Call to Order and Introductions Ministry of Children and Family Development Council Liaison, City of Pitt Meadows Council Liaison, District of Maple Ridge Community at Large, Maple Ridge Community at Large, Pitt Meadows Community at Large, Maple Ridge Community at Large, Maple Ridge Community at Large, Pitt Meadows Recreation Coordinator Committee Clerk Community At Large, Maple Ridge Community at Large, Maple Ridge Community at Large, Maple Ridge Community Living BC School Trustee, School District No. 42 Fraser Health Authority Ridge Meadows Association for Community Living There being a quorum present, the Chair called the meeting to order at 5:06 p.m. 2. 1.1 Introduction and welcome of New Pitt Meadows Representative Petra Frederick introduced Teresa Daniels who is the new Pitt Meadows Community at Large member. 1.2 Chair and Vice-Chair Appointment -deferred Adoption of the Agenda R11-005 It was moved and seconded Maple Ridge/Pitt Meadows Municipal Advisory Committee on Accessibility issues Page 1 of4 Maple Ridge/Pitt Meadows Committee on Accessibility Issues March 17, 2011 -DRAFT MINUTES 3. R11-006 That the Agenda dated March 17, 2011 be adopted with the following amendments; • Item 6.2 was renumbered to Item 6.1 • Item 6.3 was renumbered to Item 6.2 • Add Item 5.4 Tactile Product Review • Add Item 5.5 Update 224th Revitalization CARRIED Minutes of the Maple Ridge/Pitt Meadows Committee on Accessibility Issues Regular Meeting It was moved and seconded That the Minutes of the February 17, 2011 Regular Meeting be adopted. CARRIED 4. Delegations and Presentations -Nil 5. Unfinished & New Business 5.1 Public request for parking on Lougheed and 224th Petra Frederick provided an update on the public request for parking on Lougheed and 224th and noted that a second complaint has been received from a business on the opposite side of the street (which service clientele with mobility issues). Petra Frederick advised the Committee that she has met with the Director of Licences, Permits and Bylaws to discuss different options for accessible parking along the Lougheed Highway in the downtown core and surrounding area. Ms. Frederick reviewed the information collected from the City of Kelowna, City of Richmond and the City of Victoria. The Committee discussed different options for accessible parking along Lougheed Highway in Maple Ridge. Councillor Hogarth advised the Committee that he would like to see more research on the issue of permits and accessible parking in the downtown core. Councillor Hogarth noted that he received a complaint from a taxi driver regarding drop off zones being removed from within the downtown core. Petra Frederick advised that a sub-committee will be formed to review the recommendations received from the Engineering and Bylaws Departments. 5.2 Accessible Fuel Stop -discussion Councillor Bell provided an update on the Accessible Fuel Stops in Pitt Meadows. ACTION ITEM: Committee Clerk to email Mike Huber requesting an update on this item. Maple Ridge/Pitt Meadows Committee on Accessibility Issues Page 2 of4 Maple Ridge/Pitt Meadows Committee on Accessibility Issues March 17, 2011 -DRAFT MINUTES 5.3 Disability Awareness Week (discussion and promotion) Manfred Wuensche distributed the draft Disability Awareness Nomination form to the Committee. Petra Frederick noted that the nomination forms will be available the last week of March for distribution and provided a review of the Disability Awareness Awards event that will be held in Pitt Meadows Council Chambers. 5.4 Tactile Product Review R11-007 Petra Frederick displayed and reviewed the two different tactile products (available from Armatile and ADA) along how they would be installed with the Committee. Ms. Frederick noted that the only difference in the two products is the shade of yellow and both shades are Federally approved colors. It was moved and seconded That Armatile continue to be the service provider for tactile surfacing currently being used in the downtown core. CARRIED 5.5 224th Revitalization Update R11-008 Petra Frederick provided an update on the 224th Revitalization Project that is taking place in the downtown core with regards to the positioning of the light posts, lamp posts, tactile surfacing and directional. It was moved and seconded That staff send a report to the Engineering Department with a recommendation that all curb radiuses meet the standards as per the "Universal Design Guidelines for Outdoor Spaces Plan and Design for Choice" by whatever means is acceptable. And that directional is provided according to the "Universal Design Guidelines for Outdoor Spaces Plan and Design for Choice". CARRIED The Committee Clerk provided an update received via email from Mike Huber with regards to Item 5.2 advising that law provides each station to have two people working and it is industry standard to provide the service to those who request it, but not a bylaw or station policy. Each station is free to do as they choose. However, all said, they believed the stations would do this if asked. 6. Committee Reports 6.1 Bus Stop Top 20 Status Maple Ridge/Pitt Meadows Committee on Accessibility Issues Page 3 of4 Maple Ridge/Pitt Meadows Committee on Accessibility Issues March 17, 2011 -DRAFT MINUTES Petra Frederick provided an update on the Accessible Bus Stops and noted that a request has been sent to the Engineering Department to have an accessible stop put in across from Samuel Robertson Technical School. Teresa Daniels provided information on a bus stop that is not accessible that is located at South Bonson Road and Hammond (north side). ACTION ITEM: 6.2 Curb Cuts Update Staff to provide an update at the next meeting on how far along the Engineering Department is on the bus stop request list. Teresa Daniels provided information on the corner located on Bonson Road South and 117B, in Pitt Meadows, that has no curb cut and a crossing that is located on Hammond Road and South Bonson Road, where there is no cement surrounding the lamp standard. John Ricketts provided an update on curb cuts and tactile surfaces. Mr. Ricketts requested that Ms. Daniels send any curb cut requests to him and the requests would then be sent to Pitt Meadow's Council for further investigation. Teresa Daniels advised the Committee that the railroad tracks that are located under the Golden Ears Bridge located at the entrance to Meadowtown Mall are positioned such that a pedestrian in a wheelchair is forced to cross on an angle which poses safety risks. ACTION ITEM: Staff to talk to the Engineering Department with regards to the issue surrounding accessibility over the tracks located under the Golden Ears Bridge by the entrance to Meadowtown Mall. 7. Roundtab/e Councillor Hogarth Councillor Hogarth noted that there has been a reprint of the SaferHomes Guidelines with mention of City of Langley and the District of Maple Ridge now being members. 8.
