The Minutes of the Regular Meeting of the Social Planning Advisory Committee, held in the Mount
Blanshard Room at Maple Ridge Municipal Hall, 11995 Haney Place, Road, Maple Ridge, British
Columbia, on Tuesday, July 6, 2011 at 7:00 p.m.

4. Delegations & Presentations
4.1 Fraser Health – Healthier Community Action Plan – Erin Corey and Valerie Spurrell
Erin Corry, Fraser Health Authority and Valerie Spurrell shared presented on a new
provincial initiative: “Healthier Community Partnerships”. Under this initiative the
Province is looking to partner with communities in a grassroots effort to effect
change that will help families live healthier lifestyles and prevent chronic disease.
Chronic disease and obesity not only result in direct cost to the health care system,
but indirect costs to communities including increased absenteeism and decreased
productivity at work, as well as a lower quality of life.
As a part of the Healthy Families BC Community initiative, provincial health
authorities will work with interested communities to develop plans to make their
cities or towns healthier. There are opportunities to focus on such areas as physical
activity, healthy eating, tobacco reduction, healthy-built environments and priority
populations.
Candace Gordon noted that this was a great presentation to share with the wider
community and invited Erin Corry to present this information to the Community
Network in September.

Refer this matter to staff for an initial consultation with Fraser Health and a report
back in September on what mechanisms can be developed to participate in this
initative.

5. Roundtable
Mike Huber – noted that the School Board passed their budget. Minister George
Abbott visited the school board to give a presentation on relationships and more
working knowledge related to how school boards are working. Mike noted that a hot
topic about WIFI and the affects it has on students was discussed and the board is
looking to develop a better understanding so this has been forwarded to the Ministry
of Health and the Board Health Superintendant.
Candace Gordon – provided an update on Food Security tables work and noted that
they have received Van City funding to complete two more Community Kitchens.
Candace also noted that the Seniors’ Healthy Coupon program will launch shortly.
Sue Wheeler – noted that summer is off to a great start for Parks and Leisure staff.
Sue passed pictures around of the Haney Farmer’s Market and also noted that on
Monday, July 11th, Jim Diers will be presenting “Neighbourhood Power - Building
Community One Neighbourhood at a Time” in Council Chambers at 7:00 p.m.
5.1 Letter from Resident to Mayor and Council – Councillor Ashlie

Councillor Ashlie brought forward a letter received by the Mayor from a citizen
highlighting from their perspective visual evidence of crime and social issues in the
downtown core.
The committee discussion centred on the need for more community education
regarding homelessness and on the need to continue to increase opportunities for
citizens to engage in positive activities in the core area. Sue Wheeler noted that
Parks and Leisure Services has been focusing on increasing the number of
opportunities for families such as the picnic tables in Memorial Peace Park, family
movie nights, games for youth, and the Sunday in the Park program for families. The
result has been that as more positive activities happen the atmosphere of the park
has changed and more and more citizens are utilizing the park.
ACTION ITEM: Councillor Ashlie will send letters to the Economic Advisory
Committee and the Business Improvement Association to inform
them of these matters.
6. New Business
6.1 Review of models Social Sustainability Strategic Plan – Update on Research
Sue Wheeler provided an update on the research for models for Social Sustainability
Strategic Plan that will be presented to the committee for consideration in 2012.

6.2 Fall Business Planning Meeting Date
The Committee agreed that the fall Business Planning meeting would take place on
Wednesday, September 21st at 6:00 p.m.
7. Unfinished Business
7.1 Review of Presentation of Spirit of Community “Community Champion” Award to
Kathie and Ed Chiu - Councillor Ashlie
Cheryl Ashlie provided an update on the Spirit of Community “Community Champion”
Award that was given to Kathie and Ed Chiu for affecting positive change in the
community through their work at The Caring Place. The presentation was very well
received.
7.2 UBCM Motion Submission Regarding Funding for Enhanced Seniors and Health
Prevention Programs – Council Endorsement
Cheryl Ashlie noted that the UBCM Motion regarding Funding for Enhanced Seniors
Health and Prevention Programs was endorsed by Council and it will be going forward
to the UBCM conference.
7.3 Community Action Initiative –Proposal Development
Sue Wheeler provided an update on the Community Action Initiative Call for Funding
Proposals put out by the provincial government aimed at encouraging collaboration
between mental health and addiction services. Ms. Wheeler advised that the
Community Network’s Substance Misuse Prevention Standing Committee, working
with Community Services as the host agency, submitted a Letter of Intent which was
accepted. A proposal development grant for $10,000 has been received to focus
developing an application for funding that will focus on healthy transitions for
vulnerable youth aged 17 to 25 years in the community.
7.4 AHSS Supportive Housing Construction Celebration – Update
Sue Wheeler provided an update on the AHSS Supportive Housing Construction
Celebration that took place at the site. The Committee reviewed a news release and
the newspaper articles that covered this event. Sue Wheeler noted that this will be a
LEED building and the project is a partnership between Alouette Home Start Society,
the District of Maple Ridge and BC Housing.
8. Committee Reports
8.1 Maple Ridge-Pitt Meadows-Katzie Community Network Update

Candace Gordon provided the Community Network updates. The Community
Network has a new coordinator; Sharon Sergeant. The Coordinators’ hours have
been severely curtailed due to the lack of funding. This is a critical role as it
supports the Network and helps to keep the collaborative culture strong. As a result,
the Network is focusing on the need to find (sustainable) funding for this role.
8.2 Port Haney Neighbourhood Change Initiative Update
Sue Wheeler provided an update on the Port Haney Neighbourhood Change Initiative.
She noted that Council, based on the recommendation from SPAC, endorsed the
request for an additional $15,000 in funding to extend the project. Ms. Wheeler
noted that the Port Haney Neighbourhood’s first major project from their action plan
will hosting the first annual “Port Haney Neighbourhood Day” in September.
Sue also noted that Council approved the policy concerning Gaming Funding, and
that in 2012 there is funding that will be directed into Neighbourhood Development.
9. Correspondence
9.1 BC Poverty Rates the Worst Again, First Call BC (Attached)
Sue Wheeler noted that the First Call BC report was recently received on BC Poverty
Rates. It indicates that for the 8th year in a row BC has the highest child poverty rate
in Canada.
