Commission, held in the Council Chambers, Pitt Meadows Municipal Hall, 12007 Harris Road, Pitt
Meadows, British Columbia, on Thursday, September 8, 2005 at 7:03 pm.

1. Adoption of the Agenda

4.1 Pitt Meadows Recreation Hall New Name

4.2 Pitt River Greenway M. 0. U. and Concept Plan

2. the Mayor and Clerk be authorized to sign the Pitt River Greenway Memorandum of
Understanding

Discussion points noted:
• The Memorandum of Understanding still needs to be adopted by Pitt Meadows Council.
• The MOU is important because although it doesn't include the operating agreement, the
23 acre riverfront park is identified as a responsibility of GVRD parks so the P&LSC
Budget is not financially affected.
• Parks will need to contribute in some way to the overall operating expense but hopefully
not greater than the existing contributions to trail and staging area maintenance.
4.3 Cops for Cancer Request for Rental Fee Waiver

That the Commission approve the request by the COPS for Cancer fundraising group for
facility rental fees to be waived on the basis that the proceeds are being utilized to fund
accessible recreational opportunities for children with special needs (Camp Good Times).

That the Commission review its policy regarding hall rental fees for fund-raising groups
and review its overall policy on support for community groups with in-depth discussion and
public input.

Discussion notes:
• The Commission should study what other communities are doing, based on need, efforts by
volunteers, etc.
• It was noted there is a need to keep deadline for festival funding applications in mind
• The Commission instructed that the letter going to the Cops for Cancer Group specifies this fee
waiver is a one time approval pending the overall policy review
• Mike indicated the hall rental policy could be brought back in November. He further advised the
larger review of support to community groups would need to be dealt with in the 2006 business
plan.

4.4 Artist in Residence Contract Renewal

That Ms. Elizabeth Bachinsky be appointed to continue for a second term as the Artist in
Residence for a contract period of one year commencing on October 1, 2005 until August
31, 2006.

4.5 Proposed Brickwood Park Play Equipment Replacement

That replacement play equipment for Brickwood Park be installed in the existing play
equipment location in the North West corner of the park

• It was noted there will be an additional cost of approximately $7,000 to complete the
installation in the existing site in order to meet the necessary safety requirements.
4.6 Arts Centre and Cultural Services Operating Agreement

That the fee for service amount described in clause 5(c) of the Arts Centre and Cultural
Services Operating Agreement dated July 1, 2005 be amended to read "Forty-Two
Thousand, Two Hundred and Thirty One Dollars ($42,231.00)", and further, that the Chair
and General Manager Community Development, Parks and Recreation be authorized to
initial the change in the agreement.

4. 7 By-law to further amend Maple Ridge Parks Regulation By-law No. 3414-1984

That a recommendation be forwarded to both Maple Ridge and Pitt Meadows Councils that
the Park Regulation Bylaws in their respective communities be amended to include a
prohibition of the possession of drug paraphernalia in public places and a prohibition of
urinating or defecating in a public place except in public or private toilet facilities.

6.0 Commission Liaison Reports
Commissioner Gwen O'Connell extended an invitation to a fundraising event for Athletes in
Kind.
Mayor Morse posed a question for business planning asking staff to address the need for staff to
keep up with the pace of parks growth. She indicated it would be interesting for the Commission
to know what the staff ratio is related to the amount of parkland ... would like some reassurance
that staff is keeping pace with growth.
7 .0 Staff Liaison Reports
Dave Boag -soccer season has started -one challenge is the grass is growing so well we can't
keep up with it. A new drain has been added at Alexander Robinson field so the poor drainage
situation on that field is resolved. An upgrade is also in place for Thomas Haney drainage.
Neither project will affect soccer season.
Staff are pleased to see positive comments in the press regarding horticultural displays.
The Parks Department have lost a few sections of aluminum goal posts and benches from the
dyke with a few thousand dollars in damage due to theft of aluminum for salvage.
Shelley Jorde clarified who wrote a letter to the editor in August thanking Jazz Festival
volunteers. She indicated the letter was written to the volunteers by the event Manager. He
attached a congratulatory e mail from Shelley which she sent to him. Both Norm's letter and
Shelley's email ended up going to the newspaper. The editor cut the content of both down and
made it appear as if the letter came from Shelley only. Shelley wanted to assure the Commission
she wasn't taking credit for the event by appearing as if she was thanking our volunteers. The

organizers are aware of the newspaper error in doing so. Not so significant that a correction was
felt to be required.
New brochures are out and registration going well.
Don Cramb -currently completing the last week of the Family Recreation Centre and leisure
Centre shutdowns -special events corning up -Senior's Pioneer Festival, celebrating anniversary
see schedule -had a successful doggie swim to close the outdoor pools.
Mike Murray advised he had received calls from two residents concerning the new parking lot for
Pitt Meadows Athletic Park. They suggested the Department install a gate to restrict access to
only those times when the fields are in use.
8.0 Question Period
Chair Cheryl Ashlie asked about Whonnock Lake's 2005 changes designated swimming area
and new signage, etc. The Parks Manager advised all of the steps discussed with the
Commission earlier in the year were implemented. He is not aware of any problems but will
ask staff who work in the area to report out on the outcome. He is not aware of any serious
injuries or near misses having occurred. The intent of implementing the recommendations for
the site was to avoid such mishaps.

That the Parks and Leisure Services Commission move into a Closed Meeting pursuant to
242(1)(b) of the Local Government Act as the subject matter being considered relates to
personal information about an identifiable individual who is being considered for a
municipal award or honour, or who has offered to provide a gift to the municipality on
condition of anonymity; and Section 242 (l)(e) as the subject matter being considered
relates to the acquisition, disposition or expropriation of land or improvement.
