The Minutes of the Regular Community Heritage Commission Meeting held via Zoom teleconference and
hosted in the Blaney Room at Maple Ridge City Hall on January 26, 2023 at 7:00 pm.

5.2. Advisory Committee Overiew
K. Gowan, Staff Liaison, provided an overview of Committee proceedings, described the mandate
and ongoing work of the Community Heritage Commission (CHC).
5.3. Chair and Vice Chair Selection
The Commission appointed Jared Bissky as Chair of the Community Heritage Commission for
2023. The Commission will select the Vice-Chair at the next regular meeting.

5.7. Draft Heritage Financial Incentives Pilot Program Framework
K. Gowan, Staff Liaison, provided an overview of the Draft Heritage Financial Incentives Pilot
Program Framework. The Commission members engaged in discussion on process, procedure
and requirements.

5.8. Draft Municipally Owned Heritage Resources List
K. Gowan, Staff Liaison, provided an overview of the Draft Municipally Owned Heritage Resources
List. The Commission engaged in discussion and provided feedback on priority items. K. Gowan
will forward the information to the Parks, Recreation and Culture Advisory Committee.
5.9. Heritage Awards Event Planning
The Commission approved vendors for catering, entertainment, advertising and decorations for
the 2023 Heritage Awards.

SUBJECT: Draft Heritage Conservation Grant Pilot Program Framework
Background
In 2019, the Community Heritage Commission hired Don Luxton & Associates to undertake a Heritage
Incentives Review study to see how other municipalities are encouraging the conservation of heritage
resources.
The Heritage Incentives Review found that Maple Ridge has enabled many regulatory tools, but
suggested greater success of heritage conservation is achieved with programs that include both
regulations and financial incentives. The draft recommendation presented from this review was to
establish a Heritage Financial Incentive Program to assist private homeowners with conserving their
heritage property. The recommend funding amount of $80,000 per annum, which would be divided
among eligible conservation projects.

At the January 26, 2023, CHC meeting, the CHC finalized the eligibility requirements and delivery
model approach for built heritage conservation projects.
At the February 28, 2023, Council Workshop, the draft eligibility requirements and delivery model
approach were presented to Council. At the meeting, Council referred the back to the CHC.

Pilot Program Summary
The Heritage Financial Incentive Pilot Program is being proposed as a 5-year pilot program with
$80,000 available per year to incentivize private property owners of heritage buildings to protect and
maintain their heritage asset.
Definitions
Built Heritage: means all the heritage places and features that survive as buildings, earthworks or
structures above or below ground and are visible and/or visit-able.
Intangible Heritage: consists of nonphysical intellectual wealth, such as folklore, customs, beliefs,
traditions, knowledge, and language.
Moveable Heritage: consists of physical artifacts that are movable, such as historic documents,
artifacts, art, and sculptures.

Draft Funding Structure
The program proposed is an annual stream of funding that has two tiers; Built Heritage and
Intangible/Movable Heritage.
Funding Stream:
1. Built Heritage
a) Heritage Register Only
i. For projects that are on the Heritage Register, up to 50% of project costs, to a
maximum of $5,000.
ii. Funds are distributed based on number of eligible applications
b) Funds are distributed based on number of eligible applications
Protected Heritage Properties
i. For projects that are Designated or have a Heritage Revitalization Agreement,
up to 50% of project costs to a maximum of $25,000.
ii. Funds are distributed based on number of eligible applications
*projects that are retrofitting to increase energy efficiencies may be awards up to an additional
$5000 in funding.
2. Intangible and Movable Heritage
a) For projects that conserve intangible or movable heritage, up to 50% of project
costs, to a maximum of $10,000.
