Call to Order and Introductions There being a quorum present, the Chair called the meeting to order at 5:08 p.m. 1.1 Chair and Vice-Chair Appointment -deferred 2. Adoption of the Agenda R11-009 It was moved and seconded That the Agenda dated April 21, 2011 be adopted as presented. R11-010 Minutes of the Maple Ridge/Pitt Meadows Committee on Accessibility Issues Regular Meeting It was moved and seconded That the Minutes of the March 17, 2011 Regular Meeting be adopted. CARRIED 4. Delegations and Presentations -Nil 5. Unfinished & New Business 5.1 Top 10 Curb Cut Requests Teresa Daniels advised the Committee that in Pitt Meadows the following locations need repairs to curb cuts; • 1178 and Bonson Road no curb cut but does have a let-down curb • On (NE and SW corners) Hammond Rd and Blakely Road Petra Frederick advised that the locations that Teresa Daniels identified at the last meeting will be investigated further. The Committee discussed the rail road tracks located by the Meadowtown Mall in Pitt Meadows and how the crossing is not accessible for motorized wheel chairs as they have to cross at a 90 degree angle and forces the pedestrian into oncoming traffic. Petra Frederick advised that the Committee needs to identify areas in Maple Ridge that are a priority. Petra Frederick advised that she will connect with John Ricketts regarding the existing wish list and then connect with the Engineering Department for status updates on the outstanding items. Al Hogarth advised that there is poor maintenance in the surrounding area of the White Spot and noted that this information has been passed on to the Parks Department previously. Petra Frederick noted that she will forward this request on to the Parks and Engineering Departments for further review. 5.2 Accessible Parking in the Downtown Core -update Al Hogarth reviewed the response received from the Traffic Management Group regarding disabled parking on the roadway in the downtown core. Petra Frederick also noted that there has been another complaint received from the Government Agency office that is located on the north side of Lougheed Highway in the downtown core. Please note that Councillor Bruce Bell joined the meeting at 5:48 p.m. Maple Ridge/Pitt Meadows Committee on Accessibility issues Page 2 of 4 Maple Ridge/Pitt Meadows Committee on Accessibility issues April 21, 2011 R11-011 R11-012 Councillor Al Hogarth advised the Committee that there are no unloading zones in Maple Ridge for taxi's who are transporting those with accessibility requirements and asked if the Committee would like this reviewed by Council as well. It was moved and seconded That Council takes the issue surrounding accessible parking within the downtown core and the limitations surrounding the length of time that cars are allowed to park on these roads to a future Council workshop for further review and report back to the Committee with Council's response. CARRIED 5.3 Disability Awareness Week & Disability Awards Ceremony -update Petra Frederick provided an update on the Disability Awareness Week & the Disability Awards Ceremony. Petra Frederick reviewed the nomination forms for the ceremony and invited all members to attend on Thursday, June 2nd at 6:30 p.m. in Pitt Meadows Council Chambers. Ms. Frederick advised that no nominations have been received to date and reviewed where the nomination forms have been distributed to date. Ms. Frederick advised that the deadline for receiving nominations is Friday, May 6th. 5.4 Youth Representation (discussion regarding the position, and criteria) Petra Frederick advised that she would like the Committee to discuss having a Youth Representative on the Committee and what that would look like. Al Hogarth advised that there is a youth member on one of the other Committees. The Committee Clerk advised that there is a 13 year old on the Community Heritage Commission. Purpose of the youth position: perspective of young people regarding issues, introduction to service area, experience for future employment, to learn from youth (different stages in life), Criteria ; understanding of persons with disabilities, active participant within in the community, 13-17 years old, will advertise within the school system, on-going member, use term "teen", 2 year terms for maximum of 4 years. It was moved and seconded That the bylaw be revised to include a Teen (aged_ 13-19 years old) Representative Community-at-Large position for a two year term with a maximum term of four years. And that this position will represent both the City of Pitt Meadows and District of Maple Ridge. CARRIED Maple Ridge/Pitt Meadows Committee on Accessibility issues Page 3 of4 Maple Ridge/Pitt Meadows Committee on Accessibility issues April 21, 2011 5.5 Presentation Lower Mainland Local Government Association (LMLGA) -update/discussion Petra Frederick advised that the Lower Mainland Local Government Association (LMLGA) has requested that MACAI make a presentation at their Conference in May. Ms. Frederick provided a review of the LMLGA Conference whose focus is on accessibility this year. Ms. Frederick advised that she and Donna Rodman will present on May 12th, in Whistler at on the topic "Wheeling and Dealing". Petra Frederick also advised that a grant was submitted to the MIA for a 2nd printing of the Universal Design Guidelines booklet for $16,000 and is also working on another grant that is available in November through the Landscaping Architecture Association for $10,000 for the 2nd edition of printing the booklet and is looking at combining the funding. 5.6 Council Presentations for May (review of presentation) The Committee reviewed the Council presentations. 6. Committee Reports 6.1 Bus Stop Top 20 Status -deferred 7. Roundtable Councillor Bruce Bell Councillor Bell provided updates on the lamp standard that was identified at the last meeting and noted that Pitt Meadow's Engineering Department advised they will be filling the hole in with concrete. Councillor Bell also noted that he met with CP Rail who provided contact information for those dealing with this area. 8. Correspondence 9.
