planning
The Director of Planning gave an overview of the regional town centre area
plan process. She advised that the town centre area plan is part of a continuing
program to revitalize the downtown area while expanding on the Smart Growth
on the Ground program. She also advised that a separate parking study for the
downtown area would be incorporated into the plan.

To amend Schedule “B” of the Official Community Plan to designate from
Urban Residential to Conservation to allow for the enhancement and relocation
of Roslyn Creek.

Community Development and Recreation Service
1151 Golden Ears Winter Club One-Time Grant Request
Staff report dated May 8, 2007 recommending the award of a one-time grant to
the Golden Ears Winter Club, subject to the availability of funding within the
Municipal Grant Program.
The General Manager of Community Development, Parks and Recreation
Services advised that the grant requested will be shared between the
communities of Maple Ridge and Pitt Meadows based on a per capita ratio.

Winter Club
That a one-time grant of up to $16,000 be awarded to the
Golden Ears Winter Club, subject to the availability of funding
within the Municipal Grant program, noting that $12,000 is
available in 2007 and a further $4,000 will need to be
committed from the 2008 grant program.

1200 STAFF REPORTS
1201 Youth Action Park at Thomas Haney Secondary School
Staff report dated May 16, 2007 recommending the approval of the concept
plan for the Youth Action Park at Thomas Haney Secondary School to allow
for the development of detailed construction drawings.
The General Manager of Community Development, Parks and Recreation
Services presented an overview of the proposed youth action park and the
facilities to be provided. He advised that a mentorship program to encourage
proper use of the site will be initiated.

That on the recommendation of the Parks and Leisure Services
Commission, the concept plan for the Youth Action Park at
Thomas Haney Secondary School attached to the report dated
May 16, 2007 be approved to allow for further design in

1202 4th Annual Rick Hansen Wheels in Motion Event
Staff report dated May 18, 2007 recommending the use of municipal streets be
authorized for the 4th Annual Rick Hansen Wheels in Motion Event on Sunday,
June 10, 2007.

1300 INFORMATION UPDATES (including items of Community interest)
1301 Funding for Summer Programs for Children
Councillor King advised that the Social Planning Advisory Committee had
reported that the Federal government cut funding for summer student programs
and that this would have a negative impact on the community.
The General Manager of Community Development, Parks and Recreation
Services advised that the program criteria for funding had changed and that
many non-profit organizations had been informed that there would be no
funding.

Funding Cuts
That a follow up to the Federal government funding cuts to
summer student programs be on the agenda of the May 28,
2007 Council Workshop, and
That a letter be written to Randy Kamp, MP, expressing
concern with the funding cuts, as well as the late notification of
the cuts; and further
That consideration be given to submitting a resolution to the
Federation of Canadian Municipalities.

1302 Status of Whonnock Lake
The General Manager of Community Development, Parks and Recreation
Services gave a update on the water level situation at Whonnock Lake. He
reported that Golder Associates has been instructed to prepare a design of a
water control mechanism and that this design would be coming forward
shortly. He advised that staff has been in discussion with the consultants and
the regulatory agencies involved.

1500 COUNCILLORS’ REPORTS
Councillor King
Councillor King participated in the opening of the Farmer’s Market. She attended the
Village Assist Ridge Meadows fashion show and Ceylon high tea and a Bicycle Advisory
Committee meeting. She reminded all that June was Bicycle Month and encouraged
everyone to participate.
Councillor Speirs
Councillor Speirs commented on the impact of cuts to the summer student employment
grants. He advised that Maple Ridge was the first municipal member of the Smart
Growth on the Ground program and commented on the positive effect of this program on
the community.
Councillor Stewart
Councillor Stewart reported that, through a liaison with ARMS, he had met with a group
of people in regard to the upper Pitt River and concerns pertaining to a series of Run of
the River projects being placed into that area. He advised that the Lower Mainland
Treaty Advisory Committee was continuing its work and that the Tsawwassen First
Nations Agreement is scheduled to be signed on July 25, 2007.
Councillor Dueck
Councillor Dueck attended the Parks and Leisure Services Commission meeting and
volunteered for McHappy Day. She complimented District staff on the effort put forward
in preparing for a possible flood event.
Councillor Daykin
Councillor Daykin took part in conducting a tour of municipal hall for a group of students
visiting from Mexico. He attended the Recycling Council of BC convention and will
share information obtained at a later date.
1600 MAYOR’S REPORT
Mayor Robson attended two flood information meetings and advised that these had been
well received by the public. He expressed concern over the loss of funding for an
outreach worker employed by the Canadian Mental Health Association.
