4. DELEGATION
4.1. Historic Stream Names
• Rod Stott, Environmental Planner 2, City of Maple Ridge
The Environmental Planner gave a presentation on work underway by the Environmental
Advisory Committee to identify priority streams for naming and create awareness of their
values. The Environmental Planner outlined proposed initiatives to raise awareness and
community connectivity to the streams and natural resources. Specific stream locations were
identified on a map for Community Heritage Commission review and future discussion. The
Environmental Planner answered questions from the Commission.
5. FINANCE
5.1. Financial Update – 2018 Business Plan
Russell Irvine provided a March 2018 Financial report. Mr. Irvine reported on the general
purpose account, the projects account and the revenue account. Mr. Irvine provided a
financial status update on the Heritage Inventory project, the Heritage Register, the Heritage
Conservation Plan and the Heritage Incentives review project. There was discussion on the
budget and financing of any potential new projects that could arise in 2018.

7.2. Cultural Plan Update
L. Zosiak, staff liaison, advised that the Cultural Plan is tentatively schedule for presentation
at the April 17, 2018 Council Workshop Meeting. The Heritage Inventory presentation is
scheduled for the April 17, 2018 Council Workshop meeting and Commissioners were
encouraged to attend the meeting.
7.3. Tourism Strategy Update
Mr. Irvine advised of the project’s completion as the strategy is before Council for review.

7.4. Library Reminisce Kits
Julie Koehn reported that several High School classes are using the World War 2 reminisce
kits.
7.5. Environment Committee Report to Parliament/ Meeting with MP Ruimy
Councillor Speirs and Mr. Irvine reported on the meeting with MP Ruimy. The MP’s office will
track the legislation and provide an update as it progresses through Parliament.
7.6. Haney House Conservation Work
7.6.1. Haney House Landscape Design
L. Zosiak, staff liaison, reported that the File Manger will contact subcommittee members
once the report is submitted for review.
7.7. Heritage Conservation Master Plan - Nil
7.8. Hammond Cedar Mill Plaque
L. Zosiak, staff liaison, reported on the possible opportunity to install a stanchion with the
Hammond Cedar Mill plaque at the corner of Maple Crescent and Dartford Street. A
Development Permit has been submitted and in lieu of street trees, a rain garden may be
more suitable for the area. There was discussion on the plaque, its installation and location.

That a subcommittee be formed consisting of Len Pettit, Eric Phillips and Councillor Speirs to
review installation of the Hammond Cedar Mill plaque and examine the existing information
on the plaque for accuracy.

8.2. Recognitions Subcommittee
8.2.1. Heritage Week Recap
Kevin Bennett provided an overview of Heritage Week 2018. The Cemetery walking tour and
Story of Banned Books were well attended sessions and Erica Williams and FVRL staff Liza
Morris and Jo-Anne Sleiman were commended for their work. The Heritage Awards evening
went well and MC Steven Ranta did a great job. There was discussion on the Heritage Awards
write up in the newspaper and comments on exploring a slightly larger venue for the 2019
awards.

8.2.2. Plaque Placement Request
A. Bowden, staff liaison, reported that plaque placement information from the subcommittee
has been sent to the BC Federation of Labour which was shared with the DePatie family.
Further questions from the Federation of Labour and the DePatie family have been received
and the subcommittee will review and providing a response. There was discussion on the
subcommittee involving the School District and TransLink in possible plaque placement
locations.
8.3. Education Subcommittee
8.3.1. Local Voices
The Vice Chair provided a report on the well attended March 5, 2018 Local Voices. There was
discussion around including the Kanaka Coffee Open Mic performers at the 2019 Heritage
Awards.
8.4. Maple Ridge Oral History Project - Nil
8.5. Digitization Project Subcommittee
8.5.1. Open Government Portal and Heritage Marker Inventory Information
Mr. Bennett advised of discussions with the Chair and that he will be assuming a greater
responsibility with the Heritage Marker Inventory database.
8.6. Heritage Inventory Project Update
L. Zosiak, staff liaison, reported that subcommittee comments on the Heritage Inventory
draft report have been forwarded to the consultant, Donald Luxton. The Heritage Inventory
report will be presented at the April 17, 2018 Council Workshop and Commissioners were
invited to attend.
8.7. Heritage Register Update – Nil
8.8. Robertson Family Cemetery Project
L. Zosiak, staff liaison, reported one outstanding document is to be prepared and processed
for filing at the Land Title Office.
8.9. Hammond Heritage Character Area - Nil
9. LIAISON UPDATES
9.1. BC Historical Federation
The Vice Chair reported of the Conference scheduled for May 24-27, 2018 in Nakusp.

9.2. Heritage BC
The Vice Chair reminded members of the annual Conference scheduled May 10-12, 2018 in
New Westminster.
9.3. BC Museums Association
The Vice Chair reported on the upgraded member portal and the Spring regional workshop
series offered by the BCMA. The Vice Chair will be attending a workshop on ‘Caring for your
Collections: The Long Road to Deaccessioning’ on March 19, 2018 in Abbotsford.
9.3.1. BCMA Visit - Nil
9.4. Maple Ridge Historical Society
Mrs. Koehn reported on the completion of a new heritage walk brochure. An event to
celebrate the re-opening of Haney House is scheduled for May 27, 2018. The Executive
Director has made contact with Grade 8, 9 and 10 social study teachers and provided them
with reminisce kits and information on Heritage fairs. Music of the Wharf performers have
been selected. The Historical Society AGM is scheduled on March 22, 2018 at 6:30 pm at St.
Andrew’s Church.
9.5. Council Liaison
The Council Liaison provided update on recent topics at Council including a new tenant
relocation assistance policy.

11. ROUNDTABLE
Eric Phillips requested that the ‘Welcome to Hammond’ sign at Tolmie Park be replaced and
reported on the damaged CN “Maple Meadows” sign and Hammond area house fires. There
was discussion on the sign at Tolmie Park.

‘Welcome to Hammond” sign located at Tolmie Park.

Hello everyone,
First, thanks to all who have provided comments and feedback on the draft report for Haney House vegetation. I have reviewed
your comments carefully, and will provide a consolidated set to the consultant for integration into the final draft soon. The
clarifications and additional details I have received have also been helpful.
I wanted to let you know that I will not be calling a meeting tomorrow to discuss the comments. The comments which I have
received were all (un)surprisingly aligned, so there isn’t anything that we need to discuss or sort out through a meeting.
If anyone who has not provided comments still wishes to do so, I can still integrate them in our feedback as long as I get them
by the close of business tomorrow.
Regarding the onward process, staff plan to have a phone meeting with the consultant to discuss how he has integrated our
comments, and provide additional clarifications and discussion as necessary. Should anyone wish to join this phone meeting,
please let me know, and I will try to arrange for something that can work. After we receive the final report from the consultant, I
will send it along to the developer for discussions as to how all of it can be integrated into their development.
I wish to extend my thanks to all who have contributed thus far to this process. Should you have further questions, comments,
or concerns, please feel free to reach out to me to continue the discussion.

Please find attached the draft heritage vegetation assessment report and recommendations. I would ask members of the CHC
and Historical Society to focus your review on the historical content, e.g. accuracy of historical information and suitability of
recommended plant species in the context of Haney House.
The Consultant has also provided a rationale for the recommendations, and performance guidelines to maintain the heritage
integrity of the site. While you should review the guidelines, I would ask that CHC and Historical Society review members not to
comment on any specifics of the design recommendations (e.g. the 0.75 m setback), as these need to be worked out in
conjunction with the architect anyways.
While I do recommend the use of Microsoft Word’s ‘Commenting and Track Change feature” to track your comments, you are
also welcome to print, markup, and scan your comments back to me. When I have received everyone’s comments back, I will
compile them and work to resolve them. I would like to propose that we meet together once all the comments are compiled so
that I can present any conflicting/unresolved comments to the review committee.
Here are my proposed timelines:
Review and return comments to Chee by Monday, 26 March, around noon.
Meet together to discuss comments on Thursday, 29 March, afternoon depending on availability.
I will send out a meeting convocation for the latter, but please let me know if any of these deadlines do not work for you.

Hello everyone,
I am the application file manager for a development occurring at 11598 224 St., a property directly to the south of Haney
House. As all of you know, the City has commissioned a report to assess the heritage character of the vegetation along the
property line shared between Haney House and the development site, and which may be affected by the proposed development
of a four storey apartment building.
Everyone on this email has kindly volunteered their time to review the draft report and provide feedback. I wanted to use this
opportunity to give you all a heads-up that the draft report is forthcoming very shortly - this week, and to ask you for comments
within 1 week of receiving my next email with the draft report. The report is not long, approximately 15 pages, but half of it is
filled with pictures and diagrams. The persons who have kindly volunteered their time, in addition to staff, are:
