Adoption of the Agenda Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 1 of 5 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes June 14, 2007 R07-47 It was moved and seconded That the Agenda for June 14, 2007 be adopted as circulated. CARRIED 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R07-48 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meetings of May 10, 2007 be adopted. CARRIED 3. Delegations R07-49 3.1 Friends of Jackson Farm, Mr. Joel Young, Mr. Young gave a presentation on the history of Jackson Farm and the options for use of Jackson Farm. The group would like to see an acquisition of the farm or make it a public park. The Commission was advised that a petition with 3,300 signatures to support preserving Jackson Farm has been obtained. Mike Murray reported that unless there were additional resources available, other acquisitions are a priority. Councillor Ernie Daykin joined the meeting at 7:53pm. It was moved and seconded That the Commission receive the letter from Mrs. Beryl Eales re: Jackson Farm CARRIED 3.2 Ministry of Tourism RE: Blue Mountain Recreation Management Plan, Mr. Mike Peters Mike Peters, Ministry of Tourism, explained the background on how the Forest Recreation Management Strategy came into effect. The Ministry of Tourism would like the Parks and Leisure Commission and Council to recommend that motorized vehicles should not be used on Blue Mountain until all reports have been completed. Mr. Peters advised the Commission that his goal over the next year is to investigate the current trails (distance, mapping, environmental issues, protected areas, correct type of use in the specific area) and have this information documented and on file. Page 2 of 5 -) Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes June 14, 2007 A discussion took place on how the trails can be managed and maintained at the same time. A recreation order requires enforcement along with the cost of hiring law enforcement 24/7 to ensure that no one breaks this order. The Commission also discussed the current insurance standards. This strategy includes both the Ministry of Environment and the Ministry of Forestry. 4. Decision Items R07-50 R07-51 4.1 South Bonson Amenity Building 4.2 Commissioner Ron Wright left the meeting at 8:07pm It was moved and seconded That a recommendation be forwarded to Pitt Meadows City Council, that permission be granted to proceed with the South Bonson Amenity building stakeholder and preliminary design phase CARRIED Hall Rental Damage Prevention The Commission discussed the Hall Rental Damage Prevention contract. Kelly Swift, Director of Recreation explained some history on previous situations that have brought this issue to light. Kelly Swift explained that some of the criteria points need to be worked on in further detail. Facilities are available to anyone in our community and therefore we need to have some criteria as to who we can rent to and for what purpose. It was moved and seconded That booking procedures be amended to include the criteria outlined in the report to Commission dated June 6, 2007 CARRIED 5.0 Information Items 5.1 Letter from Mrs. Beryl Ea/es Re: Jackson Farm Presentation 5.2 Letter from -Blue Mountain and Kanaka Conservation Group 5.3 2003 Blue Mountain Forest Recreation Strategy 5.4 School Utilization Study -Strategic Options Page 3 of 5 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes June 14, 2007 R07-52 Councillor Ashlie advised the Commission that she would be happy to provide people with the correct information in regards to the School Utilization Study results and would be happy to answer their questions. 5.5 Report to Maple Ridge Council on Whonnock Lake Mike Murray, General Manager, Community Development, Parks & Recreation, advised the Commission that the interim solution is plugging holes in the beaver damn which is currently happening. The more permanent solution is creating a system that would ensure safety at Whonnock Lake. It was moved and seconded that the above information items be received. CARRIED 6.0 Commission Liaison Reports Councillor Walters advised the Commission that she attended a conference on bike trails and bike parks where signage and liabilities were discussed. 7.0 Staff Liaison Reports Kelly Swift gave the Commission an update on the allocation of festival funds. A sub committee will be created to distribute funds and will be done quickly otherwise the festival season will be missed. Dave Boag gave an update on the following items, Maple Ridge Running track and Pitt Meadows Association Field renovations are ready to tender, there was a work party at Whonnock Lake to fill sand bags, Pitt Meadows Athletic Association would like to renew their lease, Pitt Meadows Athletic building graffiti, Horseshoe pitch shelter, Hammond Stadium project, Pitt Meadows Synthetic Field project, two break-ins to the Albion Sports Complex Concession resulting in new steel doors being purchased. 8.0 Question Period. John Castiello, provided information on discussions he has had with the Province and asked the Commission to stall the Ministry of Tourism from doing anything in regards to the sustainable plan to protect this as a park. Councillor Ashlie advised the Commission that all the grants have been reinstated for the youth programs for the summer of 2007. 9.0 Motion to adjourn Page 4 of 5 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes June 14, 2007 R07-53 It was moved and seconded That the regular meeting of the Parks and Leisure Services Commission be adjourned.
