City of Maple Ridge Public Art Steering Committee Meeting Minutes November 2, 2023 The Minutes of the Regular Public Art Steering Committee Meeting held via Zoom teleconference and hosted in the Blaney Room at Maple Ridge City Hall on November 2, 2023 at 4:00 pm. Land Acknowledgement W. Bissky, Chair, called the meeting to order and provided the land acknowledgement. Note: L. Koehn entered the meeting at 4:03 pm. 2.APPROVAL OF THE AGENDA R/2023-PASC-018 It was moved and seconded That the November 2, 2023, Public Art Steering Committee agenda be approved as circulated. CARRIED UNANIMOUSLY 3.ADOPTION OF THE MINUTES R/2023-PASC-019 It was moved and seconded That the minutes of the Public Art Steering Committee meeting dated September 7, 2023, be adopted. CARRIED UNANIMOUSLY 4.DELEGATIONS – NIL 5.NEW AND UNFINISHED BUSINESS 3.1 • Maple Ridee - Public Art Steering Committee Minutes November 2, 2023 Page 2 of 3 5.1. Public Art Policy & Handbook Update R. Brummer, provided an update on the Public Art Policy and Handbook. Committee members engaged in discussion about next steps and decided further input from the City is needed prior to policy endorsement. R/2023-PASC-020 It was moved and seconded That the Public Art Policy and Handbook be sent back to staff for further review and comment CARRIED UNANIMOUSLY 5.2. Albion Community Centre Window Mural Project – Task Force R. Brummer gave an update about the Albion Community Centre mural project, including discussion around a submitted artist proposal. Committee members discussed the formation of a taskforce, lead in part by C. Miller and G. Rubin Leblanc. Committee members asked questions, engaged in discussion, and provided feedback. R/2023-PASC-021 It was moved and seconded That a taskforce be formed to oversee the appointment of an artist for the Albion Community Centre CARRIED UNANIMOUSLY 5.3. Artist in Residence – Recruitment Panel R. Brummer, Staff Liaison, provided an update about the Artist in Residence homes, including the decommissioning of the Port Haney House location. Committee members discussed possible future artist in residence locations, possible archival projects, and began preliminary discussions about a future artist in residence selection panel. Committee members also discussed the Artist in Residence Recruitment Panel, lead by L. Koehn, D. Bates, C. Miller, as well as a representative from the Historical Society. 5.4 Maple Ridge 150 R. Brummer provided update on preliminary plans for public art projects to take place during the 2024 Maple Ridge 150 celebrations. Committee members discussed the formation of a taskforce, lead in part by L. Koehn and D. Bates. Committee members stressed the importance of input from Katzie and Kwantlen community members and held discussions about potential public art projects. R/2023-PASC-022 It was moved and seconded That the staff liaison seek clarification on the process regarding input on the Maple Ridge 150 public art projects. CARRIED UNANIMOUSLY 6.LIAISON UPDATES 6.1. Staff Liaison Public Art Steering Committee Minutes November 2, 2023 Page 3 of 3 R. Brummer provided an update on the following: •Celebrate the Night, which took place on October 22nd •Future projects including the upcoming Remembrance Day memorial, the Santa Claus Parade, and the Holiday Train. 6.2. Council Liaison Councillor Carreras discussed the upcoming business planning and 2024 budget discussions 7.TASK FORCES 7.1. Culture Map R.Brumer, Staff Liaison, provided a brief update on the culture mapping taskforce. Staff will coordinate with the communications team to update the City of Maple Ridge website, further develop an accordion-style pamphlet to distribute to the public, and work with Tourism Board. 8.QUESTION PERIOD FOR THE PUBLIC – NIL 9.ROUNDTABLE Committee members provided updates and reports on relevant events and activities related to public art in the community. 10.ADJOURNMENT – 5:23 pm Wayne Bissky, Chair /ed City of Maple Ridge Public Art Steering Committee Special Meeting Minutes January 11, 2024 The Minutes of the Regular Public Art Steering Committee Special Meeting held via Zoom teleconference on January 11, 2024 at 4:00 pm. Brummer, provided a review of the four (4) public art project proposals recommended by the Maple Ridge 150 Public Art Task Force. These projects include: 1. Portable Historic “Postcard” Painted Mural 3.2 • Maple Ridee - Public Art Steering Committee Minutes January 11, 2024 Page 2 of 2 2. Neighbourhood Identity Murals located in 3 Maple Ridge neighbourhoods (West Maple Ridge, North Maple Ridge, East Maple Ridge) 3. Performance Art Events 4. Legacy “Frames” highlighting iconic views in Maple Ridge 5.2. Endorse Projects & Budget R/2024-PASC-002 It was moved and seconded THAT the Public Art Steering Committee endorse the following MR150 projects: a. Portable Historic “Postcard” Painter Mural; b. Neighbourhood Identity/Placemaking & Connecting Murals; c. Performing Art Placemaking; and d. Legacy “Frames” Highlighting Iconic Views in Maple Ridge CARRIED UNANIMOUSLY R/2024-PASC-003 It was moved and seconded THAT the Public Art Steering Committee authorize the expenditure of up to $100,000 from the Public Art Steering Committee funds for the MR150 projects CARRIED UNANIMOUSLY 6.LIAISON UPDATES – NIL 7.QUESTION PERIOD FOR THE PUBLIC – NIL 8.ADJOURNMENT – 4:22 pm Gina Rubin Leblanc, Acting Chair /ed Public Art Steering Committee (PASC) TO: Committee Members MEETING: February 1, 2024 FROM: Committee Clerk SUBJECT: Chair and Vice Chair Selection BACKGROUND: The goal of the Chairperson is to ensure that the Committee functions properly, that there is full participation during meetings, that all relevant matters are discussed, and that effective decisions are made and carried out. There are three main spheres that the Chairperson has to manage: •Assisting with the planning of meetings •Running the meetings •Ensuring that the Committee is achieving its goals The Committee Clerk will chair the meeting as the Acting Chair until a new Chair is appointed or for the duration of the meeting. During the meeting, the floor will be opened for Committee members to nominate fellow members for the position of Chair and Vice Chair. In order for their name to stand, an individual must accept the nomination. If there are multiple nominations and nominees willing to serve, voting will be done through ballots. If a Committee member is participating virtually, voting will be done virtually via Zoom. The Committee members will send a private Zoom chat message to the Committee Clerk with their vote. The Committee Clerk will compile all the votes and provide the results to the Committee. The Committee Clerk will then ask if any member would like to put forward a motion that the selected individual be appointed as Chair or Vice Chair for 2024. Once the Chair and Vice Chair have been appointed, the meeting can be turned over to the appointed Chair or the Committee Clerk can continue as the Acting Chair for the remainder of the meeting with approval from the newly elected Chair.
