The Minutes of the Regular Meeting of the Maple Ridge/Pitt Meadows Municipal Advisory Committee
on Accessibility Issues, held in the Blaney Room at the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia, on Thursday, April 15, 2010 at 5:00 p.m.

4. Delegations and Presentations
4.1 Lack of resting stops in malls -Lorne Riding & Heidi Bonner
Lorne Riding provided the Committee with a brief explanation on what Chronic
Obstructive Pulmonary Disease (COPD) is; the difficulty to breathe because air does
not flow easily out of the lungs. Mr. Riding noted that COPD sufferers have problems
with mobility and would like to see local businesses and shopping centres made
aware of this disease and how important resting areas are to COPD sufferers.
Councillor Hogarth noted that this type of information will make us more aware as the
town centre develops.
4.2 Introduction to Seniors Planning Table and Age Friendly Cities Forum Results -
Heather Treleaven -Coordinator, Seniors Planning Table
Shelley Jorde introduced Bob Foster, Senior's Network spokesperson who has been
instrumental in forming this network. Shelley Jorde provided some background
history on the Age Friends Initiatives.
Bob Foster provided an overview of the Maple Ridge/Pitt Meadows/Katzie Seniors
Network Planning Table.
Heather Treleaven advised the Committee that the goal of the Seniors Network is to
strengthen the availability and quality of services and resources for seniors in the
community by identifying gaps in services, avoiding service duplication , conducting
needs assessments and planning for the development and implementation of new
services. Ms. Treleaven noted that the four main areas of concern for local seniors
are; transportation, health care, safety, food security and shopping.

Heather Treleaven reviewed the accomplishments the Seniors Network are
responsible for and noted that the next meeting is Thursday, April 29th at the Katzie
First Nation reserve.
Ms. Treleaven reviewed the Community Action for Seniors Independence (CASI)
project, the 2010 Workplan and the Forum and Workshop Action Items with the
Committee and then distributed information on the Seniors Network.
Bob Foster reviewed the outreach program with the Committee. Councillor Bell
advised the Committee that as of January 29th, 2010 all care workers need to be
registered volunteers and reviewed the criteria for becoming a volunteer with the
Committee.
Please note that Lois Rougeau joined the meeting at 6:00 p.m.
4.3 Town Centre Update -Joe Dingwall, Engineering Department
Joe Dingwall, Manager of Utility Engineering, reviewed the Lougheed Revitalization
video that shows the improvements that are being proposed for Lougheed Hwy
between 222nd Street and 224th Street, 224th Street between Lougheed Hwy and
119th Avenue, and 224th Street between McIntosh Ave to Dewdney Trunk Road.
Joe Dingwall then reviewed the Town Centre Project Presentation with the Committee
that included; project investment, goals, deliverables, challenges, construction
approach and methodology, completed activities, activities underway, critical issues,
events and the next steps of the project. Mr. Dingwall then reviewed the accessibility
design with the Committee and noted that the contractor has requested to use a
narrow trowelled joint finish as opposed to sawcutjoints as they are more convenient.
Mr. Dingwall then provided examples of both types of joints for the Committee to
review.
John Kanjer advised that the slope of the sidewalk entry (gutter stop) should be
minimized to make it more accessible for scooters and wheelchairs.
Based on the Committee's feedback it was determined that the sawcut joints would
be the most accessible solution

5. Unfinished & New Business
5.1 Review of Meeting Procedures
Amelia Bowden distributed "The Basics of Robert's Rules of Order" to the Committee.
5.2 Review of Committee Bylaw
Amelia Bowden reviewed the MACAI bylaw with the Committee. Manfred Wuensche
noted that the Ministry of Child and Family Development and Community Living BC
are now two separate entities and should both be included within the bylaw. Lois
Rougeau noted that the Ministry of Human Resources should now be Ministry of
Housing and Social Development.

ACTION ITEM: Committee Clerk to find out if these changes require a bylaw
amendment or are considered housekeeping.
5.3 Pool Lift at the Leisure Centre
Amelia Bowden provided an update on the pool lift that is located at the Leisure
Centre.
6. Committee Reports
6.1 Inventory and Promotion of Universal Design Guideline (UDG)
Danielle Foulds provided an update on the Universal Design Guideline tracking sheet.
Ms. Foulds noted that there are currently 119 books on hand and if anyone receives
a request for the book please email: egyptgirl@hotmail.com
Greg Turnbull noted that the purpose of the tracking sheet is to determine who is
requesting books. Mr. Turnbull also noted that If someone expresses an interest in
the book first send them a link to the online version of the book and if they want a
hard copy then mail out the book. Greg Turnbull noted that the efficiency of the link
is sustainable and instantaneous.
Amelia Bowden requested that Danielle Foulds also track who is receiving the link to
the online version of the book and noted that she is keeping track of the changes
that need to be made to the Universal Design Guideline prior to the next reprint.
Shelley Jorde confirmed that before a reprint is done; review and dialogue would be
done through a sub-committee. Ms. Jorde also noted that she will be updating
Council on the progress of the Universal Design Guidelines book at Council Workshop
on Monday, April 26th at 9:00 a.m.
Amelia Bowden advised the Committee that there is a posting in Parks and Leisure
Services for a part time position that will assist in promoting the use of the Universal
Design Guidelines book through press releases, educating the public on how to
access the information online. Ms. Bowden asked if there is anyone that would
volunteer to work on a sub-committee to brainstorm ideas for promoting the book.
A sub-Committee was formed including -Lois Rougeau, Greg Turnbull, Kimberly
Hoffman, and Manfred Wuensche.
6.2 Bus stop Improvements -Top 20 Status Report
Lois Rougeau provided an update on the Bus Stop Improvements, Top 20 and
confirmed that there are 19 stops that are considered high status that should be the
priority.
Greg Turnbull advised the Committee that there is a great need for a bus stop pad
across the street from the Maple Meadows West Coast Express station and could this
be considered the 20th high priority stop. The Committee agreed that this stop should
be on the high priority list.
Councillor Hogarth advised the Committee that he was recently interviewed by the
media with regards to accessible bus stops in Maple Ridge and Pitt Meadows.

6.3 Curb Cuts Progress Report
John Ricketts provided an update on the curb cut list of priorities and noted that the
next step will be to go out and review each item and once this has been done Mr.
Ricketts will provide another update. Mr. Ricketts also noted that if there are any
other locations please email John Rickets at John0258@shaw.ca
6.4 Annual Accessibility Awards
Greg Turnbull requested that the 2009 winners receive the brochure for the 2010
awards. Amelia Bowden confirmed that the deadline for nominations is May 17th and
the awards will be held on June 3rd.
6.5 Accessible Housing update -Councillor Hogarth
Councillor Hogarth provided an update on the building codes for accessible housing
and noted that Council supported a resolution being sent to the UBCM conference for
consideration as a discussion item and once the changes are supported they will
then be taken to the provincial government for review.
Councillor Hogarth also reviewed two changes to the Local Government Act that are
being considered by Council.
Correspondence
7.1 Fax from Kathy Sutton-James RE: Railroad Tracks at 203rd and Hammond Rd.
Amelia Bowden reviewed the letter from Kathy Sutton-James that was also sent to
Russ Carmichael in the Engineering Department. Ms. Bowden noted that Mr.
Carmichael, Kathy Sutton-James and the resident in question are working together to
get more detailed information on the location of the crossing. Ms. Bowden will
provide another update at the next meeting.
