4.1 Silver Valley Park Site Design

That a recommendation be forwarded to the Maple Ridge Council that construction
of a storm water detention facility on a neighbourhood mini park site at 239 Street
at 130 Avenue, and described in the January 31, 2005 memo on this subject, be
approved.

Commissioner Horne joined the meeting at this time.

That festival support allocations for 2005 be approved as noted in the summary
developed by the Parks & Leisure Services Commission Festival support sub-
committee attached to the 2005 02 10 report on this subject, and further, that staff
contact the two new event organizers and request that they submit additional
information, be approved.

Commissioner Ward reported each application was reviewed and the group came up with
their recommendations. They looked at what was granted last year and took into
consideration insurance increases. This process is to prevent people from approaching
the two councils individually.
The Commissioners discussed the recommendations and reasons for amounts of grants
and how much fundraising was done for each of these groups. It was noted real costs for
events are difficult to pull from financial statements of societies and that could be refined
through our requirements (i.e. our own template). Suggest we look at type of reporting
form for next time.
Pitt Meadows airport event was discussed. 80% of the attendees where from outside the
community.
4. 3 Ridge Meadows Community Festival Society Fee for Services Agreement

That the Chair and General Manager of Community Development, Parks &
Recreation be authorized to execute the Ridge Meadows Community Festival
Society's Fee for Service agreement.
4. 4 B. C. Participation Program
MOVED BY: Commissioner Isaac

That a recommendation be forwarded to both Municipal Councils and the School
Board, School District No. 42 that the private member initiative to establish a
British Columbia Income Tax Credit for parents of children participating in any
organized athletic or recreational activity be endorsed and appropriate letters
forwarded to local MLA's and the Provincial Government.

DEFEATED
Commissioner Ashlie: Prefer they calculate dollars given away and funnel it back into
sports programs.
Commissioner Maclean: It is measurable. Can track number that takes advantage of it.
Commissioner Eisel: If it came back into our budgets then it would go to the neediest
ones.
Commissioner Ward: Adults and seniors could use the tax credit too.
Commissioner ten Brink: Money should go into intramurals in schools.
Mike Murray: Consider an alternate resolution -fund the active living after school
programs.
Commissioner Reinheimer: How about a tax on Nintendo/video games. It's the lifestyle.
Commissioner Dueck: This currently is too political. Focus only on obesity issue.
Otherwise not our role.

Suggest that funding go to active living initiatives including but not limited to after
school programs.

4. 5 BCRP A Conference Attendees (Discussion)
Mike Murray: No one has stepped up to attend. Conference is April 12-14th in Prince
George. Get registration in time for early registration fees. If no one responds with in a
week it will be opened to staff.
4. 6 March Parks Commission Meeting Date (Discussion)
Mike Murray: Another community event on March 10th (the Maple Ridge Foundation
Awards). Probably result in no quorum for our meeting. Suggest we change to March
1 ?1h7
The Commission agreed to change March's Park Commission meeting to March 17,
2005.

7. Staff Liaison Reports
7.1 Spinning Classes
Commissioner Appleton: Fully booked with waiting list for spinning classes. Great
program going really well.
7. 2 Training Opportunity
Shelley Jorde: There is a training opportunity Wed, Feb 23 rd, in Fraser Room.
Addressing concerns of recruiting, keeping, and nominating committee for new members.
Same facilitator. 12 registered already -sport groups and others.
7.3 238B Street Park Public Meeting
David Boag: Bruce McLeod held a Public Meeting to talk about park (238B St, north of
120th Avenue). Small contingent showed up who were very vocal about anti-park
development. Made time for those who hadn't spoken but people didn't take the
opportunity, wouldn't say they supported the park in front of that group.
Commissioner Ashlie: Can break it into stations for different input pieces to stop the
whole grandstanding element. Can't monopolize the entire group.
Commissioner Dueck: Survey is a must now. Many people went away frustrated.

7.4 Haney Horsemen
David Boag: Meeting on Monday night with Haney Horsemen regarding equestrian trails
for OCP. Two maps -schedule map, and a day working map.
7. 5 Pesticides
David Boag: Met with group regarding reduction of pesticides. Getting that group to
educate home owners. Under Pest Control Act, it's not legal to endorse home remedies.
Group is strong and are looking to get a bylaw on pesticide use.
7. 6 Synthetic Field
David Boag: New synthetic field -fabulous feedback on those usmg the field.
Maximizing the use of the field.
Commissioner Reinheimer: Install cleat brush at field.
David Boag: Getting proper entrance to field and a mat will be installed.
