CARRIED Council Minutes May 22, 2007 Page 3 of 12 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 2006 Consolidated Financial Statements and Consideration of Item 1132 – Manager of Accounting The Manager of Accounting gave a power point presentation providing an overview and an explanation of the 2006 Consolidated Financial Statements as presented to and approved by the Audit and Finance Committee. Note: Item 1132 was dealt prior to Item 602 602 Regional Town Centre Area Plan Process – Director of Planning The Director of Planning gave an overview of the regional town centre area plan process. She advised that the town centre area plan is part of a continuing program to revitalize the downtown area while expanding on the Smart Growth on the Ground program. She also advised that a separate parking study for the downtown area would be incorporated into the plan. 700 DELEGATIONS - Nil 800 UNFINISHED BUSINESS - Nil 900 CORRESPONDENCE - Nil 1000 BY-LAWS Note: Items 1001 to 1002 are from the Public Hearing of May 15, 2007 Bylaws for Second and Third Reading 1001 RZ/082/06, 11384 and 11410 Burnett Street 1001.1 Maple Ridge Official Community Plan Amending Bylaw No. 6453-2006 To amend Schedule “B” of the Official Community Plan to designate from Urban Residential to Conservation to allow for the enhancement and relocation of Roslyn Creek. Second and third reading. CARRIED 1001.2 Maple Ridge Zone Amending Bylaw No. 6454-2006 To rezone from RS-3 (One Family Rural Residential) to RM-1 (Townhouse Residential) to permit a townhouse development of 19 units. Second and third reading R/07-267 RZ/082/06 It was moved and seconded BL 6454-2006 Second, third That Maple Ridge Zone Amending Bylaw No. 6454-2006 be read a second and third time. CARRIED 1002 RZ/066/06, 12461 Garibaldi Street Maple Ridge Zone Amending Bylaw No. 6437-2006 To rezone from RS-3 (One Family Rural Residential) to RS-2 (One Family Suburban Residential) to permit the subdivision into two lots. CARRIED Councillor Speirs, Councillor King - OPPOSED Council Minutes May 22, 2007 Page 5 of 12 Bylaws for Final Reading 1003 RZ/016/07, 20130 Lougheed Highway Maple Ridge Zone Amending Bylaw No. 6469-2007 Staff report dated May 11, 2007 recommending final reading. To rezone from CS-1 (Service Commercial) to C-2 (Community Commercial) to permit a broader range of professional services and retail uses. Final reading R/07-269 RZ/016/07 It was moved and seconded BL 6469-2007 Final reading That Maple Ridge Zone Amending Bylaw 6469-2007 be reconsidered and adopted. CARRIED 1004 Maple Ridge Council Procedures Bylaw No. 6472-2007 To govern the procedures to be followed by Council and Council committees in conducting their business. Final reading. R/07-270 BL 6472-2007 It was moved and seconded That Maple Ridge Council Procedures Bylaw No. 6472-2007 be reconsidered and adopted. CARRIED 1005 Maple Ridge Recreation Facility Fees Amending Bylaw No. 6476-2007 To amend Parks and Leisure rental fees and charges. Final reading R/07-271 BL 6476-2007 It was moved and seconded That Maple Ridge Recreation Facility Fees Bylaw No. 6476- 2007 be reconsidered and adopted. CARRIED Council Minutes May 22, 2007 Page 6 of 12 COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes – May 14, 2007 R/07-272 Minutes – COW It was moved and seconded May 14, 2007 That the minutes of the Committee of the Whole Meeting of May 14, 2007 be received. CARRIED Public Works and Development Services 1101 DP/DVP/058/06, 12065, 12073, 12085, 12097 228 Street Staff report dated May 4, 2007 recommending that the Manager of Legislative Services be authorized to notify qualifying property owners that approval of DVP/058/06 to vary the front and side yard setbacks will be considered by Council at the June 12, 2007 meeting and that upon favourable consideration of DVP/058/06, the Corporate Officer be authorized to sign and seal DP/058/06. R/07-273 DVP/058/06 It was moved and seconded Notification DP/058/06 Sign and seal That the Manager of Legislative Services be authorized to notify qualifying property owners that approval of DVP/058/06 respecting properties located at 12065, 12073, 12085, and 12097 228 Street will be considered by Council at the June 12, 2007 Council meeting; and That the Corporate Officer be authorized to sign and seal DP/058/06 respecting properties located at 12065, 12073, 12085 and 12097 228 Street subject to approval of DVP/058/06. R/07-274 DP/015/07 It was moved and seconded Sign and seal That the Corporate Officer be authorized to sign and seal DP/015/07 respecting property located at 20395 Lougheed Highway and 20398 Dewdney Trunk Road. CARRIED Financial and Corporate Services (including Fire and Police) 1131 Disbursements for the month ended March 31, 2007 Staff report dated April 20, 2007 recommending that the disbursements for March 31, 2007 be approved. R/07-275 Disbursements It was moved and seconded Month ended March 31, 2007 That the disbursements as listed below for the month ended March 31, 2007 be approved. General $ 6,616,814. Payroll $ 1,563,045. Purchase Card $ 92,174. $ 8,272,033. CARRIED Community Development and Recreation Service 1151 Golden Ears Winter Club One-Time Grant Request Staff report dated May 8, 2007 recommending the award of a one-time grant to the Golden Ears Winter Club, subject to the availability of funding within the Municipal Grant Program. The General Manager of Community Development, Parks and Recreation Services advised that the grant requested will be shared between the communities of Maple Ridge and Pitt Meadows based on a per capita ratio. R/07-277 Grant Award It was moved and seconded Golden Ears Winter Club That a one-time grant of up to $16,000 be awarded to the Golden Ears Winter Club, subject to the availability of funding within the Municipal Grant program, noting that $12,000 is available in 2007 and a further $4,000 will need to be committed from the 2008 grant program. CARRIED Correspondence - Nil Other Committee Issues - Nil Council Minutes May 22, 2007 Page 9 of 12 1200 STAFF REPORTS 1201 Youth Action Park at Thomas Haney Secondary School Staff report dated May 16, 2007 recommending the approval of the concept plan for the Youth Action Park at Thomas Haney Secondary School to allow for the development of detailed construction drawings. The General Manager of Community Development, Parks and Recreation Services presented an overview of the proposed youth action park and the facilities to be provided. He advised that a mentorship program to encourage proper use of the site will be initiated. R/07-278 Youth Action Park It was moved and seconded Thomas Haney That on the recommendation of the Parks and Leisure Services Commission, the concept plan for the Youth Action Park at Thomas Haney Secondary School attached to the report dated May 16, 2007 be approved to allow for further design in preparation for the tender of construction drawings. CARRIED Mayor Robson - OPPOSED 1202 4th Annual Rick Hansen Wheels in Motion Event Staff report dated May 18, 2007 recommending the use of municipal streets be authorized for the 4th Annual Rick Hansen Wheels in Motion Event on Sunday, June 10, 2007. R/07-279 Rick Hansen It was moved and seconded Wheels in Motion That use of municipal streets be authorized for the 4th Annual Rick Hansen Wheels in Motion event on Sunday, June 10, 2007, provided the conditions outlined in Schedule ‘A’ attached to the staff report dated May 18, 2007 are met. CARRIED Council Minutes May 22, 2007 Page 10 of 12 1300 INFORMATION UPDATES (including items of Community interest) 1301 Funding for Summer Programs for Children Councillor King advised that the Social Planning Advisory Committee had reported that the Federal government cut funding for summer student programs and that this would have a negative impact on the community. The General Manager of Community Development, Parks and Recreation Services advised that the program criteria for funding had changed and that many non-profit organizations had been informed that there would be no funding. R/07-280 Summer Student It was moved and seconded Funding Cuts That a follow up to the Federal government funding cuts to summer student programs be on the agenda of the May 28, 2007 Council Workshop, and That a letter be written to Randy Kamp, MP, expressing concern with the funding cuts, as well as the late notification of the cuts; and further That consideration be given to submitting a resolution to the Federation of Canadian Municipalities. CARRIED 1302 Status of Whonnock Lake The General Manager of Community Development, Parks and Recreation Services gave a update on the water level situation at Whonnock Lake. He reported that Golder Associates has been instructed to prepare a design of a water control mechanism and that this design would be coming forward shortly. He advised that staff has been in discussion with the consultants and the regulatory agencies involved. 1400 RELEASE OF ITEMS FROM CLOSED COUNCIL - Nil Council Minutes May 22, 2007 Page 11 of 12 1500 COUNCILLORS’ REPORTS Councillor King Councillor King participated in the opening of the Farmer’s Market. She attended the Village Assist Ridge Meadows fashion show and Ceylon high tea and a Bicycle Advisory Committee meeting. She reminded all that June was Bicycle Month and encouraged everyone to participate. Councillor Speirs Councillor Speirs commented on the impact of cuts to the summer student employment grants. He advised that Maple Ridge was the first municipal member of the Smart Growth on the Ground program and commented on the positive effect of this program on the community. Councillor Stewart Councillor Stewart reported that, through a liaison with ARMS, he had met with a group of people in regard to the upper Pitt River and concerns pertaining to a series of Run of the River projects being placed into that area. He advised that the Lower Mainland Treaty Advisory Committee was continuing its work and that the Tsawwassen First Nations Agreement is scheduled to be signed on July 25, 2007. Councillor Dueck Councillor Dueck attended the Parks and Leisure Services Commission meeting and volunteered for McHappy Day. She complimented District staff on the effort put forward in preparing for a possible flood event. Councillor Daykin Councillor Daykin took part in conducting a tour of municipal hall for a group of students visiting from Mexico. He attended the Recycling Council of BC convention and will share information obtained at a later date. 1600 MAYOR’S REPORT Mayor Robson attended two flood information meetings and advised that these had been well received by the public. He expressed concern over the loss of funding for an outreach worker employed by the Canadian Mental Health Association.
