Adoption of tlze Agenda Change Item 3 .2 to 3 .1. Brenda Finlayson to present first. Note: The Downtown Core Briefing presentation was given after the Closed Commission meeting that immediately followed the regular meeting. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting MOVED BY Commissioner Rempel SECONDED BY Commissioner Ashlie That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission May 20, 2004 Regular Meeting be adopted as circulated. CARRIED 3. Delegations or Presentations 3. 1 Ridge Meadows Arts Council -Mid-year Update Ms. Brenda Finlayson, Executive Director of the Ridge Meadows Arts Council, gave a report on the first year of the Ridge Meadows Arts Centre and Theatre. Ms. Finlayson extended thanks to Mayor Morse and (absent) Mayor MacLean and gave a brief history of the Arts Council up to present, also presenting a snapshot of the Arts Centre through material presented. Ms. Finlayson shared the highs and lows of the Arts Council, some of her own personal experiences, and described the range of activities and various arts that are enjoyed in the community. The ACT facility is known as a first-class theatre made especially beautiful by the surrounding landscaping. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of 6 ) Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regul ar Meeting Minutes June 10, 2004 3.2 Ms. Finlayson stated the Commission has a role in the arts and could take a bigger role in marketing and building community awareness, and more school use is also encouraged. Ms. Finlayson presented the financial information through handouts and an overhead presentation which covered total number of shows, theatre rentals, etc. noting arts & crafts activities _have grown tremendously with an increase in programs that have surpassed the business plan projection. The Commission asked questions and discussed expectations of school usage, touring grants, and costs to groups. Commissioner Rempel noted he is expecting to be speaking with the School Board about barriers to usage. Ms. Finlayson noted that they are jam packed with dance recitals, and in summer months they have a full contingent of arts and crafts, as well as having some summer stock theatre. Mike Murray added that several groups who use the ACT noted their growth and success using the resource this past year. Mayor Morse thanked Ms. Finlayson for her informative presentation. Maple Ridge Downtown Core Briefing The Core Briefing was presented after the Closed Commission meeting that immediately followed the regular meeting. 4. Decision Items 4.1 Commission Subjective Evaluation of Service Objectives 2004 Mike Murray reported that forms have been forwarded electronically and we got some back but not all of them. A blank form has been included in the agenda package and Mayor Morse asked the Commission to commit to having them turned in within a week 4.2 Synthetic Turf Fees & Charges MOVED BY Commissioner Rempel SECONDED BY Commissioner Gordon That the Parks and Leisure Services Commission recommend to Maple Ridge Council that an annual user fee of $10 for youth and $20 for adults registered in groups using the new synthetic sports field at Samuel Robertson Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 o/6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regul ar Meeting Minutes Jun e I 0, 2004 Secondary School (payable on completion of registration) be approved and that the fees for the first season be applied at a 50% rate as the clubs have already set their registration rates for the 2004/2005 season and further, that a synthetic sport field reserve fund be established with these fees retained to cover the cost of replacement. CARRIED David Boag reported on the background discussion with the sport field users that resulted in the recommendation presented. User groups preferred the 'per player' charge rather than an hourly charge. They've already set rates for this season so it will be fully phased in as per the recommendation. Mike Murray confirmed the support of groups for the per player charge and discussed the need to establish a replacement fund for the second field. 4.3 Hammond Batting Cage MOVED BY Commissioner Rempel SECONDED BY Commissioner Eisel That the Parks and Leisure Services Commission approve the request to upgrade the baseball batting cage, at Hammond Stadium, as per the attached proposal which will be paid for in full by the Ridge Meadows Baseball Club. 4.4 Albion Park Open House Results MOVED BY Commissioner SECONDED BY Commissioner That the item be received as circulated. CARRIED CARRIED David Boag reported the open house had a fantastic turnout and they received positive feedback on the process and components planned for the park. Comment sheets gathered at the open house were included in the agenda package. The Commission discussed approaches to the park, the skill area for mountain bikes, new home developments in the area, buffers between pedestrian and bike paths, and caretaker location. Mayor Morse noted the process was really well done in terms of communication. Information Items 5.1 Ridge Meadows Seniors' Society -Annual Report 5. 2 Official Report of Debates of the Legislative Assembly -May 10, 2004 5. 3 UBCM Newsletter -In the House Issue #8 126 5. 4 Letter to Mr. Andy Cleven re Maple Ridge Archery Club/Meadowlands 5. 5 Maple Ridge Arts Council Reports MOVED BY Commissioner Rempel SECONDED BY Commissioner Eisel That the Items 5.1 -5.5 be received as circulated. CARRIED Mike Murray drew the Commission's attention to the Seniors' Society annual report financials. A deficit budget this year reflects a legal matter dealt with. Mr. Murray noted the group does an amazing job of generating revenue, and they get a good tum out at general meetings with good debate and discussion. Commissioner O'Connell indicated her work places her in contact with seniors on a daily basis and advised the feedback she has had on the group's work has been very positive over the past year and improved from pnor years. The Commission discussion turned to the activity and funding of the Meals on Wheels • program. The Social Planning Advisory Committee would be the proper body to create a campaign of awareness and advocacy of the Meals on Wheels program to improve education and public awareness and advocate for seniors' rights and appropriate funding. At this point Mayor Morse was obliged to leave the meeting and handed the Chair over to Commissioner Ashlie. 6. Commission Liaison Reports -Nil 7. Staff Liaison Reports -Nil 8. Question Period 9.
