MAPLE RIDGE PUBLIC ART STEERING COMMITTEE
REGULAR MEETING
The Minutes of the Regular Meeting of the Maple Ridge Public Art Steering Committee (MRPASC),
held in the Blaney Room, Maple Ridge City Hall, 11995 Haney Place, Maple Ridge, British Columbia,
on Thursday January 16, 2014 at 3:45 pm.

1. Call to Order
Ms. Susan Hayes called the meeting to order at 3:45 pm.
2. Unfinished and New Business
2.1 Project Updates: Work Plan Development – Plan for Public Art 2014-2019
• Ms. Werker reviewed work plan previously discussed.
• Plan to include:
o Developing sound policies through building permit process
o Keeping goals and objectives in mind
• Action: Ms. Chui to send Mr. Goddard a copy of Ms. Werker’s Public Art presentation
3. Community Development Presentation – by Jim Charlebois
• Mr. Charlebois gave an overview of the Official Community Plan (OCP), which is a living
document that outlines the long term vision for growth and development in Maple Ridge.
This document was produced with extensive public consultation in 2006 and reflects the
values of the community.
• Two new area plans proposed for development in near future are Hammond and
Thornhill.

• Council makes decisions for area plan development through public consultation. The
area plans outline details such as density, land use, heritage, park/trails, potential civic
facility
• Council endorsed the Albion Area Plan in Fall 2013
• A residential area was traded for higher level density
• Opportunity may exist here for public art piece
• Dollars contributed by developers stay in a reserve fund for a specified area
• Potentially, reserve funding for public art could be added into future area plan processes
(i.e. Hammond
• Funding provided to general fund if GM establishes it as a priority.
• Public /private process option
• The Hammond and Thornhill area plans could be incorporated into the Five Year Plan.
• Public Art often helps establish a city/municipal “identity”.
• Plans to deal with public art initiative early in process: What, where, when
• A small percentage of the DP would be assigned
• Albion can not reserve funds for public art as this area plan process is already completed
4. Development in Maple Ridge – by Chuck Goddard
• Proposals for development – currently a reserve fund for public art is not dedicated to
DP’s
Suggestions for locations of Public Art:
• Corner of 227th and Lougheed – Haney Place Mall entrance
• 227th and Dewdney Trunk Road – Fire Hall #1
• MR Advisory Design Panel – This professional developers panel could possibly be a good
forum for discussing possible public art.
5. Park Development - by Bruce McLeod
• New park development
• Funded through development cost charges to support park development in new
neighbourhoods.
• Typically neighbourhood parks over 0.5 ha in area or 1.2 ha
• Park Development Process
• Engages neighbourhood residents to determine what park amenities they would like in
their park.
• The design process typically starts 6 to 8 months before construction proceeds
• Future parks are identified in our Five Year Business Plan:
2014
• A – Firefighters Park
• B – Hammond Stadium – reconstruction of stadium
• C – Whonnock Lake
• D – Park Site in Silver Valley 231st and 137th
2015
• Silver Valley – currently unassigned – site created through development

• 241st & 112 – park rezoning
• 241 & 104 – inconjuntion with designated elementary school site
• Raymond Park – Haney
2017
• Albion Elementary School
• Expansion of Haney Nokai Park
2018
• Intergenerational Garden
• 232nd and 132nd St.
• Parks & Culture
• Public Art hasn’t been included in the development process and no active
encouragement included within park planning to date.
Suggestions:
• Plans for walkways – i.e. “Experience the Fraser River Walk” Project
• Trail network - opportunity to celebrate trail history
• Good opportunity to mention Public Art Committee within the public consultation design
process – integrated approach.
• Natural play equipment already into our designs
• Desire exists to cultivate interest to include public art as part of the civic development
package.
• We will create guidelines for this process
6. Next Meeting:
• Ms. Chui will follow-up with Public Art Committee surrounding the details for next
meeting.
• An extra meeting was scheduled on Thurs., Jan. 23rd if committee felt more time was
required to plan for stakeholders meeting.
• Invitation list for Public Art Stakeholders meeting ready and invitations will go out next
week.
• The January 23rd meeting has been cancelled.
• Next meeting will be held on Thursday, Feb. 6th for Stakeholders Meeting at RMSS from
7pm to 9pm.
