Note: Mark Halpin left the meeting at 6:58 p.m. 5. NEW AND UNFINISHED BUSINESS 5.1 SPAC Membership Update The Staff Liaison noted the contributions of outgoing members Chair Blaire Mikoda and Brenna Ayliffe and welcomed Ana Sanchez as the Fraser Health Representative. 5.2 Strengthening Resiliency Webinar The Committee discussed the Strengthening Resiliency Webinar and added an agenda item for the next meeting to discuss the video once members have had the opportunity to view it. CARRIED UNANIMOUSLY 5.3 COVID-19 Safety Plan Update The Staff Liaison provided an update about Covid-19 public health regulations, including current requirements at recreation facilities. 6. LIAISON UPDATES 6.1 Staff Liaison The Staff Liaison discussed the Celebrate the Night event and the impact of Covid-19 public safety measures. 6.2 Council Liaison The Council Liaison provided an update on pedestrian safety initiatives and the neighbourhood traffic calming program. 7. TASK FORCE UPDATES 7.1 2022 SPAC Work Plan The Staff Liaison provided an update on the 2022 SPAC Work Plan. Note: Eileen Dwillies left the meeting at 7:01 p.m. 9.1 Youth Strategy – NIL 9.2 Community Action Team (CAT) Kim Dumore discussed the upcoming presentation of poverty reduction initiatives. 10. ADJOURNMENT – 7:39 p.m. The next regular meeting of the Social Policy Advisory Committee will be held on Wednesday, February 2, 2022 at 6:00 p.m. Blaire Mikoda, Chair Social Policy Advisory Committee Terms of Reference Mandate The Social Policy Advisory Committee (SPAC) will advise Council on the enhancement of the social well-being of present and future citizens of Maple Ridge. The Committee will: 1. advise Council on the planning and development of municipal strategies and policies related to the social need, social well-being, and social development of a healthy and socially sustainable community; 2. monitor and identify opportunities to recommend for Council to advocate for policy change and service enhancement to meet the social needs of the community based on research, community engagement, and monitoring of social indicators of a healthy community; 3. provide leadership that encourages partnerships and networks by promoting a collaborative framework that encourages community response to current and emerging social needs; and 4. be fully aware of the regional context of social issues and advise Council accordingly. Social Policy Engagement Workshops, designed to encourage broad input and participation, will be held to gather input or feedback on priority topics related to the approved work of the Committee, or regarding emerging issues, for recommendation to the Committee as follows:  twice per year a workshop will be held that has decision makers from Provincial Ministries in attendance to discuss social service delivery, opportunities for integration of services at the local level, and potential for addressing emerging issues; and  twice per year a networking workshop with Community Network partners will be hosted on specific topics aligned with the Committee priorities. There are three main spheres that the Chairperson has to manage: • Assisting with the planning of meetings • Running the meetings • Ensuring that the Committee is achieving its goals The previous Chair or Council Liaison will chair the meeting as the Acting Chair until a new Chair is appointed or for the duration of the meeting. During the meeting, the floor will be opened for Committee members to nominate fellow members for the position of Chair and Vice Chair. In order for their name to stand, an individual must accept the nomination. If there are multiple nominations (and nominees are willing to serve), voting will be done virtually via Zoom. Each member will send a private Zoom chat message to the Committee Clerk with their vote. The Committee Clerk will compile all the votes and submit the results to the Acting Chair. The Acting Chair will then ask if any member would like to put forward a motion that the selected individual be appointed as Chair or Vice Chair for 2022. Once the Chair and Vice Chair have been appointed, the meeting can be turned over or the previous Chair or Council Liaison can continue as the Acting Chair for the remainder of the meeting with approval from the newly elected Chair. RECOMMENDATION(S): That ____________ be appointed as Chair of the Social Policy Advisory Committee for 2022. That ____________ be appointed as Vice Chair of the Social Policy Advisory Committee for 2022. ATTACHMENT H 2022 Social Policy Advisory Committee Work Plan Committee Overview The Social Policy Advisory Committee (SPAC) advises Council on matters relating to social planning and the social needs, social well-being and social development of the community. How we plan our cities and neighbourhoods affects the health and well-being of individuals and community in the following ways: Our ability to get around; Where and in what type of housing we live; What food we have access to; Access to income; How much and what kind of green space we can play and rest in; How safe, connected and included we feel in our neighbourhoods; and Engagement and sense of beloging. Progress Report Action Item Support the community engagement process for the Food Security Needs Assessment Project Update & Next Steps The community engagement process was completed in Q3 2021. Partner with the Youth Planning The City's partnership with the Foundry BC resulted in Table and the Senior's Network to three events that were delivered in 2021: deliver community based initiatives 1) Training session with PRC Youth staff to related to social connections, recognize, support and refer youth as they return to mental wellness and resilience of activity. priority groups 2) A Virtual Art Gallery recognizing youth's work during the pandemic. Work with the City's Community Safety Team to update service providers with a Community Safety Plan Supported Family Education's 2020 Poverty Reduction Planning & Assessment application to the Union of British Columbia Municipalities (UBCM) New 2022 Workplan Deliverables Action Item 3) Sponsored three 'Movie Night's at the Greg Moore Youth Centre for youth. The update and presentation are anticipated to occur at the next SPAC meeting in Q4 2021. In partnership with the Maple Ridge Community Action Team, the Strengthen Resilience Workshop was delivered in Q2 2021. Phase 1 of the application process was submitted in Q2 2020, and the application for Phase 2 was submitted in Q2 2021.
