CALL TO ORDER 2. APPROVAL OF THE AGENDA R/2019-012 It was moved and seconded That the November 13, 2019 Environmental Advisory Committee agenda be approved as circulated. CARRIED Environmental Advisory Committee Minutes November 13, 2019 Page 2 of 3 3. ADOPTION OF THE MINUTES R/2019-013 It was moved and seconded That the minutes of the Maple Ridge Environmental Advisory Committee meeting dated September 11, 2019 be adopted with the following amendment:  Add to Item 5.1 - “Councillor Dueck confirmed that the EAC’s overarching mandate of implementing the Environmental Management Strategy will remain a priority.” CARRIED 4. DELEGATIONS 4.1. Review of Integrated Stormwater Management Plans (ISMPs) Note: Prior to the meeting electronic copies of the ISMPs for the Kanaka Creek and South Alouette River watersheds were provided to EAC members for their review. Joe Dingwall, City of Maple Ridge Manager of Utility Engineering and Glen Shkurhan, Senior Engineer at Urban Systems, presented an overview of the ISMPs which were developed to manage drainage and watershed health in Maple Ridge. Members provided feedback on the ISMPs and discussed ideas for education/outreach and implementation of the plans. R/2019-014 It was moved and seconded That the Environmental Advisory Committee supports the recommendations in the Integrated Stormwater Management Plans for the Kanaka Creek and South Alouette watersheds. CARRIED 5. QUESTION PERIOD 6. NEW AND UNFINISHED BUSINESS 6.1. Green Infrastructure Scoping Report Update Bill Hardy, Chair of the Green Infrastructure Subcommittee, announced that the Green Infrastructure Report was adopted by Council on November 12, 2019. Over the next few months further work related to the report will be completed by a Consultant including a review of natural asset inventories, internal challenges, and the approach of other municipalities/regions. 6.2. Advisory Committee Review / 2020 Committee Membership Councillor Dueck updated the Committee on the Council directed task force review of all Committees of Council that resulted in changes to Committees of Council Policy 3.11. 6.3. Proposed January Meeting Date – January 15, 2020, 7:00 pm, Blaney Room The staff liaison confirmed that the first EAC meeting in 2020 will be held on January 15th. Environmental Advisory Committee Minutes November 13, 2019 Page 3 of 3 7. STAFF LIAISON UPDATES 7.1. Tree Bylaw Survey The staff liaison spoke about the Tree Bylaw Survey that was created at the direction of Council to identify any potential efficiencies that could be incorporated into to the existing tree bylaw. The survey will be sent in November/ December to residents that have previously applied for tree permits to hear about their experience with the process; the survey is also available online for residents and business operators to participate. 7.2. DFO and Provincial Environmental Authorities The staff liaison spoke about upcoming meetings between the City, Department of Fisheries and Oceans, and the Province of BC MFLNRO regarding ongoing revisions to senior agency environmental legislation, regulations, and the development review process. The senior agencies are attempting to work closer with local governments creating better efficiencies and ensuring appropriate standards are being met for high priority municipal projects and complex development applications associated with sensitive ecosystems. 7.3. Aquifer Mapping Update The staff liaison updated the committee on a proposal going to Council to remove the groundwater aquifer map currently incorporated into the OCP document and have it stand alone to allow updates to the document to be completed without revising the entire OCP document. Additional supporting educational materials can be placed online to support awareness about the significance and sensitivity of groundwater in certain parts of Maple Ridge. Policy and guidelines remain in place to protect and manage groundwater resources within the community. 8. CORRESPONDENCE 8.1.
