Adoption of the Agenda R10-019 It was moved and seconded Maple Ridge/Pitt Meadows Municipal Advisory Committee on Accessibility Issues Page 1 of5 Maple Ridge/Pitt Meadows Committee on Accessibility Issues October 21, 2010 That the Agenda dated October 21, 2010 be adopted with the following amendments; • Defer Item 4.1 and Item 4.2 • Add Item 5.7 Public's request for parking on Lougheed & 224th • Add Item 8.1 Albion Flats Charette • Add Item 8.2 SD. 42 Letter regarding attending a board meeting CARRIED 3. Minutes of the Maple Ridge/Pitt Meadows Committee on Accessibility Issues Regular Meeting Ri0-020 It was moved and seconded That the Minutes of the September 16, 2010 Regular Meeting be adopted as presented. CARRIED 4. Delegations and Presentations 4.1 Full Service Fuel Stations (Pitt Meadows bylaw) -Brad Sharp -deferred 4.2 SAFER Homes Update -Stephen Cote-Rolvink -District of Maple Ridge -deferred 5. Unfinished & New Business 5.1 Business Planning -final review and adoption Petra Frederick distributed and reviewed the draft Business Plan for 2011-2012 with the Committee. Please note that Councillor Bell joined the meeting at 5:14 p.m. and that Councillor Hogarth joined the meeting at 5:15 p.m. R10-021 Petra Frederick advised that the "LAST (Life after School Transition)" committee works with people with disabilities to remove barriers for getting work. It was moved and seconded That the Maple Ridge/Pitt Meadows Business Plan for 2011-2012 be adopted. CARRIED Please note that Danielle Foulds joined the meeting at 5:18 p.m. and Joylene MacBurnie joined the meeting at 5:23 p.m. 5.3 Presentation to the Senior's Network Table in November Maple Ridge/Pitt Meadows Committee on Accessibility Issues Page 2 of5 Maple Ridge/Pitt Meadows Committee on Accessibility Issues October 21, 2010 Petra Frederick advised that a member of MACAI has been invited as a delegation at the November Senior's Network Table. Maria Kovacs volunteered to attend this meeting on MACAl's behalf. Greg Turnbull advised the Committee that he will be away for the November meeting and Manfred Wuensche will chair the meeting on his behalf. 5.4 Ridge Meadows Fall Prevention Society Councillor Hogarth provided background information on the Fall Prevention Society and inquired as to whether the committee would like this group to make a presentation at a future meeting. Councillor Hogarth reviewed the different services that the Fall Prevention Society offers. The Committee agreed to invite the Fall Prevention Society to a future meeting. ACTION ITEM: Councillor Hogarth to contact the Fall Prevention Society to arrange for them to attend the January 2011 meeting as a delegation. 5.5 Life Trail Advanced Wellness System Councillor Hogarth reviewed the Life Trail Advanced Wellness System information booklet that provides accessible outdoor equipment and advised the he would like to get the Committee's feedback prior to presenting this to Council. Councillor Bell advised that a grant was applied for to have this type of outdoor equipment installed at Hoffman Park in Pitt Meadows however the grant was denied. Councillor Hogarth inquired as to whether funds from the Rick Hansen Wheels in Motion could be used for this. Petra Frederick provided information on the current criteria for the Rick Hansen Wheels in Motion funding and noted that this is now a more cumbersome process. ACTION ITEM: Staff to provide pictures of the accessible outdoor equipment that is located at a park in Port Coquitlam. 5.6 Pilot Accessible Bus Stop (Proposal) Petra Frederick advised the Committee that the Engineering Department contacted her requesting a list of three possible bus stops that could be used as a Pilot Accessible Bus Stop. Ms. Fredrick reviewed the three stops that were put forward to the Engineering Department: one stop outside of Samuel Robertson Technical School, one at Westview Secondary School and the other stop that was suggested was a stop along Dewdney Trunk Road. Petra Frederick advised that this will be a trial stop geared to those people with visual impairments. The Committee discussed the issue around the bus stop that is located outside of Samuel Robertson Technical school and noted that it is imperative to have two stops made accessible at the same time. It was confirmed that the bus stop on the south side of the school is municipal roadway however there is a horse trail beside the road and the local horse groups do not support the encroachment on to the horse trail in order to make the bus stop accessible. Maple Ridge/Pitt Meadows Committee on Accessibility Issues Page 3 of 5 Maple Ridge/Pitt Meadows Committee on Accessibility Issues October 21, 2010 The Comm ittee agreed that they would like staff to reinvestigate this issue and provide another update at the next meeting. ACTION ITEM: Staff Liaison to provide another update on the trial accessible bus stop. 5. 7 Public request for parking on Lougheed and 224th Petra Frederick advised that she had a call from a resident that works on 224th Street who has been parking directly in front of her place of business as there is no accessible parking in the rear of the building. Ms. Frederick noted that the allotted time for parking in this location is 1 hour and this resident has received tickets for parking in these spots for longer periods of time as her shifts are 2-4 hours. Petra Frederick asked the Committee if they had any suggestions for resolving this issues. The Commission discussed this issue and agreed that John Ricketts and Joylene MacBurnie would further investigate different options to put forward to this resident. Please note that Councillor Hogarth left the meeting at 6:12 p.m. ACTION ITEM: John Ricketts and Joylene MacBurnie to investigate if there are any federal or provincial regulations around SPARC BC. 6. Committee Reports -deferred to October 6.1 Universal Design Guideline for Outdoor Spaces (UDGOS) Inventory Update Petra Frederick advised that she gave away 8 books (to Councillor Speirs who is attending a conference) and Maria Kovacs requested 2 books for guide dogs for the blind. Greg Turnbull requested an update on the number of books left and who they have been given out to at the next meeting. ACTION ITEM: Petra Frederick to send Danielle Foulds a total of books that she's given away. Danielle Foulds to provide an update at the next meeting on the number of books still available. 6.2 Bus Stop Top 20 Status Petra Frederick advised the Committee that the Engineering Department is comfortable with the 2010 Bus Stop list and will work through this for 2011 as well. ACTION ITEM: 6.3 Curb Cuts Update Staff to provide an update on how many stops have been completed to date. Mr. Ricketts advised that he and Greg Turnbull met at the School that he wasn't able to access and this has been completed. Mr. Ricketts has advised that the curb cut at 203rd and Telep now have tactile surfaces. John Ricketts also advised that he will be going to the Seniors Network to provide them with the Committee's mandate. Petra Frederick advised that Michael Eng from the Engineering Department has requested a list of curb cuts that need to be completed (this included Pitt Meadows). 7. Roundtable 8. Correspondence 9. 10. 8.1 8.2 Albion Flats Charette, October 20th and October 21st Letter from School District 42 Greg Turnbull reviewed a letter from the School District 42 requesting a member of MACAI to attend one of their meetings to review the collaboration that takes place. P Petra Frederick reviewed the two options for dates available and the Committee agreed on November 24th ; Manfred Wuensche and Greg Turnbull will attend this meeting.
