other items of interest to Council. Although resolutions may be passed at
this meeting, the intent is to make a consensus decision to send an item to
Council for debate and vote or refer the item back to staff for more

Rules for Holding a Closed Meeting
Apart of a council meeting may be closed to the public if the subject matter being considered relates to one
or more of the following:
(a) personal information about an identifiable individual who holds or is being considered for a position as
an officer, employee or agent of the municipality or another position appointed by the municipality;
(b) personal information about an identifiable individual who is being considered for a municipal award or
honour, or who has offered to provide a gift to the municipality on condition of anonymity;
(c) labour relations or employee negotiations;
(d) the security of property of the municipality;
(e) the acquisition, disposition or expropriation of land or improvements, if the council considers that
disclosure might reasonably be expected to harm the interests of the municipality;
(f) law enforcement, if the council considers that disclosure might reasonably be expected to harm the
conduct of an investigation under or enforcement of an enactment;
(g) litigation or potential litigation affecting the municipality;
(h) an administrative tribunal hearing or potential administrative tribunal hearing affecting the municipality,
other than a hearing to be conducted by the council or a delegate of council
(i) the receiving of advice that is subject to solicitor -client privilege, including communications necessary for
that purpose;
0) information that is prohibited or information that if it were presented in a document would be prohibited
from disclosure under section 21 of the Freedom of Information and Protection of Private;
(k) negotiations and related discussions respecting the prop osed rovision of a municipal ervice that are at
their preliminary stages and that, in the view of the council, could reasonably be expected to harm the
interests of the municipality if they were held in public;
(1) discussions with municipal officers and employees respecting municipal objectives, measures and
progress reports for the purposes of pre ringan annual report under section 98 [annual municipal
report]
(m) a matter that, under another enactment, is such that the public may be excluded from the meeting;
(n) the consideration of whether a council meeting should be closed under a provision of this subsection of
subsection (2)
(o) the consideration of whether the authority under section 91(other persons attending closed meetings)
should be exercised in relation to a council meeting.

SUBJECT: Request for endorsement of letter from Agricultural Advisory Committee to Metro
Vancouver.
EXECUTIVE SUMMARY:
On the December 16, 2010 meeting of the Agricultural Advisory Committee, the Committee passed a
resolution to send a letter to Metro Vancouver in support of the draft policies of the Regional Food
System Strategy. The Committee noted that Council endorsement was required prior to sending the
letter. This correspondence is the Committee's request to Council for this endorsement.
RECOMMENDATION:
That Council endorse the resolution of the Agricultural Advisory Committee, as stated and attached
in the letter dated January 18, 2011.
DISCUSSION:
Correspondence dated October 8, 2010 from Metro Vancouver was received by Council and
forwarded to the Agricultural Advisory Committee. The Committee reviewed this matter at their
October 28, 2010 meeting. Several Committee members attended the Forums, which were held
throughout the Region over the following months. The Committee revisited the topic at their next
meeting, which was postponed until December. The letter as compiled by the Agricultural Advisory
Committee is attached.

Re: Metro Vancouver Regional Food System Strategy
At the December 16, 2010 Agricultural Advisory Committee meeting, the following resolution
was passed:
That Metro Vancouver be encouraged to promote links in a continuum of food
policies that integrate federal, provincial, regional, and municipal levels of
governance:
The Committee is seeking Council endorsement for their position in supporting Metro
Vancouver in their Regional Food Strategy. The goal of the Strategy is to increase capacity for
food production close to home. The Committee recognizes the potential role of Metro
Vancouver as a facilitator in this process of improving local markets, distribution and
loosening of wholesale practices to allow local producers access to local markets.

DISCUSSION:
The matrix was developed to track key items for Council. The matrix lists those items that are of
particular interest to Council but are only a small fraction of the work that occurs at the District on a
daily basis.

Dear Honorable Minister of Fisheries and Oceans Shea,
Citizens of Maple Ridge, British Columbia, who have the pleasure of using the dyking system of the
North Alouette River for the purposes of recreation, brought to the attention of the Department of
Fisheries and Oceans their finding of thousands of dead fish on the shores of the North Alouette, in May
of 2009. It is with much dismay that we find ourselves having to write to you almost two years later, to
report that our citizens have yet to have an answer from any of the offices that were originally involved
in looking into the incident.
Minister Shea, we know that you take the aforementioned incidents seriously, as it is clear when looking
over DFOs definitions related to fish habitat, which are presented on your Ministry's website to assist
the reader to better understand the DFO's Habitat Management Program, emphasis is on fish
protection. The following is an excerpt from the website and encapsulates what our citizens have been
looking for: Protection (of Habitat) Prescribing guidelines and conditions, and enforcing laws for the
purpose of preventing the harmful alteration, destruction or disruption offish habitat.
Minister Shea, something happened on the North Alouette in May of 2009 and without a full
investigation, the intent of your work is not being met.
Maple Ridge has some of the strongest Riparian Streamside Protection Regulations in the region and our
citizens have high expectations in this regard. They also recognize that all levels of government must
work together to ensure our fish, wildlife and environment are protected and meet their high standards.
They have reported to us that through this experience, they believe this is seriously lacking.
Therefore, the purpose of this letter is to respectfully request that you personally ensure the
appropriate follow up has taken place, is reported publicly and if someone is responsible, they are
brought to justice.
We look forward to your response and thank you in advance for your consideration in this matter.
