Call to Order & Introductions There being a quorum present, the Chair called the meeting to order at 3:58 pm. 2. Adoption of the Agenda Moved and seconded: That the Agenda dated November 12, 2014 be adopted. CARRIED 3. Adoption of the Meeting Minutes of July 2014 and the Meeting Notes of October 14, 2014 It was decided to defer approval of these items until the December meeting as not all members had received the drafts for review. The committee clerk will include the Minutes of July 2014 and the Notes of October 2014 with the December 2014 Agenda package. Projects 4.1 Development Permit: 2014-078-DP Applicant: Fariba Gharaei, Architect A/BC Urban Design Group Architects Ltd. New 2 storey CS-1 Commercial Building 22710 Dewdney Trunk Road & 227 Street Siobhan Murphy The following applicants were present at the meeting: ► Fariba Gharaei, Architect ► Meredith Mitchell, Landscape Architect ► Kevin, Josh Penner, Brody McDermott, representatives of Meridian Acquisitions Ltd. The Staff Liaison gave an overview of the proposal: a CS1 commercial development located within the Town Centre Area. The design criteria have been evaluated and meet design guidelines for this development permit area. There are variances proposed for height and setback. The plan calls for minimum three storeys in this area however two storeys are planned and are reasonable for this type of development. The setback variance will bring the building closer to the sidewalk. The variances are supported by staff. The Architect presented the proposed design to the Panel. The design has retail (a food market) on the first floor and office space on the second floor. Two driveways will allow access -one from Dewdney Trunk Road, the other from 227 Street. There will be 38 parking spaces. A wide sidewalk with overhead canopies is planned to encourage pedestrian traffic. There is a designated area for garbage and recycling. The Landscape Architect provided an overview of the planned landscaping at the site. Four existing trees on the property have been evaluated by an arborist with a report provided to the City. Low ground cover is planned for the boundary with the adjacent property to the south. Three new trees (to city standard) will be planted on Dewdney Trunk Road. The Panel provided comments on the proposal, including comments provided prior to the meeting by Johnny WW Leung. Moved and seconded: The following concerns be addressed and digital versions of revised drawings and memo be submitted to Planning staff; and further that Planning staff forward this on to the Advisory Design Panel for information: • Consider specialty paving along 227 Street and Dewdney Trunk Road. • Consider increased interest along south fagade via screening, canopy or architectural treatments. • Consider placing a higher priority on the second floor entry. Maple Ridge Advisory Design Panel Minutes Page 2 of 3 Maple Ridge Advisory Design Panel Tuesday, November 12, 2014 • Consider placement of the north stair and the impact on the first floor glazing. • Consider screen for roof top units where necessary. • Consider more vibrant tree species. • Consider increased setback or additional screening for garbage area. • Consider pedestrian circulation on east entrance for displays and show displays in plan (along full fagade). • Consider deleting the two parking stalls at east end of loading area and add additional landscaping. • Allow for a logo element on main fagade on north side. • Consider adding bollards at the northwest corner of 227 Street for pedestrian safety. 5.
