The Minutes of the Regular Parks, Recreation and Culture Advisory Committee Meeting held via Zoom
teleconference and hosted in the Blaney Room at Maple Ridge City Hall on February 8, 2023 at 4:00pm.

Regular Meeting be approved as amended to update the presenter of Item 5.2 to Stephane

4.2 Advisory Committee Overview
A. Dhillon, Committee Clerk, provided a general overview of Committee proceedings and
functions. D. Pope, Staff Liaison, described the mandate and ongoing work of the Parks,
Recreation and Culture Advisory Committee.
Note: S. Passaglia joined the meeting at 4:20 PM.
4.3 Chair and Vice Chair Selections
The Parks, Recreation and Culture Advisory Committee appointed Carolyn Gosling as Chair and
Stephen Von Sychowski as Vice Chair for 2023.

That Carolyn Gosling be appointed as Chair of the Parks, Recreation and Culture Advisory
Committee for 2023.

4.4 2023 Meeting Schedule
The Parks, Recreation and Culture Advisory Committee adopted the 2023 meeting schedule.

That the 2023 Parks, Recreation and Culture Advisory Committee meeting schedule be adopted
as circulated.

4.5 2023 Draft Work Plan
D. Pope highlighted the achievements and deliverables from the Parks, Recreation and Culture
Advisory Committee 2022 Work, including discussion on the draft 2023 Work Plan. Committee
members provided their recommendations and feedback. The Parks, Recreation and Culture
Advisory Committee approved the 2023 Work Plan and forwarded the recommendations to
Council for approval.

forwarded to Council for approval.

5. DELEGATIONS
5.1 PRC Master Plan Review – Stephen Slawuta, RC Strategies
D. Pope, Staff Liaison, provided a brief overview of the PRC Master Plan. S. Slawuta, Consultant
for RC Strategies, presented on the PRC Master Plan. Topics included: introduction to the project
team, review of the Master Plan process and inputs, key findings, overview of the Master Plan,
and summary of the community feedback. D. Pope highlighted next steps for the PRC Master
Plan. Committee members provided their recommendations and feedback to be incorporated
into the final draft of the PRC Master Plan.
5.2 BC Summer Games – Stephane Labonne
S. Labonne, General Manager of Parks, Recreation and Culture, provided an overview of the
2024 BC Summer Games. Topics included: 2020 Summer Games cancellation, 2024 Games
key milestones, organizing Committee selection, City’s involvement with the Summer Games,
and next steps in Q1. C. Balatti, Recreation Manager of Health and Wellness, provided an update
on venues and facilities, Board of Directors recruitment, and event planning timelines.
Committee members requested clarification on their role in the 2024 BC Summer Games.
6. LIAISON UPDATES
6.1 Staff Liaison
D. Pope, V. Richmond, and S. Labonne provided an update on the following items:
• Internal planning for Maple Ridge 150 for the integration with the 2024 BC Summer
Games and engagement of Indigenous community partners
• Summer block parties
• Engagement with community on beach volleyball courts for the 2024 BC Summer
Games at the Albion Sports Complex
• Launch of Engage Maple Ridge
• Capital budgeting and planning for 2023-2024
• $500,000 grant funding for park project at 241A Street and 112 Ave in Albion
6.2 Council Liaison
Councillor Carreras provided an update on Council Strategic Planning and mandate.
7. QUESTION PERIOD FROM THE PUBLIC - NIL
8. ROUNDTABLE
Committee members provided updates and reports on issues and activities relating to parks,
recreation, and culture in the community.
9. ADJOURNMENT – 5:57 p.m.
The next regular meeting of the Parks, Recreation and Culture Advisory Committee will be held
on Wednesday, May 31, 2023 at 4:00 pm.
