CALL TO ORDER – 1:28 p.m. 2. APPROVAL OF THE AGENDA R/2022-CGHR-004 It was moved and seconded That the agenda for the February 14, 2022 Corporate Governance and Human Resources Committee meeting be approved as circulated. CARRIED 3. ADOPTION OF MINUTES R/2022-CGHR-005 It was moved and seconded That the January 17, 2022 Corporate Governance and Human Resources Committee minutes be adopted. CARRIED 4. NEW AND UNFINISHED BUSINESS 5.1 HR Strategy David LeBlanc of the LeBlanc Leadership Group and Michelle Lewis, Executive Director of Human Resources, presented an overview of the Human Resources Strategic Plan (2022-2025), including a timeline of the project plan, results of consultative discussions and the identification of key performance indicators (KPI) to track the progress of the plan. Note: Scott Hartman joined the meeting at 1:37 pm. M. Lewis discussed the value of designing the strategic plan to illicit strong responses from staff members and highlighted the ongoing work to support the implementation of the strategic plan. Mayor Morden commented on the benefits of employee engagement, the need for KPIs to evaluate outcomes and the use of a talent inventory as part of the review process. Councillor Meadus commented on the difficulties of adapting to demographic changes in the workforce and the benefits of identifying underutilized talent across the organization. M. Lewis discussed the centrality of communications in implementing the strategic plan, the importance of consistency in messaging and the role of learning and development within the organization. Note: David LeBlanc left the meeting at 2:05 p.m. 5.2 Equity Diversity Inclusion (EDI) J. LaCoste, Human Resources Manager, Employee Experience & Engagement provided a detailed presentation on the Equity, Diversity and Inclusion (EDI) initiative and discussed stakeholder engagement, the status of the action plan and the establishment of the Diversity and Inclusion Committee. S. Hartman spoke about the integration of the EDI framework within the organization and the timing of the process. Mayor Morden spoke about the need for transparency with new Council members and the need to provide information. Councillor Svendsen expressed the importance of including the current Council in ongoing development of Human Resources (HR) strategies. Corporate Governance and Human Resources Committee Minutes February 14, 2022 Page 3 of 3 Councillor Meadus spoke about the benefits of employee training to support organizational culture. 5.3 RFP Benefits C. Ulrich, Human Resources Manager, Total Rewards, discussed the request-for- proposal (RFP) process for determining the City’s group benefits provider and outlined the findings of the RFP evaluation team, including its recommendation for Council to transition to new insurers. M. Lewis spoke about the need for employees to understand the value of benefits, the opportunities for self-service in benefits administration, the roadmap for transitioning to a new insurer and the quality of the products offered by the recommended provider. 6.
