3. Delegations or Presentations
3.1 Mr. Brian Johnston, P ERC -Indoor Pool Feasibility Study Update
Mr. Brian Johnston gave an update on the Pitt Meadows Pool Planning Study through a
power point presentation. There are two phases of the study. The first phase is to
determine needs and report on the gap between supply and need, and the second phase is
for planning to meet the current and projected gap. This presentation focused on the
'gap' and to create a clear understanding on what the needs are.
Mr. Johnston noted issues that affect the analysis, and then presented statistical data on
capacity for use, use of existing pool, number of swims per year, peak use and peak
times. Mr. Johnston noted there is still some excess capacity to fill. On an adequacy
scale of 5 points, use of the existing pool scores between 3 and 5 points on the adequacy
scale in each category such as lesson swims, sport training, and fun recreation. Mr.
Johnston reported on the total demand in the marketplace and noted there are lots of good
facilities in the area. To bring back users who are using other facilities we would need to
build something unique though it's not likely we will. There is a total of approximately
175,000 potential new swims per year and a new pool will get a percentage of the
175,000 new swims. Mr. Johnston concludes that is not enough to justify a new pool at
this time. The need is growing rapidly but will probably take another 5-10 years from
now for a new pool to be viable. Mr. Johnston noted if it were built too soon it would
affect the current facility . By 5-7 years ideally we'll have enough to do a good job.
The Commission discussed the presented information and clarified some statistical
information. Commissioner O'Connell suggested an outdoor pool needs to be invested
in, if no indoor pool would be built for 5 years. Mr. Johnston noted the trend is to
provide an indoor/outdoor pool experience by adding outdoor swimming areas to
facilities. Even on the hottest day, an indoor pool is utilized more than an outdoor pool.
Most cities and municipalities are replacing their outdoor pools.

The presentation ended with the reminder this is an information item being reported on
with more to do, and there will be additional presentations timed for June 2004.
The Commission thanked Brian Johnston for his presentation.
4. Decision Items
4.1 Cottonwoods Childcare Lease
M. Murray drew the Commission's attention to the renewal clause in the lease noting the
proposed change to this clause is that renewal is governed by mutual agreement.
That the Chair and General Manager: Community Development, Parks and Recreation
Services be authorized to execute the Cottonwoods Child Care Centre lease of the Planet Ice
Meeting Room.

4.2 2006 Theatre BC Festival

Delegate Vicki McLeod, Co-Chair of Mainstage 2006 was in attendance to answer
questions from the Commission. Ms. McLeod briefly described the scope of events,
bandstands, and workshops happening over the 9-day event and the 3-or 5-event passes
that can be purchased for plays, matinees, etc. Portions of workshops are also open to the
public to attend .

That a recommendation be forwarded to both Maple Ridge and Pitt Meadows Municipal
Councils that the following be provided in support of the 2006 BC Theatre Festival:
1. Letters of support endorsing Mainstage 2006.
2. Municipal participation in welcoming delegates.
3. Assistance and support within the envelope of available resources from the Parks &
Leisure Services Volunteer Coordinator, the Maple Ridge Economic Development
office and Parks & Leisure Services staff in general.
4. A grant of $6,000 to be shared proportionate to the populations of both
communities.
5. The provision of office space and access to a photocopier to the extent that existing
resources permit during the 3-4 months leading up to the festival.

6. Access to other available civic spaces for theatrical workshops during the festival on
an as available basis including such areas as Municipal Council Chambers, public
library, meeting rooms, etc.

4.3 Request to Operate a Concession -Maple Ridge Park

That the Parks and Leisure Services Commission permit Reds Food Service Consulting, to
operate a concession service at Maple Ridge Park and Ruskin Soccer/Ball Fields. Further
that this approval is on a trial basis to determine if this is a viable business opportunity,
subject to the terms and conditions of the previous vending contract, and will include a 10%
net fee payable to the Commission.
4.4 2004 Gap Analysis

That Commission members and staff complete the 2004 Evaluation of Service Objectives
and submit completed forms to Ingrid Kraus by no later than June 4, 2004.

5. Information Items
5.1 Community Festivals Insurance Requirements Update
Shelley Jorde, East Area Recreation Manager, gave the Festivals' Insurance report, which
followed up on questions culled from the April 15th Commission meeting, the results of
which are attached to the report. Festival groups cannot cover insurance costs. They are
using reserves right now but will need a resolution by next year. S. Jorde reported there are
no better insurance deals out there and costs probably won't be going down. The Caribbean
Festival was in the most jeopardy and they've realized a reduction by having the beer garden,
run by Jim's Pizza, take care of their own insurance. S. Jorde further reported that Johnston
Meier Insurance covers the cost of insurance for Canada Day.
Mayor MacLean noted that the concept of 100 vs. 10 festivals a year makes no difference in
insurance costs as there is no such things as discounted insurance in this area. The
Commission discussed festivals being under the blanket of municipal insurance (Item J of the
handout), municipal staff involvement, insurance increases faced by other groups such as the
Agricultural Fair, and the desire to move festival societies toward independence. M. Murray
noted that groups have covered their own increased costs this year but expected we would be
approached for support next year. Mayor MacLead offered to explore this issue further with
the Municipal Insurance Association.

Commission Liaison Reports
Mike Murray gave a report on the BCRP A conference saying it was an excellent conference with
wonderful keynote speakers. There was lots of good discussion on youth programs and active
living and a presentation on the In Motion Program in Saskatoon run by the heath authority
showing some amazing programs to get the community active. M. Murray and C. Ashlie also
attended a workshop where In Motion for schools was discussed. The first 15 minutes of each
day they do a whole school neighbourhood walk.
M. Murray then reported he and David Boag had a very good discussion with the sportfield user
groups regarding the sport field user fees. There will be recommendation coming in June to
establish a surcharge on the registration fee for those using the field, which felt more comfortable
to the group than charging an hourly rate.
M. Murray also reported we did not get the written request from the BMX Association that they
were asked to provide.
The Annual Report was distributed to the Commission by M. Murray who advised that the report
was done entirely in-house. The Commission is very pleased with the results and felt it was an
excellent document. Ingrid Kraus was recognised for her work and it was reported a distribution
list is made up to make sure everyone gets a copy of it.
7. Staff Liaison Reports
David Boag reported on the process of hiring the new Parks Manager. Unfortunately they came
to the end of the approval process and the final candidate withdrew their application so they will
be starting the process over again. The next applicant did not appear to be a suitable selection.

Mike Murray reminded the Commission about the Albion Park Open House on June 2, 2004 at
Albion School.
