MEETING DECORUM
Council would like to remind all people present tonight that serious issues are
decided at Council meetings which affect many people's lives. Therefore, we ask that
you act with the appropriate decorum that a Council Meeting deserves. Commentary
and conversations by the public are distracting. Should anyone disrupt the Council
Meeting in any way, the meeting will be stopped and that person's behavior will be
reprimanded.
Note: This Agenda is also posted on the Municipal Web Site at www.mapleridge.ca
The purpose of a Council meeting is to enact powers given to Council by using bylaws
or resolutions. This is the final venue for debate of issues before voting on a bylaw or
resolution.

Staff report dated October 1, 2007 recommending authorization of a

Staff report dated October 1, 2007 recommending that Maple Ridge Zone

QUESTION PERIOD
The purpose of the Question Period is to provide the public with an opportunity to
ask questions of Council on items that are of concern to them, with the exception of
Public Hearing by-laws which have not yet reached conclusion.
Council will not tolerate any derogatory remarks directed at Council or staff
members.
If a member of the public has a concern related to a Municipal staff member, it
should be brought to the attention of the Mayor and/or Chief Administrative Officer
in a private meeting.
The decision to televise the Question Period is subject to review.
Each person will be permitted 2 minutes only to ask their question (a second
opportunity is permitted if no one else is sitting in the chairs in front of the podium).
Questions must be directed to the Chair of the meeting and not to individual
members of Council. The total Question Period is limited to 15 minutes.
If a question cannot be answered, it will be responded to at a later date at a
subsequent Council Meeting.
Other opportunities to address Council may be available through the Clerk's
Department who can be contacted at (604) 463-5221.

WHEREAS, it is deemed expedient to amend Maple Ridge Zoning Bylaw No. 3510 -
1985 as amended;
NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple
Ridge, in open meeting assembled, ENACTS AS FOLLOWS:
1. This Bylaw may be cited as "Maple Ridge Zone Amending Bylaw No. 6505-2007."
2. Those parcels or tracts of land and premises known and described as:

A Bylaw to amend the Official Community Plan
WHEREAS Section 882 of the Local Government Act provides that the Council may revise the
Official Community Plan;
AND WHEREAS it is deemed desirable to amend Section 10.3, Part IV - Silver Valley Area Plan,
Figures 2, 3D and 4 of the Official Community Plan;
NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple Ridge, in open
meeting assembled, ENACTS AS FOLLOWS:
1. This Bylaw may be cited for all purposes as "Maple Ridge Official Community Plan
Amendment Bylaw No. 6506-2007."
2. Figure 2 and Figure 3D are hereby amended for that parcel or tract of land and premises
known and described as:

A Bylaw to amend the text and Map "A" forming part
of Zoning Bylaw No. 3510 -1985 as amended.
WHEREAS, it is deemed expedient to amend Maple Ridge Zoning Bylaw No. 3510 -
1985 as amended;
NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple
Ridge, in open meeting assembled, ENACTS AS FOLLOWS:
1. This Bylaw may be cited as "Maple Ridge Zone Amending Bylaw No. 6467-2007."
2. That Part 2 Interpretation is amended by inserting the following definition in the
appropriate alphabetical location within the section:
STREET TOWNHOUSE RESIDENTIAL USE means a residential use consisting of one
dwelling unit vertically attached to one or more dwelling units (i.e. a duplex, triplex, or
fourplex) with each dwelling unit located on a lot abutting a street.
3. That Part 3 Basic Provisions is amended by inserting the following after Section 302,
Zones (1):
RST Street Townhouse Residential
4. That Part 6 Residential Zones is amended by inserting the following after Section
601C and renumbering subsequent sections accordingly:
601D RST Street Townhouse Residential
Intent: The Street Townhouse Residential Zone is intended for use only within the
areas of Silver Valley designated as Eco -Cluster.

1.0 Permitted Uses
Only the following uses shall be permitted in the RST zone:
1. Street Townhouse Residential Use
2. Duplex Use
3. Accessory Boarding Use
4. Accessory Home Occupation Use
2.0. Conditions of Use
1. A Street Townhouse residential use shall be permitted where no more than four
street townhouse residential units are attached and located on a lot abutting a,
public street.
2. Vehicular access for lots backing on a Municipal lane will be restricted to the
lane.
3. All motor vehicle parking areas must be fully enclosed within a garage structure.
3.0 Density
The maximum permitted gross floor area of a unit shall be 223 m2 (2400 s.f.),
specifically excluding basement, garage, and accessory building.
4.0 Lot Coverage
The maximum permitted lot coverage shall be as follows:

Accessory Buildings & Structures:
The maximum lot coverage for accessory buildings and structures shall be 3%, which
shall form part of the maximum lot coverage for the entire lot. A detached garage is
not considered an accessory building in this zone.
5.0 Height of a Building or Structure
The maximum height of a principal building shall be 3 storeys or 11 metres,
whichever is less.
The maximum height of any accessory building or structure shall be 4.6m
6.0 Setbacks
If building in this zone is next to an existing single-family development, then front
setback must match that of single-family neighbourhood on same side of same
street*.
If building in this zone is not adjacent to single-family development, then buildings

1. Interior Side: 0 metre permitted where listed above, provided that the full length
of the interior side wall of the principle building and/or garage is adjoined to the
full length of the interior side wall of a neighbouring principle building and/or
garage. Where a fee -simple subdivision results in no common property
ownership among the attached units, the property line will run equally distant
through the attached interior walls.
2. On a lot with rear lane access:
a) Each lot shall have useable rear yard private outdoor space with minimum
dimensions of 6.5m x 7.5m that is defined by fences and landscaping.
b) Accessory buildings larger than 5m2 are not permitted in the rear yard private
outdoor space.
c) A minimum 1.5 metre wide walkway must be maintained along the length of
the garage, into the rear laneway. This walkway does not make up any part of
the private outdoor space requirement.
3. On a lot with no lane access, the rear yard setback may be reduced to a minimum
of 6 metres if the rear yard backs onto a greenbelt that is dedicated as
Conservation Area or Park.
4. All accessory buildings and structures must be located in the rear yard.

* In a neighbourhood where redevelopment is expected and the current zoning of the single-
family neighbourhood in question is not consistent with the designation in the Official
Community Plan, or the zoning matrix within the Official Community Plan, the front setback

8.0 Parking Requirements
To be the same requirements listed in Schedule "A", under 1.0 b) for one and
two family residential use in the Maple Ridge Off Street Parking and Loading
Bylaw No. 4350-1990.
9.0 Other Regulations
1. A Street Townhouse Residential use shall be permitted only if the site is serviced
to the RT -1 zone standard, excluding road standards, set out in the Maple Ridge
Subdivision Servicing Bylaw No. 4800-1993.
2. A Street Townhouse Residential use shall be permitted only if the site is serviced
to the Eco -Cluster road standards identified within the Silver Valley Area Plan.
5. That Schedule "D" Minimum Lot Area Dimensions is amended by inserting the
following under each heading:

A Bylaw to amend the text of Maple Ridge Zoning Bylaw No. 3510 - 1985 as amended.
WHEREAS, it is deemed expedient to amend Maple Ridge Zoning Bylaw No. 3510 -1985 as
amended;
NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple Ridge, in
open meeting assembled, ENACTS AS FOLLOWS:
1. This Bylaw may be cited as "Maple Ridge Zone Amending Bylaw No. 6501-2007."
2. That Section 804 Extraction Industrial M-4, 2) Accessory Uses be amended by the addition of
the following changes outlined in bold and renumbered accordingly:
2) ACCESSORY USES
The following accessory uses are permitted subject to the conditions and regulations in
this Part and subject to all other applicable general provision of this bylaw:
a) accessory primary processing;
b) accessory asphalt plant and product manufacturing, specific to the following site:

No. 4800 -1993 as amended.
WHEREAS, it is deemed expedient to amend Maple Ridge Subdivision and Development Servicing
By-law No. 4800 - 1993 as amended;
NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple Ridge, in open
meeting assembled, ENACTS AS FOLLOWS:
1. This Bylaw may be cited as "Maple Ridge Subdivision and Development Servicing Amending
Bylaw No. 6479 - 2007."
2. Schedule "A" is hereby replaced with Schedule "A" attached hereto.
3. Paragraph 1 is hereby amended by removing the words "Municipal Act" and inserting the words
"Local Government Act" in their place.
4. Section I General, Part B Definitions shall be amended by removing the words "Director of
Inspection Services" and inserting the words "Chief Building Official" in their place.
5. Section I General, Part B Definitions shall be amended by the addition of the following:
"Chief Building Official - means the Manager of Inspection Services and/or the Director of
Business Licensing, Permits, and Bylaws."
6. Section 11, Part B, Clause 2(b)(xiv) will be removed.
7. Section III Basic Provisions, Clause 6 is hereby amended by removing the words "Condominium
Act" and inserting "Strata Properties Act" in their place.
8. Maple Ridge Subdivision and Development Servicing By-law No. 4800 - 1993 as amended is
hereby amended accordingly.

Note 1 Parcels of at least 2.0 ha. in area located in the RS -3 zone may be exempted from the
requirements to provide a water distribution system.
Note 2 Subdivisions and development in the P -I, P-2, P-3, P-4, P -4a, P-5, P-6, CS -I, CS -2, CS -2a,
CS -3, CS -4, CS -5, M-1, M-2, M-3, M-4, M-5 and CD -4-88 zones which are located in the
rural area as designated on the Official Community Plan may be exempted from the
requirement to provide sanitary sewer systems, underground wiring, boulevard
treatment, street tree planting, sidewalks, curbs, and/or street lighting.
Note 3
Parcels created abutting highway rights-of-way serviceable by an existing above ground
utility system fronting such parcels (B.C. Hydro and Power Authority and B.C. Telephone
Co.) may be exempted from the requirement to provide underground wiring. This
exemption shall not apply when road upgrading of the fronting street to an urban
standard is undertaken as part of the subdivision.

Note 4 Subdivisions in the RS -1d zone may be exempted from some of the servicing
requirements, provided it is subject to a comprehensive design scheme.

Note 5 Parcels abutting highway rights-of-way serviced by an existing above ground utility

A Bylaw to exempt from taxation, certain properties within
the District of Maple Ridge
WHEREAS, pursuant to provisions of the Community Charter, S.B.C., 2003, Chapter 26, a
Municipal Council may exempt certain land and improvements from taxation, where, in the
opinion of the Municipal Council, the use of the land and improvements qualifies for
exemption;
AND WHEREAS, the Municipal Council deems it expedient to exempt certain land and
improvements;
NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple Ridge in
open meeting assembled, ENACTS AS FOLLOWS:
1. This Bylaw shall be cited for all purposes as "Maple Ridge Tax Exemption Bylaw No.
6513 - 2007".
2. That in accordance with Section 224(2)(i) of the Community Charter, the following

SUBJECT: Demolition and Removal Order -11731 Fraser Street
EXECUTIVE SUMMARY:
Division 12 of Part 3 of the Community Charter authorizes Council to require the owner or owners of
a building or other structure to remove or demolish or otherwise deal with the building or other
structure where Council considers that the building or other structure is in or creates an unsafe
condition.
Over the past few years, Units 1, 2, 3 and 4, 11731 Fraser Street, Maple Ridge, BC, legally described
as:
• Strata Lot 1 District Lot 398 Group 1 New Westminster District Strata Plan NW8 together
with an interest in the common property in proportion to the unit entitlement of the strata Lot
as shown on form 1,
• Strata Lot 2 District Lot 398 Group 1 New Westminster District Strata Plan NW8 together
with an interest in the common property in proportion to the unit entitlement of the strata lot
as shown on form 1,
• Strata Lot 3 District Lot 398 Group 1 New Westminster District Strata Plan NW8 together
with an interest in the common property in proportion to the unit entitlement of the strata lot
as shown on form 1, and
• Strata Lot 4 District Lot 398 Group 1 New Westminster District Strata Plan NW8 together
with an interest in the common property in proportion to the unit entitlement of the strata lot
as shown on form 1;
have been vacant due to a fire in April of 2005. The British Columbia Fire Code requires owners of
vacant buildings to ensure the building remains secure at all times to prevent safety concerns due to
unauthorized entry.
Both Fire and Bylaw Enforcement staff have confirmed that the building has been insecure a total of
eleven times since October of 2006. Appendix A lists the dates that District officials have contacted
the property owner to report the building insecure along with a number of photographs of the
insecure building.
The RCMP has also reported attendance at the vacant building ten times since June 2006 for
various disturbances occurring in and about the vacant building. There is concern that this failure on
the part of the owner to secure the building in a manner that prevents unauthorized entry, may result
in personal injury to individuals due to the unsafe condition of the building and/or property damage
to surrounding buildings due to a fire.

RECOMMENDATION(S):
WHEREAS Division 12 of Part 3 of the Community Charter authorizes Council to require the owner or
owners of a structure or erection to remove or demolish or otherwise deal with the building or other
structure where Council considers that the building or other structure is in or creates an unsafe
condition.
AND WHEREAS Jagdev Singh Athwal is the registered owner (the "Owner") of a building known as
Units 1, 2, 3 and 4, 11731 Fraser Street, Maple Ridge, BC, and legally described as:
• Strata Lot 1 District Lot 398 Group 1 New Westminster District Strata Plan NW8 together
with an interest in the common property in proportion to the unit entitlement of the strata lot
as shown on form 1,
• Strata Lot 2 District Lot 398 Group 1 New Westminster District Strata Plan NW8 together
with an interest in the common property in proportion to the unit entitlement of the strata lot
as shown on form 1,
• Strata Lot 3 District Lot 398 Group 1 New Westminster District Strata Plan NW8 together
with an interest in the common property in proportion to the unit entitlement of the strata lot
as shown on form 1, and,
• Strata Lot 4 District Lot 398 Group 1 New Westminster District Strata Plan NW8 together
with an interest in the common property in proportion to the unit entitlement of the strata lot
as shown on form 1;
(the "Property"), and the Owner has failed to maintain the building on the Property in a safe and
secure manner.
AND WHEREAS the building on the Property includes common property that is owned, in part, by
Jagdev Singh Athwal, Sonia Athwal, Mary Ann Rose Jones, Michael John Kwasnica, Sean Douglas
Myers and Regina Luise Oemitzsch, the registered owners of the other strata lots on District Lot
398 Group 1 New Westminster District Strata Plan NW8 (the "Common Property Owners",
NOW THEREFORE, the Council of the District of Maple Ridge, in open meeting assembled, resolves
as follows:
1. Council hereby declares that the building on the Property also known as Units 1, 2, 3 and 4,
11731 Fraser Street, Maple Ridge, BC, is in and creates an unsafe condition, within the
meaning of Section 73(2)(a) of the Community Charter, as a result of being insecure on
numerous occasions over the past two years.
2. Council requires the Owner and the Common Property Owners to demolish and remove, no
later than thirty (30) days after a copy of this resolution is delivered to them, the building on
the Property also known as Units 1, 2, 3 and 4, 11731 Fraser Street, Maple Ridge, BC.
3. Council requires the Owner and the Common Property Owners to fence the area the building
on the Property was formerly located no later than thirty (30) days after a copy of this
resolution is delivered to them. The fence must be stable and at least 1.5 metres tall.
4. Council requires the Owner and the Common Property Owners to fill in and level any hole
created by the removal of the building on the Property no later than thirty (30) days after a
copy of this resolution is delivered to them.
5. In the event the Owner and the Common Property Owners have not done the work required
of them by Sections 2, 3 and 4 of this resolution within thirty (30) days after a copy of this
resolution is delivered to them, the District may by its own forces or those of a contractor
engaged by the District, enter on the Property and any common property associated with the
Property and do the work required by Sections 2, 3 and 4 of this resolution.
6. In the event that the District takes action under Section 5 of this resolution, the District may
recover the expense from the Owner and the Common Property Owners, together with costs
and interest, in the same manner as municipal taxes in accordance with Sections 17, 258
and 259 of the Community Charter.
7. In the alternative, if the District does not take any action pursuant to section 5 or 6 of this
resolution, the District's solicitors are hereby authorized to apply to the BC Supreme Court,
pursuant to Section 274 of the Community Charter, to enforce this resolution by way of a
court order.
8. The previous resolution adopted by Council regarding the Property is hereby repealed.
DISCUSSION:
a) Background Context:
In April of 2005, a fire rendered the four townhouse units located at 11731 Fraser Street
uninhabitable. Fire restoration permits were issued for each of the units between April and
August of 2005 by the District of Maple Ridge. None of the repairs were completed and the
permits expired in April and July of 2007.
The British Columbia Fire Code requires owners of all vacant buildings to ensure the building
remains secure at all times to prevent safety concerns as a result of unauthorized entry.
Since October of 2006, both the Fire and Bylaw Enforcement Departments have responded
to 11731 Fraser Street on 11 separate occasions as a result of the building being insecure.
Orders to secure the building were issued to the Owner for each occurrence by District
officials. On a number of occasions, it appeared that the building had been occupied as
articles of clothing and other items were noted by District officials. During the unauthorized
entry to the building, many of the plumbing and electrical fixtures including wiring and piping
were removed rendering the units unsafe.
Fire Department officials continue to respond to concerns that the building is insecure.
Unfortunately, this requires resources and takes Fire officials away from completing other
duties. The municipality is not currently in a position to recover these costs from the property
owner and therefore the costs are borne by all taxpayers.
Unfortunately, the Property includes common property and the owners of that common
property also need to be involved in this process.
b) Desired Outcome(s):
It has been over two years since a fire occurred at the Property and although fire restoration
permits were issued for repairs to the building, no works have occurred. In fact, many of the
undamaged fixtures, piping and wiring in the building have been removed by individuals who
have gained unauthorized entry to the building. This type of activity will certainly add to the
costs of repair and is a direct result of the failure to secure the building.
The Owner has suggested that repairs have not been completed due to a disagreement with
the insurance company over his claim for damages. During the past two years, District
officials have met with the Owner a number of timesto impress upon him that he must
ensure that while the insurance claim remains outstanding, and no repair work is
commenced, the building must remain safe and secure. It was suggested to the owner that
he hire an individual to monitor the building and deal with any unauthorized entry
immediately. Unfortunately, no efforts that we are aware of have been made by the Owner to
address the problem of regular unauthorized entry.
The British Columbia Fire Code requires all property owners to secure vacant buildings from
unauthorized entry. The Owner of this particular building has made no attempts to work with
the District to resolve the ongoing problem of unauthorized entry. Rather, the Owner seems
to rely on District officials to alert him to a problem with the building. This practice cannot
continue and we are requesting that Council consider a demolition order to address this
dangerous situation.
c) Citizen/Customer Implications:
Insecure buildings create unsafe conditions for residents residing in the immediate
neighborhood. Fire officials are concerned that unauthorized entry into the building may
result in personal injury or accidental fire which may impact surrounding buildings. Insecure
buildings also attract homeless individuals and although the building may provide shelter
from the outside elements, the building does not comply with any building code or health
requirements for occupation.
d) Financial lmplications:
Dealing with insecure buildings requires on site inspections by either Fire or Bylaw Officers
with costs attributed to the general taxpayers.
It is uncertain what impact the demolition of the building will have on the Owner's insurance
claim.
e) Alternatives:
District officials can continue to respond to reports that the building is insecure and issue
orders to the Owner to secure the building.
Council may consider any alternatives for effectively dealing with the Property which may be
forthcoming from the Owner as a result of Council's consideration of a demolition order.
CONCLUSIONS:
The building located at 11731 Fraser Street has been vacant due to a fire since April of 2005. Over
the past year, District officials have attended the Property numerous times to deal with the building
being insecure. The Owner has been encouraged to take measures to effectively deal with the
situation but to date has done little to address the situation.
In order to address the safety concerns associated with the building at 11731 Fraser Street being
insecure on numerous occasions over the past year and the failure of the owner to seriously address
this situation, staff is recommending that the building be demolished.

An application has been submitted to rezone the properties located at 20690 Lougheed Highway
and 11839 207 Street from RS -1 (One Family Urban Residential) and CS -1 (Service Commercial) to
C-2 (Community Commercial) to permit the demolition of the current building and construction of a
new commercial complex containing a liquor store, pub and commercial space. The future
consolidated lot will front onto Lougheed Highway and 207 Street. Currently the RS -1 (One Family
Urban Residential) zoned lot is being used for parking for the liquor store and is designated
Commercial in the Official Community Plan. It is proposed that the development occur in two
phases. Phase 1 will consist of the construction of the pub and liquor store, Phase 2 will consist of
the construction of the Commercial Retail Units. The existing building will be temporarily retained
and remain operational until the construction of the new pub and LRS are completed. The
commercial retail units will be built once the existing building is demolished.

c) Planning Analysis:
Official Community Plan:
The properties are designated General Commercial in the Official Community Plan and the proposal
complies with this land use designation.
Zoning Bylaw:
A preliminary review of the plans in relation to the Zoning Bylaw requirements has revealed that the
proposal will require 3 variances. The applicant is proposing to consolidate the two properties which
together meet the minimum lot width, lot depth and lot area requirements of the C-2 (Community
Commercial) zone.
A Development Variance Permit application has been received to vary the following:
1. The building height of 7.5 m has been exceeded with pitched roofs. The height of the roof
from the slab elevation is now 9.15 m, an excess of 1.65 m over the bylaw.
2. A second storey greater than 50% in area of the first storey. The second storey pub and
deck combined are 50.9% of the lower floor, therefore the total second storey area is slightly
over the maximum with the patio/deck.
3. The 3.0 metres front lot line setback to allow a canopy to provide additional rain protection
to the street to the east property with zero setback.
These variances will be reviewed in a future report to Council because they add significantly to the
building's overall design and architectural presence at this significant corner.
Development Permits:
The proposed design of this development will have to be consistent with the Commercial
Development Permit Guidelines for form and character as per Section 8.5 of the Official Community
Plan. An application for the Development Permit has been received and will be the subject of a
future Council Report.
Advisory Design Panel:
The proposed project was reviewed by the Advisory Design Panel on September 11, 2007 and was
given general support by the group but recommended that revisions to the proposal be submitted to
Planning staff to address the following:
• Location of sidewalk along 207 Street (confirmation with Engineering Dept).
• Relocation of garbage and recycling enclosure and screening.
• Strengthening of the architecture of the corner at Lougheed Highway and 207 Street.
Following this meeting, project plans were revised as follows:

1) Added a roof and extended the height of the garbage & recycling enclosure in order to
reduce noise and odours.
2) Added more outrigger beams and a trellis 12 feet along 207th and 24 feet along Lougheed
Highway in order to provide a significant interest without a traditional tower solution.
Development Information Meeting:
A Development Information Meeting was held September 6, 2007between 5:00-8:OOPM in the
conference room of the Best Western Hotel, 21735 Lougheed Highway, Maple Ridge. Notice of the
meeting was mailed out to all residents and owners within 50 metres of the subject properties on
August 21, 2007. Copies of the Notice of Development Information Meeting were published in the
August 22nd, 2007 and August 29th, 2007 editions of "The News" newspaper. The meeting was
facilitated by the property owner and project architect. Roughly 19 people attended the meeting
over the 3 hours and most were neighbours of the subject property. Comment sheets were provided
at the meeting and 3 have been received. Attendees were generally impressed with the quality of
the design and materials. However, they did express concerns regarding the proposed development
relating to:
1) Noise from the unenclosed pub patio and its location at the rear of the building facing
adjacent townhouse units.
2) Loud music emanating from the building.
3) Noise from vehicle traffic into/out of the parking lot and drunk and disorderly patrons in the
parking lot.
4) Safety of the adjacent townhouse units.
5) Noise and odors from the garbage & recycling enclosure proposed to be located beside the
adjacent townhouse units.
In response, the project plans were revised as follows:
• Glazing has been added to the south wall of the patio, a 6'-0" high glass partition has been
added on the west wall and a retractable roof has been added in order to minimize noise
from the pub.
• The fence along the south property line has .been changed from 6'-0" to 8'-0" to increase
security and will be made out of tongue and groove cedar which will aid in noise abatement.
• Modified the plantings along the south property line to include barberry which will act as a
planting barrier to discourage crime.
d)
Interdepartmental Implications:
Engineering Department:
The Engineering Department reviewed the servicing for the development and provided their
comments as follows:

• Road dedication required on Lougheed Highway will be determined by the Ministry of
Transportation. Road dedication of 3 m along west side of 207 Street and a 6 m by 6 m
corner truncation at the intersection of Lougheed Highway and 207 Street is required.
• The Lougheed Highway road frontage must be reconstructed with concrete sidewalk, curb
and gutter. On the 207 Street side the existing sidewalk, concrete curb and gutter will
remain in place other than where changes are proposed to the driveway accesses. These
areas will need to be reconstructed to match the existing sidewalk and curb.
• The applicant's consultant will need to review the adequacy of the existing sewer main and
connection and show how the site will connect to the storm sewer.
• The existing water service is inadequate for the proposed use so a new connection will need
to be installed at the applicant's cost.
• Street lighting improvements will be required on both frontages.
• A street tree planting plan must be included with the off-site servicing design. The size, type
and location of the boulevard trees must agree with the information shown regarding trees
on the landscaping drawings that will be submitted as part of the development approval
process.
• Underground wiring required.
• A demolition permit will be required from the Building Department to remove existing
building on site. The existing water service will need to be permanently disconnected and
the sewer service will be temporarily disconnected.
Fire Department:
A site plan and floor plans showing locations of fire related infrastructure is required. This is to
include the locations of fire department connection, fire hydrant, fire alarm panel, sprinkler room,
standpipe connections and includes lane measurements and overhead obstructions. This is to be
submitted to the Fire Department for approval.
Building Department:
The Building Department reviewed the building plans and requested that the exit design for the pub
be revised and code analysis provided. The project Architect met with the Manager of Inspection
Services to discuss these requirements.
e) Intergovernmental lmplications:
Future road improvements being considered for this area that are adjacent to this site are located
on lands owned by the Ministry of Transportation. This application is being referred to the Ministry
of Transportation for comments.
f) Community Implications:
In addition to the Rezoning, Development Permit, and Development Variance Permit applications,
the applicant has also applied to the Liquor Control and Licensing Branch to increase the seating
capacity of the pub from 150 to 200 people and change the pub's hours from 9:OOAM-12:OOAM to
11:30AM-1:30AM. These changes may affect neighbouring residents and some opposition to these

requests is expected. The Director of Licenses, Permits and Bylaws will provide Council with a report
on the proposal changes to the liquor license prior to Final Reading.
g) Environmental Implications:
The proposed development site is relatively flat, has no existing trees, and is not impacted by
watercourses.
CONCLUSION:
The proposed C-2 (Community Commercial) zone conforms to the land use designation in the Official
Community Plan. It is therefore recommended that application RZ/061/07 be favourably
considered and that Maple Ridge Zone Amending Bylaw No. 6510-2007 (Appendix B) be read a first
time and be forwarded to Public Hearing.

WHEREAS, it is deemed expedient to amend Maple Ridge Zoning Bylaw No. 3510 -
1985 as amended;
NOW THEREFORE, the Municipal Council of the Corporation of the District of Maple
Ridge, in open meeting assembled, ENACTS AS FOLLOWS:
1. This Bylaw may be cited as "Maple Ridge Zone Amending Bylaw No. 6510-2007."

An application has been received to rezone the subject site to C-2 (Community Commercial) to
permit a broader range of uses that are not permitted on the site under the existing and more
limited CS -1 (Service Commercial) zone. The site has two existing commercial buildings which the
applicant intends to retain without changing any external aspects of the design.
The CS -1 (Service Commercial) zone is intended for highway commercial uses that accommodate
the motoring public. The site is currently occupied by a restaurant with a drive-through use, sporting
goods stores, and a rental car company. One of the site's commercial buildings is currently
experiencing a persistent vacancy and the applicant has received an Offer for Lease from a financial
services company. A greater mix of services would benefit the neighbourhood located to the south
of the site, as this site is within walking distance for many residents.
c) Planning Analysis:
Official Community Plan:
The 1996 Official Community Plan (OCP) restricted this site and the surrounding commercial sites to
utilizing only commercial zones that are suited to highway commercial services. During the review
for the 2006 OCP, it was recognized that commercial development in this area had not kept pace
with current market trends. The 2006 OCP designates the subject site for commercial use which
includes permitting the C-2 (Neighbourhood Commercial) zone as a land use option and many sites
along Lougheed Highway have since been rezoned to C-2 (Community Commercial) to permit more
neighbourhood commercial uses.

Zoning Bylaw:
The proposed C-2 (Community Commercial) zone is intended to provide convenience shopping and
personal services to residents of surrounding neighbourhoods. As mentioned above, the applicant
intends to retain the existing buildings and no external changes to the buildings or site is proposed.
The rezoning of this property to C-2 (Community Commercial) will cause the use of one of the current
tenants (Enterprise Rent-A-Car) to become non -conforming. The applicant has advised the tenant of
the implications of this change.
Off -Street Parking and Loading Bylaw:
The existing buildings are a total of 1016.73 m2 in size and the parking requirement for a uses in
the C-2 (Neighbourhood Commercial) zone is 34 stalls and the site currently provides 55 parking
stalls.
Development Permits:
As there are no changes proposedtothe exterior of the building, a Development Permit is not
required.
d) Interdepartmental Implications:
Engineering Department:
This application was discussed with staff from the Engineering Department and there are no
municipal servicing improvements identified with this application.
e) Intergovernmental Issues:
Future road improvements being considered for this area that are adjacent to this site are located
on lands owned by the Ministry of Transportation. This application has been referred to the Ministry
of Transportation for comments.

The proposed C-2 (Community Commercial) zone conforms to the land use designation in the Official
Community Plan. It is therefore recommended that application RZ/074/07 be favourably

b) Project Description:
A text amendment application to the CD -2-88 zone has been received to permit a child care centre
use in the basement of the existing building. The proposed child care centre area represents 10% of
the building's Gross Floor Area or 92.7 m 2 out of a total floor space of 921.8 m2 for the entire
bulding. No changes to the existing building or the site are proposed.
c) Planning Analysis:
Official Community Plan:
The proposed development is consistent with the Official Community Plan which designates this site
as Commercial.
Zoning Bylaw:
A preliminary review of the plans in relation to the Zoning Bylaw requirements has revealed that the
proposal complies with the bylaw.
d) Citizen/Customer Implications:
A Restrictive Covenant on title restricts the use of the building to those "intended for the use and
enjoyment of the Grantees and their members" and states that the building "shall not be leased to
or used by any third parties without the express consent of each of the Grantees". There may be
objections from neighbouring residents to the proposed zone amendment as the original intent of
the building was for it to be used as an amenity building to the surrounding condominiums in
Fraserview Village. Fraserview Village is a residential development for residents 55 years and older.
Therefore, a child day care facility may be considered at odds with this intent. However, in
discussion with the applicant, this commercial use/banquet hall building was built to rent out as a
means of helping to pay for the recreation building located on the same site. The addition of a child

day care use is consistent with this objective. In addition, the strata council which represents 500
households is in support of this building being used for a child care centre use.
d) Interdepartmental Implications:
Building Department:
The Building Department has advised that 10% of the building footprint may be used for an
accessory use without upgrading requirements being imposed as per the 2006 BC Building Code.
Therefore, approximately 45m2 may be used for a child care centre use in the existing building. The
applicant is required to provide a summary of how the building will be compliant with the 2006 BC
Building Code for uses occupying floor space greater than 45m2.
Fire Department:
The Fire Department does not have any issues with this accessory use.
e) Intergovernmental Issues:
As the property lies within 800m of Lougheed Highway, this application has been referred to the
Ministry of Transportation for comments.
CONCLUSION:
The proposed text amendment conforms to the land use designation in the Official Community Plan.
It is therefore recommended that application RZ/070/07 be favourably considered and that Maple
Ridge Zone Amending Bylaw No.6520-2007 (Appendix B) be read a first time and be forwarded to

SUBJECT: Fraser Valley Regional Library - 2008 Budget
EXECUTIVE SUMMARY: The attached report from FVRL staff outlines the options available in the
FVRL 2008 budget. There is an opportunity to acquire more books with one of the two options. That
option reflects a 3% increase in the Library Materials budget. Approving that option will result in an
increase to the Maple Ridge Library Levy of 2.13%. Council is requested to provide direction to
Councillor Daykin (the District's FVRL Board representative) so that he can bring Council's input to
the November 28th, 2007 Board Meeting.
RECOMMENDATION(S):
That version two of the 2008 Fraser Valley Regional Library budget be endorsed noting that this
option provides for a 3% increase in the Library Materials budget and will represent a 2.13%
increase in the Maple Ridge library Levy.
DISCUSSION:
a) Background Context: Each year Council is provided an opportunity to offer input to the
Regional library Budget through Council's representative on the FVRL Board of Directors.
b) Desired Outcome(s): For several years it has been identified that the book stock in the
system is falling behind. Some budget adjustments have been made previously to address
the shortfall. The 2008 version two budget will help in addressing the problem.
c) Strategic Alignment (as appropriate): The Maple Ridge Library contributes significantly to
literacy in this community and is an important aspect of our local quality of life. In recent
surveys over 50% of area residents are users of the library.
d) Citizen/Customer Implications: The Library budget will increase to a small degree next year
comparable to inflation. In light of the District's population growth over the past year an even
smaller increase will result in the payment made by residents on their tax bill.
e) Business Plan/Financial Implications: See above.

CONCLUSIONS:
The Library provides a service which is consistently identified as being valuable by area residents. A
continuation,of the current levet of service is, therefore, recommended.

PURPOSE
Two scenarios of the Proposed 2008 Fraser Valley Regional Library Budget are
presented for consideration by the FVRL Board representatives and your local
government councils/boards.
The purpose of this report is to provide the Fraser Valley Regional Library Board with
information and recommendations concerning the operating, capital and grant
budgets proposed for 2008.
THE DIFFERENCE
The difference between the two proposed budget scenarios is the amount of the
Library Materials budget.
Our suppliers have told us that, with the stronger Canadian dollar, a 0% budget
increase should give us status quo buying power for 2008.
The option for a 3% increase in Library Materials budget would enhance the floating
collection for your residents' use and enjoyment.

THE PROCESS
The Proposed 2008 Fraser Valley Regional Library Budget has been compiled with
the assistance of FVRL's senior management and exempt library managers.
FVRL Director of Finance Mary O'Callaghan and Budget Officer Manoj Rajan have
worked with library managers, and library managers have discussed community
library needs with their contacts at the local government level.
FVRL senior management met with the Board Chair and Board Vice Chair to review
the draft budget scenarios.
The Proposed 2008 FVRL Budget is a culmination of these efforts.
The District of Hope's Council has approved the addition of eight staffing hours for
Hope's Library.
The City of White Rock is still considering the option of adding some additional
Sunday openings in 2008. If this is approved, the costs will be billed in addition to the
budget allocation.

WHERE THE CHANGES ARE
The Proposed 2008 FVRL Budget includes the following changes from 2007:
Contract Obligations: 2.5% wage increase, increments, and retirement payouts.
Job Evaluation Program: Contingency re implementation of new Job Evaluation
program budgeted again in 2008.
Library Program and Promotion Budgets: Some small increases, both local and
shared, to implement new programs and enhance existing ones.
Building Maintenance: Anticipated insurance cost increases, building maintenance
costs.
Supplies: Some small increases, both local and shared, to cover inflation and the
need for office, computer, and health and safety supplies.
Information Technology Department Capital Budget: The Integrated Library
Software (ILS) upgrade for 2008 will be funded primarily through the Public Library
Services Branch's Technology Grant ($87,000). The remaining cost ($22,779) is part
of the Operating Budget proposal.
The IT Capital Budget also includes the Equipment Budget ($29,752 - down from
$50,000 in 2007) and the Computer Capital Lease payment Budget ($72,777 — up
from $6,323 in 2007). The PLSB Technology Grant was used to pay Capital Leases
in 2007.
Also included in the budget proposals are small increases in replacement hours at
the Administrative Centre in order to accommodate the proposed increase in the
Municipal Surplus Allocation.

Proposed Traffic Plan Detour route for Maple Ridge for starting line of Haney to Harrison Road Relay.
The Mandate of the Haney to Harrison is keeping safety at the forefront of our event, and making sure the
citizens of all involved communities and surrounding areas are inconvenienced as little as possible.
After a site check in late September, we noted some new landscaping in the median of 224t and some areas.
of construction on the westbound side of the 224th between Brown street and 121st. These additions have a
small impact on the amount of room we feel is safe for both driver and runner.
The Haney to Harrison Road Relay would like to provide professional traffic services to implement a small
traffic detour from 5:30 am to 8:00 am, on Saturday November 3`d, 2007.
The start line of our event takes place as you know at the intersection of 224th and Brown Street in Maple
Ridge. The rumiers leave the start line; heading north bound on 224`h until they reach 132nd Ave. As this is
thebeginning of the run, they are quite congested, and need an entire lane of traffic for a few blocks. The
runner traffic has thinned out considerably by 124`h Ave.
We would like to propose that a traffic professional be located at 224`h and 124th avenue for all traffic
heading southbound on 224`h street. We would like to detour the driver from continuing southbound to
Dewdney Trunk Road. We would give the option to the driver of either turning eastbound to 227th street or
turning west to 216t street to access Dewdney Trunk Road.
All traffic heading Northbound on 224th would be uninterrupted.
The Haney to Harrison, would supply "detour" traffic signs at:
❑ 222nd and 124`h avenue
O 121st avenue
❑ 224`h prior to 124th avenue
❑ 224`" and Abernathy
These signs would notify the drivers of a detour and traffic control person ahead.

EXECUTIVE SUMMARY:
A request has been received from BC Athletics asking permission to close the southbound lane on
224 Street, from 124 Avenue to Dewdney Trunk Road, be closed to vehicular traffic from 5:30 am to
8:00 am on Saturday, November 3, 2007 for the 26th Annual Haney -Harrison Road Relay.
Northbound traffic on 224 Street will be permitted.
RECOMMENDATION:
THAT the request to amend the street use as outlined in the letter attached to the staff report dated
October 17, 2007 be authorized for the 26th Annual Haney -Harrison Road Relay on Saturday,
November 3, 2007.
DISCUSSION:
At the Council Meeting of October 9, 2007, Council approved the use of municipal streets for the
26th Annual Haney -Harrison Road Relay on Saturday, November 3, 2007. An additional request has
since been received from the event organizer to close the southbound lane of 224 Street, from 124
Avenue to Dewdney Trunk Road from 5:30 am to 8:00 am. Traffic control will be provided by the
event organizers. The attached request and approved traffic control plan is attached.

I acknowledge that I am aware of new road detour changes in Maple Ridge on November
3rd, 2007 and have no concerns, I will notify all fire detachments affected by this route
change in Maple Ridge.

It is noted that at no time are the roads closed to emergency vehicles if required.
