Call to order Maple Ridge Historical Society Community at Large Council Liaison Community at Large Staff Liaison, Planning Department Committee Clerk Community at Large Maple Ridge Historical Society Community at Large Council Liaison (alternate) There being a quorum present, Brenda Smith called the meeting to order at 7:10 pm and introductions were made. 2. Adoption of the May 6, 2014 Agenda. R14-016 It was moved and seconded. 3. R14-017 That the Agenda for the Regular Meeting of May 6, 2014 be adopted with the following amendment; • Add Item 6.3 -Amendment to Resolution R14-013 from March 4, 2014 Meeting. Adoption of the April 1, 2014 Regular Meeting Minutes. It was moved and seconded. CARRIED Community Heritage Commission Regular Meeting Pagel Community Heritage Commission Regular Meeting Minutes -Tuesday, May 6, 2014 That the Minutes of the Regular Meeting of April 1, 2014 be adopted. CARRIED 4. Delegations 4.1 Hammond Area Plan Process Lisa Zosiak, Planner from the Planning Department and staff liaison to Community Heritage Commission presented on the Hammond Area Plan process. Ms. Zosiak gave a description of the background to the Hammond Area plan, and the phases of this process, including the first public open house taking place on June 5th, the Hammond area boundaries. Ms. Zosiak stated that social media is linked with this Plan via email at myhammond@mapleridge.ca, and there is a separate Facebook page at #MyHammond. Ms. Zosiak encouraged Commission members to sign up for updates on the plan through the News Flash feature on the Maple Ridge website, under Maple Ridge News Room. Councillor Bob Masse explained Council's perspective on why the Hammond Area Plan process is being undertaken, and further expla ined the Hammond communities' interest in having an Area Plan in place before future development. 5. Correspondence -Nil 6. New & Unfinished Business R14-018 6.1 CHC Financial Report Lisa Zosiak stated that the Commission budget will be finalized by Council on May 13. Ms. Zosiak and Brenda Smith are working on a breakdown of budgets for each sub-committee with a tracking spreadsheet. Brenda Smith explained upcoming projects which will require separate budgets. These items include work on the heritage inventory and the digitization project. The Maple Ridge Foundation will be attending the June meeting to explain what they do and suggest ways they may be able to partner with the CHG on projects. 6.2 CHC Membership Brenda Smith reviewed upcoming community events Commission members are encouraged to attend. Ms. Smith stated Commission is seeking new members with skill sets in large-scale fund raising and financial-minded individuals who can prepare long term budgets and do grant writing. A letter thanking Mr. Wayne Beck for his contributions to Commission will be forwarded shortly. 6.3 Amendment to Resolution R14-013 from March 4, 2014 Meeting Lisa Zosiak proposed an amendment to Resolution R14-013 passed by Commission at the March 4, 2014 meeting which reads; "That the Community Heritage Commission recommend to Council that the two maps (the Communities Map and the Area Plans Map) contained within the Heritage Plan be updated with the same version of these maps recently adopted in Official Community Plan 7060-2014, Appendix E, and that Council consider endorsing the updated Heritage Plan once the map updates are completed" It was moved and seconded. Page2 Community Heritage Commission Regular Meeting Minutes -Tuesday, May 6, 2014 That the Resolution R14-013 be amended to read; That the Community Heritage Commission recommend to Council that the two maps (the Communities Map and the Area Plans Map) contained within the Heritage Plan be updated with the same version of these maps recently adopted in Official Community Plan 7060- 2014, Appendix E. DEFEATED OPPOSED -Steve Ranta and Craig Speirs. R14-019 It was moved and seconded. That Resolution R14-013 be referred back to Council. CARRIED 7. Sub-Committee Reports ) R14-020 7.1 Communications Sub-committee 7.1.1 CHC Road Show -Pending 7.1.2 Report on Intersections Event From April 9 Brenda Smith reported that the Intersections Event was successful and well attended. Ms. Smith stated there were slight overages on costs for this event. Ms. Smith reviewed recommendations for a future Intersections event which included; • make it an annual event • Book the same location now for next year • Have a roving mic at the event • Introduce a passport activity • Invite student government representatives • Invite participating organizations to prepare a 2-5 minute video It was moved and seconded. That Community Heritage Commission share the overage cost from the Intersections event with the Agricultural Advisory Committee for the sum of $176.05. CARRIED 7.1.3 CHG Presence on mapleridge.ca -Deferred 7.1.4 Heritage Here Newsletter Brenda Smith explained the newsletter is a little behind it's timeline, but will be released shortly. Steve Ranta was reminded to submit his article along with his photo and bio asap. Lisa Zosiak reviewed a recent flyer publication produced by Ms. Smith promoting the Heritage Commission. Commission members discussed revisions and Ms. Zosiak will see if this flyer can be included in with the tax notice mail out this year. Page3 Community Heritage Commission Regular Meeting Minutes -Tuesday, May 6, 2014 R14-021 7.2 Recognitions Sub-committee 7.2.1 Call to Meeting Craig Speirs stated the sub-committee intends to set the direction of heritage recognition and will soon select a chair of this sub-committee. Next sub- committee meeting will be June 3 at 6:00 pm before the regular Heritage Commission meeting. 7.3 Project Sub-committee Lisa Zosiak stated she recently spoke with Val Bilsberger who will be formulating the next steps in the digitization project. The next meeting with Ms. Bilsberger is set for the end of this month. 8. Liaison Updates 8.1 BC Historical Federation Brenda Smith shared an upcoming BC Historical Federation notice of its upcoming meeting in Surrey on June 6 & 7. A copy of the program has been emailed out to commission members. Ms. Smith reminded members, we are a voting member of this organization and can send a member to participate at the June meeting. It was moved and seconded. That Community Heritage Commission pay for Brenda Smith to attend the BC Historical Federation Conference on June 6 & 7, 2014 on behalf of the Heritage Commission. CARRIED 8.2 Heritage BC/ BC Heritage Branch -Nil 8.3 Maple Ridge Historical Society Brenda Smith explained the Historical Society has had communications issues recently with a virus which has forced them to set up new email addressed. Ms. Smith explained that at the recent AGM Ms. Erica Williams was elected for another term as president and Darren Durupt will remain as vice-president. Upcoming events include a Mother's Day tea at Haney House on May 11th from 1:00-4:00 pm and August 10 is the anniversary party for the Maple Ridge Museum at Jim Hadkiss Park. 8.4 Council Liaison Report Councillor Bob Masse inquired on the digitization project regarding the new Laserfiche software. Ms. Zosiak explained that work is underway with Ceri Marlo, Val Bilsberger and John Bastija. Councillor Masse gave a brief update on the Riverview re-visioning project and stated it looks promising for retaining the arboretum on the site. Many pubic comments came from this community throughout the process. Councillor Masse further stated that Maple Ridge will be getting 20 additional adult mental health beds at a new site on the corner of Dewdney and 216th. 9. Roundtable -Nil 10.
