The Minutes of the Regular Meeting of the Maple Ridge Advisory Design Panel held in the
Kanaka Room at Maple Ridge Municipal Hall,11995 Haney Place,Maple Ridge,British
Columbia, on Tuesday, June 10, 2014 at 4:00 pm.

Proposal: Construction of a new commercial building
for the relocation of Mark’s Work
Wearhouse

The following applicants were present at the meeting:

Rasika Acharya reviewed the Advisory Design Panel Memo dated June 10,2014
attached to the agenda,with respect to the location,context,surrounding uses,
OCP designation,on-site landscaping,proposed variances,site access,site size,
proposed design and materials,proposed building materials,garbage enclosure,
variances sought for Owen Street upgrades,off-site servicing and road upgrades
and on-site parking.Clarification was provided about the C-2 zone and that the C
-2 zone has a parking ratio not specific to the type of commercial use/retail use.
Unlike other retail uses,Mark’s Warehouse is a specialized retail store and the
applicant has provided justification for the proposed on-site parking.Based on
this fact, the proposed parking variance is supportable.
Andrew Terrett,Architect,presented the proposed design details to the Panel.He
introduced the proposal with respect to the use,main entrance,colours and
materials proposed,and the proposed parking variance.The project architect
noted that Mark’s is being re-branded to emerge as a large retailer.This project is
an expansion initiative.The proposed building is made of durable material (tilt-up
concrete);existing access points to the site are saved;the parking is being varied
due to specialized retail use;building is oriented to a 45 degree angle to
emphasize visibility and create a corner statement;corporate design and colours
are being used;operation of the facility is during regular hours and it is
anticipated that most customers will drive to this location.The applicant also
confirmed that the existing building was demolished about a day ago.
Al Tanzer,Landscape Architect,presented the proposed details of the on-site
landscaping to the Panel.He highlighted the proposed on-site planting,including
fencing and screening along the southern property line which is the interface for
the existing residential use.The landscape architect noted that the street tree
species along Lougheed Highway were recommended by the District due to the
existing over-head wires.Planting near the display windows is dropped (lower)
for better visibility and a mix of flowering plants are selected for colour and
summer foliage.Fencing and cedar plating on the south is meant to buffer from
the existing residential use;a bike rack is provided near the entrance and some
Fir Trees on the east will be retained.

The following concerns be addressed and digital versions of revised drawings
&memo be submitted to Planning staff;and further that Planning staff forward
this on to the Advisory Design Panel for information.
Consider further detail on southern fence for acoustic buffering
Consider additional parking lot lighting for increased safety and site
circulation
Reconsider plant species placement on north side of building
Consider additional plant variety along Owen Street frontage
Consider onsite storm water management with rain garden on north
side from rooftop rain capture
Consider additional landscape treatment along Owen Street frontage
extending past property line
Consider 3 additional planting islands within parking lot against
building for additional shade trees.

Rasika Acharya reviewed the Advisory Design Panel memo dated June 10,2014
attached to the agenda,with respect to the location,grades on site,site access,
site size,context,surrounding uses,OCP designation,on-site landscaping,
proposed variances,proposed design and building materials,off-site servicing/
road upgrades and environmental buffer and enhancement.
Wayne Bissky,Architect,presented the proposed design details to the Panel.He
introduced the proposal with respect to the use,main entrance,colours and
materials proposed,environmental buffers,common amenity area and pedestrian
connectivity.The project architect noted that almost 69%of the site is being
dedicated for protection as conservation lands.He explained the architectural
theme,materials,parking,and pedestrian circulation within the site and noted
that due to the location of the site in West Maple Ridge and close to schools,all
the units are 3-bed room and meant for families.

Paul Whitehead,Landscape Architect,presented the proposed details of the on-
site landscaping to the Panel.He highlighted the proposed on-site planting,
including backyard landscaping for the individual units,pedestrian access and
connectivity to the amenity area on the west and details of the paving and
planting with respect to grade changes on site.The landscape architect reminded
that the common amenity area is meant for passive recreation only (not a tot lot)
and there is no buffering required and there are opportunities to enjoy views into
the environmental areas, from all the units.
Moved and Seconded:
#The application be supported and the following concerns be addressed as
the design develops and submitted to Planning staff for follow-up:
Consider a more substantial entry in the building units
Consider a quality material for soffits
Consider a common refuse area on east of stall number 2
Consider more interest on staircase down to common activity area and
consider accessibility.
Consider a natural seating area for interest in the common activity area
that may include rocks or logs
Consider more interest in the retaining wall by stepping and staggering
the retaining wall and softening façade
