Staff report dated June 20, 2023, recommending that the 2022 Annual report be
received as required by the Community Charter and that the 2022 Statement of
Financial Information be approved as required by the Financial Information Act.

Development Application Review Process (Submission of A Complete
Application Prior to First Reading)
Staff report dated June 13, 2023, recommending that in order to streamline the
development application review process to expedite development approval and
housing construction, staff bring forward a bylaw amending the Maple Ridge
Development Procedures Bylaw No. 58791999 and amendments to the
Development Information Meeting Policy No. 6.20. Further recommendations
include that staff review and bring forward the Development Sign Policy No. 6.21,
and that feedback be obtained from the Urban Development Institute and
Homebuilders Association Vancouver.

Celina Griffith, City of Maple Ridge resident, stated that there were not many visitor parking
spots proposed on site, and that street parking was already full. She also noted that most
trees on the property, including many very large mature trees, were tagged for removal and
questioned whether these would be replaced with larger trees.

T. Cotroneo, Staff Liaison, facilitated the discussion for the 2023 Work Plan utilizing the
Strengths, Opportunities, Aspirations, and Results (SOAR) Analysis. Topics of discussion
included: community and societal trends or gaps, committee assets, future goals and
outcomes. T. Cotroneo will generate a draft 2023 Work Plan using the discussion points for
the SPAC to endorse at the next regular meeting.

The Staff Liaison provided an update on the following:
• The Youth Planning Table engaged over 1000 young people to discuss graduation walks,

• City staff are working on the Access and Inclusiveness Framework and the PRC Master Plan.
• Many community parks and facilities opened over the summer, including Albion Community
Centre, Silver Valley Gathering Place, and Jordan Mclldoon Legacy Bike Park.
6.2 Council Liaison -Councillor Dueck
Councillor Dueck provided an update on the following:
• The Municipal Election taking place in October 2022.

support some of the priorities of the Youth Strategy Action Plan.

Re: Community preparedness for hot and smoky periods during summer 2023
Dear Mayor and Council,
The heat and smoke season has had an early start in 2023, and we are sharing our yearly communication to assist
in preparation. As experienced in summer 2021 and currently visible in wildfires across the country, the impacts
from both extreme heat and wildfire smoke events can have devastating impacts. These impacts are expected to
worsen without adaptation and mitigation measures. Building resilience requires an all-of-society approach, with
many organizations working to minimize negative impacts on our communities.
Relevant to heat event preparation, the provincial BC Heat Alert and Response System is no longer a pilot and is
largely similar to last year, with two notable changes:
Howe Sound has been decoupled from Metro Vancouver and the Fraser Valley for heat alerts
After the first three heat events in a season in a given forecast region, the criteria for Heat Warnings may
become more stringent to account for acclimatization
New resources and messaging have been created to support your iterative planning for heat and smoke. Fraser
Health Healthy Environments team can help support your municipality in developing or updating municipal heat
and smoke response plans. Some elements we recommend including are:
A designated point of contact between the municipality and the health authority with respect to heat
and wildfire smoke events.
Pre-season planning with key partners, including first responders, your health authority, and non-
governmental organizations in your area, with a focus on most susceptible populations.
Communication plans to be activated in the event of heat or air quality alerts to inform the public and
key partners about the anticipated event, possible impacts, protective actions, and municipal resources
(e.g. encouraging neighbours to check in on one another, sharing an online map or other information on
municipal cool/cleaner air spaces).
o Draft messaging is available from the BC Government or Fraser Health Authority (FHA).
o Check-in guides can be shared via partners and social media channels
o Staff and partner organizations who work with residents who are not comfortable in English can
connect those residents to extreme weather checks from MOSIAC (most Lower Mainland
communities)
o Sharing locations of cooling centres, where applicable, with non-governmental organizations and
the public can help ensure spaces are well-used, especially if advertised ahead of season.
A phased or scalable response plan that can be tailored to the given situation and could include
responses such as opening cool/cleaner air spaces, expanding access to drinking water in public spaces,
expanding hours of air conditioned facilities, rescheduling events, etc. Available guidance documents
include:
o Guidance on how to create a municipal heat plan (BC Centre for Disease Control, 2017)
o Guidance on cleaner air spaces during wildfire smoke events (Health Canada, 2020)
Most funding for extreme heat preparedness in your communities require local government to be partners/
applicants. Partnering with organizations already connected to susceptible residents can be effective in expanding
your reach.
Long-term heat and wildfire smoke adaptation strategies can include:
Land use planning policies (e.g. urban forest and tree canopy cover related) that reduce urban heat
islands and support people’s use of cool areas such as shaded parks
Increasing public amenities with energy efficient air conditioning and good air filtration
Work with housing providers and non-profit organizations to ensure that there are spaces where people
who are unhoused or otherwise marginalized feel safe and welcome to access during extreme weather,
ideally in areas people are already located.
Increasing permanent drinking water access points in public spaces.
Consider amending or creating standards of maintenance by-laws to require adequate air conditioning/
cooling and enhanced air filtration for part or all of a building.
Funding for emergency/ extreme heat preparedness is available through United Way and UBCM.

As part of our own response to heat and wildfires, Fraser Health has undertaken a number of initiatives, including
seasonal readiness planning for health authority programs and facilities, the development of new resources,
assisting in policy development, collaborative projects and monitoring, and providing support to local partners. We
are pleased to assist in the development of heat and smoke plans, as well as long-term actions to reduce risk.
In addition, over the last several years, we have worked with researchers at UBC and Vancouver Coastal Health to
develop climate vulnerability maps that spatially represent community vulnerability to four climate hazards (heat,
smoke, ozone, and flooding). We are also happy to discuss how these maps and other health evidence may be
integrated into your climate planning, to provide presentations regarding the health implications of heat and
smoke, to assist in policy development, or to provide other guidance where possible.

SUBJEꢁꢂ Building Safer Communities Fund - Contribution Agreement
EXECUTIVE SUMMARYꢂ
Public Safety Canada selected Maple Ridge as 1 of 22 municipalities in British Columbia to develop
and implement prevention and intervention initiatives addressing risk factors associated with gun
and gang violence. The City of Maple Ridge ("the City") was granted $1.8 million to build and deliver
programming from late 2022 until early 2026 through the Building Safer Communities Fund
("BSCF") program.
The funding provided by the federal government will assist the City and its partners to take an
empirical approach (i.e.ꢄ gain knowledge by means of direct and indirect observation or experience)
to promoting safety, community and individual wellnessꢄ and inclusion amongst our youth and their
support systems. Additionally, the BSCF is well-aligned with the City's CommunitySafeꢀ initiatives as
it leverages existing networks and partnerships to amplify effective programs.
In 2022, the Ministry of Public Safety provided $150,253 to the City for initial program development.
The Ministry is now amending the funding agreement recognizing an additional $1ꢄ703ꢄ273
allocation to Maple Ridge for the programꢄ for a total contribution of $1,853ꢄ526. The City requires
authorization from Council to execute the agreement by June 28, 2023 to comply with federal
timelines. In July, a subsequent report and detailed presentation will be provided to Council
regarding the BSCF implementation.

DIS CUSSION:a) Background Context ꢂ
In the 2020 Fall Economic Statement, the Government of Canada committed to establishing
a dedicated funding stream for municipalities and Indigenous communities to support anti
gang programming.The BSCF is a time-limitedprogramꢄ ending on March 31ꢄ 2026, to supꢁꢂ
municipalities and Indigenous communities to develop community-based prevention and
intervention initiatives to address gun and gang activities.
Recipients have been identified based on an evidence-based methodoloꢃꢄ three major
elements: Statistics Canada, Crime Severity Index, and census population data. Municipalities
