Adoption of the Agenda R09-016 It was moved and seconded That the Agenda for April 9, 2009 be adopted as presented CARRIED 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R09-017 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of February 12, 2009 be adopted as presented CARRIED 3. Delegations/Presentations 3.1 Volunteer Appreciation Kathryn Baird Kathryn Baird provided an overview on the Volunteer Appreciation Program and gave a PowerPoint presentation. Commissioner Judy Dueck arrived at 5:35 p.m. Commissioner Daykin arrived at 5:42 p.m. 4. Decision Items 4.1 Annual Admissions & Facility Rental Rate Review The report was reviewed and discussion took place. Darlene Sleven addressed the Commission regarding the increase of the level of CPI and Kelly Swift provided an overview of the cost of living increase and indicated that Vancouver is more representative of our area. R09-018 It was moved and seconded That a Fees & Charges Bylaw update be forwarded to both Maple Ridge and Pitt Meadows Councils in accordance with the 2009-04-09 report on this subject -noting that the new rates will be implemented effective January 1st, 2010. CARRIED Page 2 of 5 ) Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, April 9, 2009 4.2 Pitt Meadows Synthetic Sports Field Concept Plan Approval Mr. Boag provided an overview of the public information meeting held on March 26, 2009 which was to provide conceptual information and solicit input from the community regarding the proposed Pitt Meadows Secondary synthetic field project. Commissioner Mike Huber arrived at 5:55 p.m. R09-019 It was moved and seconded That the Pitt Meadows Secondary School Synthetic Sports Field concept plan be endorsed and forwarded to Pitt Meadows Council for final consideration. CARRIED 4.3 Pitt Meadows Arena Steering Committee Appointment Kelly Swift sought an appointment of a Commission member to the Pitt Meadows Arena Steering Committee and provided an overview. It was suggested that a member-at-large who is a resident of Pitt Meadows be appointed. R09-020 It was moved and seconded That Christine Smith be appointed to participate on the Pitt Meadows Arena Steering Committee. CARRIED 4.4 Commission Bylaw Amendment Kelly Swift provided an overview of the suggested bylaw amendment to establish a maximum number of consecutive terms an at-large member may be appointed to the Commission. R09-021 It was moved and seconded That a recommendation be forwarded to both Maple Ridge and Pitt Meadows Councils that an amendment be made to the Parks and Leisure Services Commission Bylaw to establish a maximum number of consecutive terms an at-large member may be appointed, in the form attached to the 2009-04-02 report on this subject. Discussion /terns 5.1 Tree Top Adventure Play Area Proposal (Ropes Course) -Next Steps Commissioner Craig Speirs provided an overview and advised of the two possible locations of the Tree Top Adventure Play area; Maple Ridge Park Campground and Albion Park. It was noted that Item 5.1 should be a Decision Item. R09-O22 It was moved and seconded That staff be directed to proceed with a public open house focusing on both the Maple Ridge Park Campground and Albion Park as potential locations for a commercial family oriented tree top adventure attraction, and further, that staff be directed to proceed with a request for proposals incorporating the criteria noted in the 2009-04-01 report on this subject taking into consideration the public input from the open house. CARRIED 5.2 Off Leash Dog Parks -Public Input -Next Steps David Boag advised that staff have been working on the planning process of an off-leash dog park and that an advertised Public Open House will be held at the Hammond Community Centre on Tuesday, April 21 for dog owners and non-dog owners. Mr. Boag provided an overview of the Open House format and advised that between Maple Ridge and Pitt Meadows there are 10,000 dog licences issued and 800,000 dog waste bags used ($14,000 -$16,000). Mr. Boag advised that research is being conducted regarding composting dog waste in the off-leash park area , compostable vs. biodegradable waste bags, and the idea of setting a precedent for a new dog park. 6. Commission Liaison Reports Page 4 of 5 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, April 9, 2009 8. Staff Liaison Reports Kelly Swift Ms. Swift advised that the Leisure Centre will be closed from August 24th through September 27th for boiler replacement. The new boiler will provide significant energy efficiency and savings to the building. Ms. Swift further advised that the tiles also require replacing and attempts are being made to have both projects completed at the same time to avoid a further lengthy closure. Ms. Swift provided an overview of bumping rights of the employees for positions during the closure and advised that notice is being given to the employees regarding the employment situation. Ms. Swift provided a brief overview of the upcoming Hearts at School Healthy Living Conference which will include the participation of over 300 Maple Ridge Grade 6 students. Ms. Swift circulated the Maple Ridge Historical Society Annual Report 2008 for review. David Boag David Boag advised that the new Maple Ridge Park playground has been extremely successful. He has received numerous emails and telephone calls regarding the new park with very positive comments. Commissioner Daykin Commissioner Daykin wished to relay a recent situation of a friend who attended the Leisure Centre who received extraordinary service from an employee. The gentleman was not feeling well when he arrived and after discovering he had forgot his wallet, the Leisure Centre employee arranged for a taxi and payment of the ride. The patron was very thankful and pleased by the exceptional service, ) as was the Mayor. Kelly Swift noted that she would relay the story on to the staff. 9. Question Period 10. Motion to Move into Closed Session R09-024 It was moved and seconded That the Parks and Leisure Services Commission move into a Closed Meeting pursuant to s. 242 (e) the acquisition. disposition or expropriation of land or improvements, if the Council considers that disclosure might reasonably be expected to harm the interests of the municipality; (h) litigation or potential litigation affecting the municipality CARRIED Adjourned -6:30 p.m. ~ Chairperson /Im Page 5 of 5
