CARRIED 4.Delegations 5.New & Unfinished Business 5.1 2011 Business Planning Lisa Zosiak advised that this will stay on the agenda until the 2011 Council Calendar is available in order for the Commission to book a date to present to Council. 5.2 Heritage Context Study – update from Lisa Zosiak Lisa Zosiak provided an update on the Heritage Context Study and noted that the sub-committee met last week and determined that this document is not ready for a public open house.Ms.Zosiak noted that the consultants have been given a deadline of November 26th and are aiming for a public open house for the end of January 2011. Lisa Zosiak advised that all the comments from the sub-committee have been forwarded on to Denise Cook. 5.3 Cemetery Tour Michael Cook advised that he attended the Fort Langley Halloween Walk and reviewed what sites the tour visited. The Commission discussed whether insurance of volunteers attending events is covered. ACTION ITEM:Staff will contact the Events Coordinator in Leisure Services to see whether people attending an organized event are covered under the District’s insurance. The Commission formed a sub-committee to plan and research for a fall cemetery tour;consisting of Michael Cook and noted that other Commission members can join as the project evolves. Community Heritage Commission Regular Meeting Minutes – Tuesday, November 2, 2010 Community Heritage Commission Regular Meeting Page 3 of 6 5.4 Map Project Update Lisa Zosiak advised that she will provide an update on the map project at the next meeting. 5.5 CHC Information pamphlet – deferred to December meeting. 5.6 Albion Flats Charette review – Councillor Speirs provided an update on the Albion Flats Charette process and noted that another meeting will be scheduled for a weekend date in order to allow for businesses to attend. 5.7 CHC Networking Conference Lisa Zosiak advised that the Community Heritage Commission Networking Conference will be held on Saturday,November 27th in New Westminster and tickets are $20.00 per person.Ms.Zosiak asked that those Commission members who wish to attend the CHC Networking Conference are to contact her. The deadline for registration is Monday,November 22nd.The following Commission members advised that they would like to attend;Michael Cook, Brenda Smith and Lynne Probyn. R10-028 It was moved and seconded That the Commission will cover the cost for those commission members who wish to attend the Community Heritage Networking Conference on Saturday, November 27 th in New Westminster. CARRIED 5.8 Heritage and Sustainability Nexus – November 4 & 5 Lisa Zosiak advised that Carl Elefante will be making a presentation at SFU Harbour Centre on Thursday,November 4th and those Commission members who wish to attend are to notify Lisa Zosiak. 5.9 Wharfinger’s Office Lisa Zosiak advised that she received an email from Val Patenaude that the Historical Society lacks the funds to maintain the Wharfinger’s office. In her email Ms.Patenaude stated that the cost to maintain the building is approximately $3000 over the last four years and she is asking if the Commission would like to help with the maintenance costs or finding another use that will generate revenue.Ms.Patenaude also wants to know how the Commission feels about dismantling the building and possibly finding another location for it. Councillor Speirs advised that the District of Maple Ridge has recently purchased a piece of land right next door to the CEED Centre and that this location might be ideal for this building to be used as a storage site for gardening tools, etc.. Community Heritage Commission Regular Meeting Minutes – Tuesday, November 2, 2010 Community Heritage Commission Regular Meeting Page 4 of 6 5.10 Heritage Walking Tour Lisa Zosiak advised the Commission that there is a project underway that has been initiated by the Engineering Department and is tied in with the 224th rehabilitation project.Ms.Zosiak noted that this project is a walking tour of Haney and includes Lougheed and 224th and also noted that the Engineering Department is working with Val Patenaude from the Maple Ridge Museum on signs that will go up at certain key heritage stops.Ms.Zosiak also noted that this is a self guided walking tour and a brochure will be created that will include a guide map and information on each site. Lisa Zosiak reviewed an example of what the signs will look like. 5.11 Heritage Revitalization Agreements Lisa Zosiak advised that the Billy Minor Pub got 1st reading for their Heritage Designation,Revitalization,and Tax Exemption Agreement Bylaw and will go to Public Hearing this month and should receive final reading in December. Ms.Zosiak also noted that the Millar Residence got final reading for Heritage Designation, Revitalization, and Tax Exemption Agreement Bylaw. Lisa Zosiak also noted that the Whonnock United Church and the Minister’s House were sold together and the new owners plan to retain the existing buildings. 6.Sub-Committee Reports 6.1 Newsletter 6.1.1 New template review - deferred 6.2 Heritage Awards Lisa Zosiak advised that this will be covered in the Closed meeting. 6.3 Heritage Plaque Program – deferred 6.4 BC Heritage Fairs Brenda Smith provided an update on the BC Heritage Fairs and noted that BC Heritage Fairs still needs to figure out where our program will fit into their program next year. 6.5 CHC Facebook Page Jeremy Laity agreed to take on the CHC Facebook page administration. 6.6 Maple Ridge Historical Society update Community Heritage Commission Regular Meeting Minutes – Tuesday, November 2, 2010 Community Heritage Commission Regular Meeting Page 5 of 6 Brenda Smith advised that the next meeting is in December however this meeting will be a Christmas function and the next regular meeting will be in January 2011 and Lynne Probyn will attend this meeting and provide an update at the next regular CHC meeting in February 2011. 7.Correspondence 8.Next Meetin g: Tuesday, December 7, 2010 at 7:00 p.m. (arrive early for Xmas social at 6:00 p.m.) Agenda deadline : Monday, November 22, 2010 9.Adjournment -8:10 p.m. 10.Motion to move into Closed Meeting R10-029 It was moved and seconded That the Community Heritage Commission move into a Closed Meeting pursuant to 242(e)the acquisition, disposition or expropriation of land or improvements if the Commission considers that disclosure might reasonably be expected to harm the interests of the municipality.
