The Minutes of the Regular Meeting of the Social Planning Advisory Committee, held in the Blaney
Room at Maple Ridge Municipal Hall, 11995 Haney Place, Road , Maple Ridge, British Columbia, on
Wednesday, April 7, 2010 at 7:00 p.m.

That the Agenda for April 7, 2010 be adopted with the following amendments;
• Item 5.1 and Item 5.2 will be combined into Item 5.1
• Item 7.3 will be deleted
• Item 6.2 will be deferred until May 2010
• Add Item 5.8 Volunteer Week
• Change date of Next Meeting from April 7, 2010 to May 5, 2010

5.1 District of Maple Ridge Affordable Housing Strategy Update -Report on Project Status
Mike Murray reviewed the Affordable Housing Strategy and South Haney
Neighbourhood Initiative staff report dated April 7, 2010. The report recommended
that the timeline for beginning the work on the Affordable Housing Strategy be
delayed until early 2011 in the anticipation that the Regional Growth Strategy will be
adopted by that time. The Growth Strategy will give direction for affordable housing
strategies and housing action plans.

Mr. Murray also reviewed the recommendation that a portion of the funds currently
set aside for the Affordable Housing Strategy be reallocated to support a
Neighbourhood Change process utilizing a Community Development approach in the
South Haney Neighbourhood (Neighbourhood South of North Street).
Motion was moved and seconded
Based on the information on the 2010 04 07 report regarding the affordable housing
policy the Social Planning Advisory Committee is requesting that Council allot
$25,000 from the $75000 allotment to the said work to support the idea of a
community development project for the South Haney area.

That a recommendation be forwarded to Council that the timing for the development
of the Affordable Housing Policy identified in the 2010 04 07 on the subject be
endorsed.
Mike Murray left the meeting at 8:10 p.m.
5.2 Port Haney Neighbourhood -Proposed Project
This item was dealt with under Item 5.1
5.3 Early Childhood Development Funding -First Call Announcements

Shawn Matthewson noted that she had been asked by the committee to research the
impacts of the Early Ch ildhood Development funding cuts that were shared at the
last meeting. She updated the Committee that the previously announced cuts which
would have eliminated the ECD Coordinator funding have been reinstated on a
temporary bases with a commitment from the Minister to work with communities on
a funding sustainability plan. Ms. Matthewson noted that the Children 's First ECD
Coordinator role has been extended to the end of June.
Shawn Matthewson also provided an update on the funding for Success for Six
program which received support from the provincial government. Ms. Matthewson
noted that the Community Network is working on a collaborative approach to address
the lack of funding and the effect it will have on our community groups.
5.4 Homelessness in Metro Vancouver: A Comparative Community Profile -deferred to
May

5.6 UBCM Resolutions to Propose to Council:
5.6.1 Potential Motion on The 1% Solution -A Case For Liquor Taxes that Reduce
Harm
Councillor Ashlie reviewed the two Alcohol Pricing reports and
recommendations from the Centre for Addictions Research in BC. She noted
that this has been reviewed at th e Substance Misuse Prevention Committee.
Councillor Ashlie reviewed the three recommendations that are contained in
the Alcohol Consumption in British Columbia and Canada: A Case for Liquor
Taxes that Reduce Harm report and discussed the recommendation from the
Substance Misuse Prevention Committee that SPAC consider recommending
that Council forward a resolution on this topic to the annual UBCM
Conference.

That the recommendations contained in the Alcohol Consumption in British
Columbia and Canada: A Case for Liquor Taxes that Reduce Harm report be
considered and that a Council resolution going forward to UBCM on this
subject be supported.

5.6.2 Potential Motion on Researching the Effects of Graduated Licensing Program
Councillor Ashlie advised the Committee that she would like the Committee to
explore the correlation between the increase in young drunk drivers and a
gradual licensing program.
Sue Wheeler advised the Committee that after a best practices report has
been completed this item can be added to the May agenda for more
discussion.
Councillor Ashlie noted that Kate Woochuk, Road Safety Coordinator, ICBC
can provide more statistical information.
5. 7 Call for BC Poverty Reduction Plan -Invitation to Sign Open Letter
Shawn Matthewson reviewed the letter from the BC Poverty Reduction Committee
along with the recommended targets and timelines with the Committee. Ms.
Matthewson noted that the report does outline initiatives BC has implemented to
incorporate policies that will reduce and mitigate poverty in BC.
Sue Wheeler advised the Committee that this report is for information only as there
will be a call for endorsement at a later date.
5.8 Volunteer Week
Sue Wheeler advised the Committee members that they should be receiving
information on Volunteer Appreciation Week in the mail shortly. Shawn Matthewson
reviewed the activities happening during volunteer week and encouraged SPAC
members to take advantage of these opportunities that are designed to thank them
for their time and commitment to the work of the Social Planning Advisory
Committee.

6.3 Sub-Committee Healthy Communities Fraser Health Initiative -Update
Valerie Spurrell provided an update on the Healthy Communities Fraser Health
Initiative and noted that a planning session with community organizations will take
place on Thursday, May 20th. At the session there will be presentations on the health
indicator status for the community. Ms. Spurrell noted that the session will be
facilitated and that the goal will be to determine the issues, gaps, strengths and
opportunities within the community to address issues.
At the conclusion of the planning session the Healthy Communities Co-Chairs will
bring forward recommendations on the future mandate of this committee.
7. Committee Reports

Vicki Kipps provided an update on the Maple Ridge-Pitt Meadows Katzie Community
Network;
• In the final stages of hiring a new coordinator
• Continuing to provide opportunities for collaboration and funding development
► Family Education Centre was successful in their application for Food
Security Funding from United Way that provides community kitchen
programs to the community.
► ECO Committee and Community Services have expanded the "Around
the Corner" Preschool to five mornings per week; serving ten children
each day.
• Difficult times for local agencies due to responding to funding cuts, service
level changes, and in waiting for confirmation of funding.
• New Aboriginal Society working on finalization of Society status. Launch will be
held during the celebrations for National Aboriginal Day scheduled for June 26th
in partnership with the Farmer's Market.

That SPAC recommend Council send a letter to the Ministers of Children and Family
Development and Housing and Social Development, with copies to both MLA's,
requesting that the current level of service be maintained or enhanced to contracted
agencies and that response to funding applications be expedited.

8. ROUNDTABLE
Josh Leyenhorst noted that Staff Sergeant Bodden has been transferred to the Langley
detachment and this will be his last SPAC meeting. Mr. Leyenhorst, on behalf of the
committee, thanked Staff Sergeant Bodden for his valuable contribution to the work oft he
Social Planning Committee and wished him well in his future endeavours.
