Chair Brenda Smith called the Meeting to order at 7:04 pm with introductions. Adoption of the February 4, 2014 Agenda. R14-006 It was moved and seconded: That the Agenda for the Regular Meeting of February 4, 2014 be adopted with the following amendments; • Item 4.1 be deferred to the March 4 meeting. Community Heritage Commission Regular Meeting Pagel Community Heritage Commission Regular Meeting Minutes -Tuesday, February 4, 2014 3. R14-007 • Add item 5.6.1 -Report, add item 5.6.2 -Education & Calendar • Add item 5.9 -OCP / CHC Plan Community Map Adoption of the January 7, 2014 Regular Meeting Minutes. It was moved and seconded. That the Minutes of the Regular Meeting of January 7, 2014 be adopted. CARRIED CARRIED 4. Delegations 4.1 Darrell Denton -Spencer Farm Milk House (update) -Deferred 4.2 Lorraine Bates -Country Fest Agricultural Fair Lorraine Bates stated that if the land swap agreement does occur, that provisions are being made for the Spencer Milk House to go to the new site and commented that there was indeed a bronze plaque at the Spencer Milk House that went missing shortly after its dedication ceremony. Further, Ms. Bates suggested that if grant money was available they would li ke to restore the Spencer Farm Milk House. Ms. Bates briefly explained the history of the Maple Ridge/Pitt Meadows Country Fest which was established in 1901. Country Fest has been running for 113 years and invited CHC to this year's Country Fest for an opportunity to educate the community about the CHC. The Country Fest has approximately 100 volunteers who help out with the Fair. The Fair attracts more 4H clubs to attend, than the PNE does. This year at the Fair there will be two centennial celebrations, the Pitt Meadows Centennial and a 4H alumni celebration. Attendance was approximately15,000 last year with 25% of attendees from out of town. 4.3 Joan Gibson, Kerry Haynes and Rene Taylor -Maple Ridge Funeral Home Rene Taylor explained that the Maple Ridge Funeral Chapel has been operating since 1964 and they are in the process of planning their 50th anniversary this year. Kerry Hanes is the chair of the anniversary celebrations. Kerry Haynes explained that the Funeral Home is planning a fun event for families to celebrate their anniversary and to celebrate the history of Maple Ridge. Mr. Hanes explained as part of the day he will be doing a walking tour of the Maple Ridge Cemetery. The celebration date is September 14th. 5. New & Unfinished Business 5.1 Heritage Plan Road Show -Brenda Brenda Smith reported the road show is being based on the PowerPoint Mr. Luxton created for Council, but that Ms. Smith has added in additional slides illustrating the Historical Society's' opportunities to help implement the plan. 5.2 Community Group -Meet & Greet Event -Lisa Lisa Zosiak proposed the idea of a "meet & greet" event, which would be organized by the Agricultural Committee and the Community Heritage Commission. Ms. Zosiak and Brenda Smith met with Diana Hall, the staff liaison and two committee members with the Agricultural Committee to discuss the idea on January 29th. The Agricultural Committee agreed to partner in organizing the event at their January 30th meeting. Page2 Community Heritage Commission Regular Meeting Minutes -Tuesday, February 4, 2014 R14-008 The idea for the event is that it include all committees of councils and create an opportunity for networking, learn what other groups are working on, and to explore opportunities to partner or leverage with one another. The Agricultural Committee voted to advertise the event as "Intersections". The other groups that would be invited are: The Arts Council, Maple Ridge Historical Society, Literacy, CEED Centre, Tourism, Ridge Meadows Recycling Society, Friends of the Maple Ridge Library, Maple Ridge Foundation, all committees of Council, with the anticipation of more groups being added. More information will be available soon regarding this event, Faye Isaac and Brenda Smith will be the representatives from Community Heritage Commission working on this event. It was moved and seconded. That Community Heritage Commission designates $600 to put forward to the "Intersections" event. CARRIED 5.3 CHG Presentation to Council -Lisa Commission members agreed to do a presentation to Council on CHC for March 11. Brenda Smith will be working on the presentation. 5.4 Heritage Revitalization Agreements Update -Nil 5.5 CHG Budget Review-Lisa Brenda Smith suggested that the CHC budget be developed a little broader than it currently is so that each sub-committee has their own budget and knows the limits they have to work within. Lisa Zosiak stated she will be meeting with Catherine Nolan, from the Finance Department, when the 2014 CHC budget is fully rolled-over. Ms. Zosiak also reported that she confirmed with Ms. Nolan that Brenda Smith will also be attending that meeting. 5.6 CHG Membership 5.6.1 Report Joanne Georgelin reported that clarification has been received regarding renewal membership with CHC. Below is the information received from Amanda Gaunt, Confidential Secretary for the District. "Candidates will be requested to submit an email or letter of application providing information on their qualifications for the position. (This doesn't distinguish between appointments or re- appointments)" Ms. Georgelin requested that members wishing to re-apply to CHC submit a letter to her expressing their interest on re-applying and why they feel well suited for this Commission. Brenda Smith reported that Joe Robinsmith has resigned from CHC. 5.6.2 Education & Calendar Brenda Smith listed some upcoming educational opportunities offered which would be valuable resources of information for Commission members. That CHC will pay the registration fees up to $20 for CHC members to attend the Survivor 101 workshops. CARRIED Ms. Smith further shared a calendar which she recently compiled with opportunities for members to get involved in various events throughout the community to raise awareness about CHC. 5. 7 Future Delegations 5. 7.1 Experience the Fraser -Lisa Lisa Zosiak reported that although she was to follow up with Sandy Blue regarding the Experience the Fraser, she discovered that Ms. Blue is responsible for the True North Fraser brand, not the Experience the Fraser. Bruce McLeod from Parks was found to be the contact for Experience the Fraser. Ms. Zos iak will invite Mr. McLeod to a future meeting to discuss this. 5. 7.2 Haney Horseman -Nil 5.8 Communities in Bloom -Cyndy Cyndy Johnson-McCormick reported she recently attended a Council meeting where she presented a request for funds to start-up Community in Bloom again. Ms. Johnson-McCormick will report back on Council's decision. 5.9 OCP / CHC Plan Community Map -Lisa & Michael Lisa Zosiak prepared a memo on the OCP/CHC Plan Community Map and shared with Commission members. Councillor Michael Morden explained that through a rendition of several plans and maps that Council approved a plan. However, Don Lu xton's Heritage Plan maps are not consistent with the official OCP plan maps forcing Mr. Luxton's Heritage Plan maps to need slight amendments. Councillor Morden stated, this is simply a "housekeeping item " and needs amendment. It was moved and seconded. That Don Luxton be directed to alter the Heritage Plan to reflect 0CP 7060-2014, specially pages 42 and 43 Area Plan Map and Communities Plan Map, and correct the designation passed by Council "East Haney" as a new community pending fourth reading at Council, and further to ensure the "East Haney" designation is established throughout the Heritage Plan. Sub-Committee Reports Brenda Smith reported on the status of standing sub-committees to date: • Communications sub-committee (includes newsletter, publicity, and website communications). Members include; Faye Isaac, Cyndy Johnson-McCormick, Steve Ranta, Michael Cook Brenda Smith and Lisa Zosiak. • Newsletter sub-committee members include; Cyndy Johnson-McCormick, Michael Cook and Lisa Zosiak. • Heritage Awards sub-committee (includes plaque program, inventory and maintenance). Members include; Steve Ranta, Craig Spiers, Cyndy Johnson- McCormick, Wayne Beck, Brenda Smith and Lisa Zosiak. • Marker Inventory sub-committee members include; Cyndy Johnson- McCormick and Brenda Smith. • Digitization Project sub-committee (digitizing municipal historic records). Members include; Craig Speirs, Val Patenaude, Brenda Smith and Lisa Zosiak. 6.1 CHG Networking Conference -Pending 6.2 Newsletter -Nil 6.3 Heritage Awards Faye Isaac suggested recognition for the Maple Ridge Funeral Home's anniversary and the Fall Fair 4H would be appropriate. 6.4 Heritage Plaque Program - Lisa Zosiak reported she forwarded Cyndy Johnson-McCormick's list of plaques that need cleaning/repair to Parks staff and is waiting for a response. 6.5 Digitization Project Brenda Smith reported she had a meeting with Val Patenaude, Vall Billesburger and Lisa Zosiak recently and there is progress. The collection has been sampled for location, condition, and page counts. Items which can be included in this project include; tax records, both assessor and collector rolls, bylaws, minute books, a census book from 1914-1918, committee minutes and board of variance records. The digitization sub-committee recommended a time frame of 1870's to 1967 for this project. 6.6 Maple Ridge Historical Society Update Faye Isaac reported that the Maple Ridge Historical Society is preparing for their upcoming anniversary this year. The Historical Society's Annual General Meeting will be March 26. 6. 7 Council Liaison Update Councillor Masse reported that a community member who lives in a house listed on the Maple Ridge Heritage Register asked Council where he could find out about grants for heritage house renovations. Lisa Zosiak sent an email to the property owner with information on heritage grants and related information. Councillor Masse is concerned that people who live in homes listed on the Heritage Register may not know what resources are available to them. Steve Ranta suggested sending each of these families a letter to inform them of where they can find this information. Ms. Zosiak stated that changes are underway on the website to better address these Pages Community Heritage Commission Regular Meeting Minutes -Tuesday, February 4, 2014 concerns and that this could be looked at as an educational opportunity for CHC to work on. 7.
