CARRIED 4.Delegations 4.1 Kelly Swift, General Manager Community Development, Parks & Recreation Shelley Jorde,Recreation Coordinator,Community Connections provided an update on the Albion Community Hall. Shelley Jorde also provided an update on the Cultural Mapping Process grant application.Ms.Jorde noted that $10,000 from the 2010 Legacies Now was awarded to the District of Maple Ridge to conduct a cultural mapping process that will identify needs,gaps,overlaps and collaborative efforts to address some of the issues that were raised in the Parks Master Plan. Shelley Jorde advised that a steering committee will be formed including members from the Arts Council,Pitt Meadows Historical Museum and Society along with volunteer members of the Community Heritage Commission that will work with a consultant to review the community mapping process. Please note that Shelley Jorde left the meeting at 7:45 p.m. 5.New & Unfinished Business 5.1 2011 Business Planning Lisa Zosiak reviewed the proposed changes to the 2011 Business Plan including the budget with the Commission.The Commission decided to present the 2011 Business Plan to Council in January 2011. ACTION ITEM:Committee Clerk to advise Staff Liaison when the 2011 Council calendar is available. 5.2 Heritage Context Study – review of second Draft Lisa Zosiak provided an update on the Heritage Context Study and noted that the third draft will be completed by October 15th for review by the Commission.Ms. Zosiak also noted that the third draft will be going to a December public open Community Heritage Commission Regular Meeting Minutes – Tuesday, October 5, 2010 Community Heritage Commission Regular Meeting Page 3 of 6 house for review. 5.3 BC Heritage Fairs Brenda Smith reviewed the “Report on History Club Pilot Project”and advised that the Fraser Room located on the 2nd floor of the Maple Ridge Public Library has been booked for the 1st and 3rd Wednesdays between 3-5 p.m.between January and April 2011 for the Heritage Club Pilot Project.Ms.Smith noted that this group should include no more then 20 members. Please note that Councillor Speirs joined the meeting at 8:10 p.m. 5.4 Cemetery Tour – Spring 2011 - defer to November 5.5 CHC Information Pamphlet Jacqueline Mulcahy advised that she will take a picture of the Commission to be included in the information pamphlet. 5.6 Ghosts and Hauntings in Maple Ridge Lisa Zosiak provided an update on two reported haunting sites in Maple Ridge. Ms.Zosiak also noted that CHC members may contact the BC Ghosts and Hauntings Research Society if the Commission would like to find out more information on hauntings in Maple Ridge. 5.7 BC Heritage Branch Lisa Zosiak advised the Commission that she emailed Berdine Jonker regarding attending a meeting to provide a review of the BC Heritage Branch to the Commission.Ms.Zosiak noted that there are two events that Heritage Branch staff will be attending and presented on “Whats new at the Branch”;the Annual Heritage Planners and Professionals meeting on November 26th put on by Heritage BC and the Community Heritage Commissions Conference sponsored by the City of New Westminster on November 27th. Lisa Zosiak also advised the Commission that she will be a presenter on Heritage Revitalization Agreements at the Building Sustainable Communities conference in Kelowna on November 16th. 5.8 Map Project Update Lisa Zosiak provided an update on the Map Project and noted that she received a suggestion that the Heritage Street Names map could be sold at public events. Ms.Zosiak noted that she has confirmed that these maps can be printed but she would need to find out where the revenue would go. Lisa Zosiak will provide another update at the next Community Heritage Commission meeting. Community Heritage Commission Regular Meeting Minutes – Tuesday, October 5, 2010 Community Heritage Commission Regular Meeting Page 4 of 6 5.9 2011 CHC Membership Review The Committee Clerk reviewed the 2010 Membership with the Commission and advised that both Brenda Smith’s and Lynnee Probyn’s terms will need to be filled by the Maple Ridge Historical Society.The Committee Clerk also advised that there are 3 terms that need to be filled and Michael Cook’s term expires at the end of 2010 that will need to be re-appointed. 5.10 Albion Flats Community Forum Jacqueline Mulcahy provided a review of the Albion Flats planning process that took place on September 29th. Jacqueline Mulcahy reviewed the two proposals for the newspaper ads. The Commission agreed on the “Our mandate” advertisement. R10-022 It was moved and seconded That a budget of $500-550 for a newspaper advertisement ,created and approved by Jacqueline Mulcahy , be approved. CARRIED The motion was amended to approve a budget of $600 R10-023 It was moved and seconded That the motion be amended to increase the budget from $500$550 to $600 for a newspaper advertisement ,created an d approved by Jacqueline Mulcahy. MOTION AS A MENDED CARRIED 5.11 Presentation to Council This was covered under item 5.1 5.12 Golden Harvest Lisa Zosiak distributed Golden Harvest tickets to Lynne Probyn and Jeremy Laity. 6.Sub-Committee Reports Community Heritage Commission Regular Meeting Minutes – Tuesday, October 5, 2010 Community Heritage Commission Regular Meeting Page 5 of 6 6.1 Newsletter 6.1.1 New template review Jacqueline Mulcahy provided an update on the new template for the newsletter.Ms.Mulcahy reviewed what the layout of the newsletter would be. The Commission discussed different ideas for articles; What’s involved in running a Heritage Fair? Review of planning a conference;what are the challenges and what do you bring back to the Commission as a Staff Liaison. Include links;Heritage BC,educational links,Victoria’s programs, local archives. 6.2 Heritage Awards Lisa Zosiak distributed the nomination forms to the Commission members.Ms. Zosiak noted that a sub-committee must be formed to evaluate the nominations. A sub-committee was formed including;Brenda Smith,Jacqueline Mulcahy, Jeremy Laity and Lynne Probyn.The sub-committee agreed to meet at 6:00 p.m. on Tuesday, November 2nd prior to the regular meeting. 6.3 Heritage Plaque Program Lynnee Probyn provided an update on the Heritage Plaque Program and noted that she is ordering 5 plaques to be awarded at the 2011 Heritage Awards event. Brenda Smith advised that she would like the Commission to consider nominating Sheila Nickols for an achievement award through the BC Historical Federation and noted that nominations are due by the end of November.Brenda Smith agreed to fill out the nomination form for Sheila Nickols.
