COUNCIL WORKSHOP AGENDA
June 13, 2023
11:00 AM
Virtual Online Meeting including Council Chambers
The purpose of the Council Workshop is to review and discuss policies and other items of interest to
Council. Although resolutions may be passed at this meeting, the intent is to make a consensus decision
to send an item to Council for debate and vote or refer the item back to staff for more information or
clarification.
The meeting is live streamed and recorded by the City of Maple Ridge
1.CALL TO ORDER
1.1 Territory Acknowledgement
The City of Maple Ridge carries out its business on the traditional and
unceded territory of the Katzie (q̓ic̓әy̓) First Nation and the Kwantlen
(qʼʷa:n̓ƛʼәn̓) First Nation.

5.1 Fire Protection Master Plan
Presentation by Ernie Polson, FireWise Consulting Ltd.
5.2 UBCM Extreme Temperature Risk Mapping, Assessment & Planning Program
Staff report dated June 13, 2023, recommending that staff be directed to submit
the “Maple Ridge Extreme Temperature Risk Mapping” to the UBCM Extreme
Temperature Risk Mapping, Assessment & Planing Program, that staff provide
overall grant management of the project, and that the 20232027 Financial Plan be
amended to allocate funds for the City’s portion of project funding.
5.3 Development Application Review Process (Submission of A Complete Application
Prior to First Reading)
Staff report dated June 13, 2023, recommending that in order to streamline the
development application review process to expedite development approval and
housing construction, staff bring forward a bylaw amending the Maple Ridge
Development Procedures Bylaw No. 58791999 and amendments to the
Development Information Meeting Policy No. 6.20. Further recommendations
include that staff review and bring forward the Development Sign Policy No. 6.21,
and that feedback be obtained from the Urban Development Institute and
Homebuilders Association Vancouver.
5.4 Revision to SingleFamily Frontage Requirements for Building Permit Applications
Staff report dated June 13, 2023, recommending that staff bring forward a bylaw
amending Maple Ridge Subdivision and Development Servicing Bylaw No. 4800
1993, to eliminate frontage improvements for singlefamily building permit
applications, for first, second, and third readings.
5.5 UBCM Grant Program: Complete Communities
Staff report dated June 13, 2023, recommending that staff be directed to submit a
Complete Communities grant application to UBCM to undertake the proposed
scope of work, as outlined in this report, specifically the policy work associated
with the development of the instream Lougheed Transit Corridor Area Plan.
5.6 UBCM Resolutions Review
Staff report dated June 13, 2023, recommending that Members of Council review
and discuss proposed resolution topics in order to create a mutually agreed list for
submission to UBCM.

5.1 Development Services Function Review Report – Neilson Strategies
Staff report dated April 25, 2023, recommending that the Development Services
Function Report, prepared by Neilson Strategies, be received for information.
Allan Neilson, Principal, Neilson Strategies, provided a presentation summarizing
the report and recommendations, and Mr. Neilson and staff responded to
questions from Council.
5.2 Development Services Function Implementation Strategy
Staff report dated April 25, 2023, recommending that the Development Services
Function Review Implementation Strategy be received for information.
C. Carter, General Manager, Planning and Development Services, and D. Pollock,
General Manager, Engineering Services, provided a presentation and staff
responded to questions from Council.
5.3 UBCM Resolutions Process Briefing
Staff report dated April 25, 2023, recommending that Members of Council submit
resolution ideas individually to the Manager of Intergovernmental Affairs so that
staff can prepare a list of resolutions for consideration at the May 23, 2023,
Council Workshop meeting.

staff responded to questions from Council.
