The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure
Services Commission, held at Maple Ridge Seniors Centre, 12150 224th Street, Maple Ridge,

3. Delegations or Presentations
3.1 Golden Ears Athletic Club Presentation
Andrew Lenton introduced himself and Craig Benson and Greg Clark, all of Golden Ears
Athletic Club. Andrew gave a Power Point presentation on the history and
accomplishments of the group.
The group is concerned about the deficient sport track and that access to the Maple Ridge
Secondary School facility is limited. Andrew spoke of their concerns about safety and
the limitations of what is able to be done at the track. BC Athletics will not sanction any

championships though they can host smaller events. It is their belief that track concerns
may have been a deciding factor in our lost of the last three BC Senior Games bids. With
70,000 people in the two communities we need an adequate track and field facility.
Health and fitness, especially for kids, is a national concern and we are the first
generation where the parents are expected to outlive their kids and this needs to be
addressed as a community.
Andrew stated their group is committed to partnering on projects and would like to start
applying for grants and hope to work with the municipalities to help build a new facility.
The delegates opened the floor to questions from the Commission.
Commissioner Judy Dueck and Commissioner Craig Spears joined the meeting at this
time.
Mayor Morse: Impressed with the presentation especially the financial research. The
Commission doesn't take this request lightly but we do have competing demands. My
concern is about improving the track.
David Boag: Detailed study of the track. His advise is to not try and improve it. Not
feasible.
Mike Murray: Constrained between environmentally sensitive areas. Need final
location. Silver Valley High is another possibility.
Andrew Lenton: We have access to capital grants. If we are to start planning now we
could amass thousands toward the project.
Commissioner MacLean: Is this for the whole Fraser Valley?
Andrew Lenton: Currently two organizations use the facility regularly. All elementary
schools use it for meets and the secondary schools use it daily.
Commissioner Rempel: MRSS has a very successful track program. A lot of great
athletes in this area.
Mike Murray: We will review the presentation and get back to the Commission with
regard to what has been done. This is not in our current horizon but can be brought
forward for long term planning.
Chairperson Ashlie thanked Andrew Lenton and the delegation for their presentation.
The delegation left the meeting at this time.

4.1 Letter from Commissioner Nightingale re: Outdoor Pool Proposal
MOVED BY: Commissioner Rempel

That a recommendation be forwarded to Pitt Meadows Council that the
proposal received from Commissioner Nightingale to consider an outdoor
pool be referred to the District's consultant, Mr. Brian Johnson, for
comment.
CARRIED
Keith Nightingale spoke about the outdoor pool proposal and his concerns about not
building an outdoor pool.
Mike Murray: Recommendation is simply to go to Pitt Meadows Council to determine if
they want Brian Johnson of PERC to do it.
Commissioner Roemer: Outdoor experience with an indoor pool from what I remember
from Brian Johnson's presentation. Better design equals increased use.
Commissioner Eisel: Is our plan to keep the outdoor pool going indefinitely?
Mike Murray: That's the intention. Except for a serious public safety issue that cost a
great amount. $30,000 is spent annually on the operation of each of the two pools.
4.2 School District No. 42/Commission Collaboration Evaluation

That the School District 42 and Parks and Leisure Services Collaboration
Evaluation Survey be endorsed (as amended) and forwarded to members of
senior staff from both organizations and to members of the School Board,
Pitt Meadows, and Maple Ridge Municipal Councils and at large members of
the Parks and Leisure Services Commission for completion.

Mike Murray: The survey 1s being sent to both Councils, semor staff, municipal
governments, etc.
Commissioner ten Brink: Use the school to conduct surveys. The voice of youth.

Mike Murray: Great idea as a separate tool. This is about the policy side of things.
Great idea to get info on what kids are thinking and finding ways to connect with young
people. Will refer a survey process to our youth workers in youth program.
Chairperson Ashlie: District Student Advisory Council is looking for work to do.
Recommend staying away from classrooms and teachers -workload is huge.
Mike Murray: Will take that as a suggestion -follow up with youth
4. 3 Commission Governance Review/Evaluation

That Commission members complete the attached survey and return to staff
for compilation and further discussion at the December or January meeting.

Mike Murray: Please hand in survey when completed and we'll tabulate them. Please
get it in, in the net couple of weeks. Any questions that don't fit you just identify it in the
margm.
4.4 Christmas Haven

That the General Manager: Community Development, Parks and Recreation
be authorized to provide free access and use of the Greg Moore Youth
Centre for the purposes of the Christmas Haven event to any registered non-
profit organization in good standing at his discretion noting that such
approval should be subject to the sponsoring Society assuming full
responsibility for security and liability.

Shelley Jorde: Expecting about 300 more folks than before. 175 is usual.
4.5 Discussion of Albion Park Planning and Development Timing in Relation to
Other Municipal Priorities (Mayor Morse)
Commissioner Mayor Morse spoke about the timing of the Albion Park Master Plan and
how it was perceived, and how in fact the plan is realistic. It is important for the
Commission to also be aware of fiscal constraints as far as Maple Ridge goes -there is

nothing for this time period until about 2007 and we need to plan and communicate in
this way-not leave it open to the perception that it's going to happen right away.
Mike Mun-ay: Reporting has a section that has financial implications. Difficulty is
timing. In this case danger of advancing plan in public way and raising expectations. It's
important to plan ahead, but there can be problems with expectations.
Commissioner MacLean: Preface reports with dates. Reality is, be careful with people's
expectations.
Commissioner Reinheimer: Have to do long range planning -secure parks and then get
groups to do fundraising for facilities.
Commissioner Morse: We are all fans of the plan. Not clearly articulated that it wasn't
going to be implemented right away -financial source raised alarms.
Chairperson Ashlie: Attach timelines when it leaves this Commission.
Mike Mun-ay: More than that. Big and bold instead of buried. Plus need long term
comprehensive financial planning in municipal setting.
5. 7 Duck Race

That the request by the Maple Ridge Rotary Club to utilize Davidson's Pool,
Crosses Cabins and Maple Ridge Park for an Alouette River Duck Race
Fund Raiser be approved provided all insurance and regulatory
requirements are met.
CARRIED
Mike Murray informed the Commission of the Duck Race where youth groups sell the
rubber ducks and keep half the proceeds. The other half goes in pot to be distributed to
youth groups involved.

5.1 Commission Terms (verbal report)
Mike Murray gave a verbal report on the expiring of Commissioners-at-large terms
coming up and that advertising will be done shortly.

7.1 Staff Liaison
David Boag reported they met with Katzie First Nations regarding Boundary Park and
said it was a good meeting. They need a monitor on site for when we do the work on site.
Mike Murray: We've always said we would involve the Katzie. Building relationships
while working to enhance the site -build something positive. Also current legislation
requires this. It provides long term benefits for how we work things out.
