Call to Order and Introductions The meeting was called to order 7:01 p.m. 2. Agenda Approval Social Planning Advisory Committee Regular Meeting Minutes December 1, 2010 Social Planning Advisory Committee Regular Minutes Page 2 of 5 R10-040 Motion was moved and seconded That the Agenda for December 1, 2010 be adopted with the following additions; • Item 7.5 should be Item 7.4 • Addition of Item 7.5 Albion Flats Charette Follow-up Stakeholder Meeting • Item 9.3 should be Item 9.2 • Item 9.5 should be Item 9.3 • Addition of Item 10.5 Province extends pay for Vancouver shelters CARRIED 3. Minutes of November 3, 2010 Meeting R10-041 Motion was moved and seconded That the Minutes of the Regular Meeting of November 3, 2010 be adopted as circulated. CARRIED 4. Delegations & Presentations 4.1 Fraser River All Nations Aboriginal Society - Rain Daniels, Yvonne Desabrais, Jean Douglas, and Mary Ward Shawn Matthewson advised the Committee that Raine Daniels is a consultant with the Maple Ridge/Pitt Meadows Community Services working on the development of an Aboriginal Society. The Society is up and running and Raine will no longer be working with them. Rain Daniels thanked the Committee for their support and passed on a feather to Jean Douglas as a symbol of changing of the hands. Jean Douglas advised the Committee that the Aboriginal Society now has the registered name “Fraser River All Nations Aboriginal Society” (FRANAS). Ms. Douglas provided an update on the society and noted that a full report is available for review at www.comservice.bc.ca. Ms. Douglas also noted that the society now has a vision and mission as well as bylaws and a constitution. Please note that Katrina Elliot joined the meeting at 7:20 p.m. Mary Ward noted that the Aboriginal Society is looking for space to have a central gathering place that will offer drop-in services without the need for referral; where there is cultural awareness, education and support for both the aboriginal and non- aboriginal community offering a range of services for both youth and adults, Mary Ward noted that the Aboriginal Society is currently working on the next Aboriginal Day, a logo contest, acquiring funding, and a location as well as the development of organization. They will continue consultations with the community. Holiday Celebration Shawn Matthewson told the story of “The Huron Carole” and Father Jean de Brebeuf. Councillor King and Councillor Ashlie presented awards to Paul Livingstone, Katrina Elliot, Kathie Chiu and Josh Leyenhorst for their contributions to the Committee. Councillor King also thanked Sue Wheeler and Shawn Matthewson for ensuring that Social Planning is in our community and for bringing awareness to the social issues in our community. 6. Roundtable Councillor Ashlie Councillor Ashlie noted that she attended the Substance Misuse Prevention Committee meeting today. Kathie Chiu Kathie noted that the family house is now occupied. Kathie noted that the Salvation Army is full to the brim and served over 10,000 meals last month. They have noticed an increase in families accessing their services. Kathie also noted that the Kettle Program is behind everywhere in Canada except in Maple Ridge we are ahead. Katrina Elliot Katrina noted that poverty rates continue to rise. She offered to be a part of the funding matrix workshop. Paul Livingstone Paul noted that he has enjoyed his time here and feels really good about being here. Mike Huber Mike provided an update on the Environmental School. Candace Gordon Candace provided an update on the Hunger Count that was released in mid November. The report looks at Food Bank usage across Canada. The average increase in usage across Canada is 5% and for the second year in a row Maple Ridge is way above the average at %15 percent. ACTION ITEM: Provide the Hunger Count 2010 statistics to the committee and invite someone from the food bank to a future meeting. Councillor King Councillor King noted that she read the “Growing up in BC” report and noted that it’s a very interesting report on children in BC. Grover Telford Grover noted that he is encountering an increase in the number of people in distress. Andrew Martin Staff Sgt. Martin noted that there appears to be a lot more people who are homeless on the street. Throughout the holiday season, the police will be visiting local seniors’ homes for carolling. Staff Sgt. Martin provided information about Bar Watch. Sue Wheeler Sue noted that the Youth Safe House occupancy rate was 98% in October and 92% in November. There are a number of individuals and groups that provide ongoing support and contributions to the youth in the Safe House. R10-042 Motion was moved and seconded Defer all remaining items except 7.1 and 7.5 CARRIED 7. New Business 7.1 Substance Misuse Prevention Committee – Request for Support for Application under the Communities Action Initiative Funding Program Sue Wheeler advised the Committee that the Substance Misuse Prevention Committee will be applying for a provincially funded grant through the Community Action Initiative Funding Program. Sue noted that this will be a Service Innovation Grant that targets upstream preventative strategies around increasing protective factors. Ms. Wheeler also noted that the deadline for this application is December 20th. R10-043 Motion was moved and seconded That the Community Action Initiative grant application be endorsed. And that this item be forwarded to Council for approval and endorsement And further that a letter of support be sent to the Substance Misuse Prevention Committee. CARRIED 7.2 Regional Steering Committee on Homelessness: Community Entity Process - Update 7.3 HRSDC Service Canada – Homelessness Partnership Funding Announcement (Attached) 7.4 Spirit of Community Awards - New Award Category Proposed for Discussion (Outstanding Contribution) 7.5 Albion Flats Charette Follow up Stakeholders meeting Sue Wheeler advised that Committee that there is an additional stakeholders meeting for the Albion Flats planning process that is being held on Wednesday, December 8th in Council Chamber between 5:00 – 9:00 p.m. Ms. Wheeler noted that SPAC is being asked to send two representatives. Candace Gordon advised that she will be attending representing the Community Network and SPAC. Grover Telford volunteered to attend this meeting on behalf of SPAC.
