Adoption of the Agenda R10-001 It was moved and seconded Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 1 of 7 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, January 7, 2010 That the Agenda for January 7, 2010 be adopted as circulated • Dave Rempel's announcement prior to Item 1.1 • Delete Item 6.4 • Add Item 5.2 February Meeting Date CARRIED Dave Rempel advised the Commission that this will be his last meeting as a member of Parks and Leisure Commission since other Board members will represent the School District. He indicated how much he had enjoyed being involved and thanked the other members for their commitment and welcome to him over the years. 1.1 Election of Commission Chairperson R10-002 Mike Murray opened calls for nominations for Chair & Vice-Chair and identified that the Commission had previously suggested a Member at Large should be considered for this role. He commended Christine Smith for the excellent job she did over the past year and expressed regret at her leaving the role. Kathie Ward nominated Angie Rowell and Cheryl Ashlie seconded the nomination and Angie Rowell accepted the nomination. Christine Smith nominated Ian Brown and Ian Brown accepted the nomination. Mike Murray called for any other nominations and there were none. It was moved and seconded That the Parks and Leisure Services Commission elect Angie Rowell and Ian Brown as Co-Chairs for the Parks and Leisure Services Commission for 2010. CARRIED Angie Rowell assumed the role of Chair for the remainder of the meeting. 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R10-003 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of December 10, 2009 be adopted as presented. CARRIED 3. Delegations 3.1 Pitt Meadows Historical Society Report, Ms. Leslie Norman Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of 7 / Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, January 7, 2010 3.2 Leslie Norman gave a presentation on the Pitt Meadows Historical Society and the Pitt Meadows Museum and archives. Mayor McLean advised that the City of Pitt Meadows owns Hoffman Park and the Society owns the Hoffman Garage and requested that staff look into the insurance requirements, ensuring the Society is appropriately indemnified by the City. Mike Murray noted that staff will look into the cross liability issues. It was confirmed that the Ghost Hunting (put on by Vancouver Paranormal Society) will take place on January 28th and the museum's website should have further information. Mike Murray introduced Eleanor Palis, who will be representing School District 42 on the Commission. He also mentioned that this will be Kathie Ward's last meeting as well as Dave Rempel and thanked both Commissioners Ward and Rempel for their service. He advised that the new School Board Chair, Ken Clarkson would be serving on the Commission as well beginning at the next meeting. Listen to Us, Mr. Tony Cotroneo, Youth Services Tony Cotroneo, Youth Services Coordinator, introduced Chelsa Meadus who was the Facilitator for the Listen to Us program. Chelsa then provided the Commission with background information on the Listen to Us program and introduced Laura Third, Jessica Lee and Adam Rieu who created the Listen to Us presentation. Ms. Meadus advised the Commission that the process included; creating a community asset map, the development of a youth engagement planning team, and holding two youth forums held in Pitt Meadows .. Laura Third and Jessica Lee we members of the youth engagement group and shared the Listen to Us presentation which summarized the priorities and improvement suggestions for youth from Pitt Meadows in the following key areas; play, live, work and volunteer, and why youth are proud to live in Pitt Meadows. Chelsa Mead us noted that the final report will be available in February 2010. Commissioner Kathie Ward suggested that the group share this presentation with the School Board. 3.3 Sports Tourism Strategy, Ms. Donna Bernard Lex Tierney introduced Donna Bernard from Flair Innovations who was contracted to develop a Sport and Outdoor Recreation Strategy for Maple Ridge and Pitt Meadows. Mr. Tierney also noted that the funding for this project was provided by the Union of BC Municipalities (UBCM). Donna Bernard provided a summary of the Sport and Outdoor Recreation Strategy, reviewed the fourteen recommendations and explained the process of developing the proposed branding with the Commission. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of 7 Maple Ridge and Pitt Meadows Parks & Leisure Services Com mission Regular Meeting Minutes -Thursday, January 7, 2010 Ms. Bernard noted that during this process it became clear the major asset for the communities is outdoor recreation and there is a wealth of opportunities that can provide an economic benefit. Feedback from the Commission included; ■ Remove the plastic bottle in the branding. ■ Establish a grid of trail heads and GPS mapping. Donna Bernard advised the Commission that communities are challenged financially to create infrastructure and you have to utilize what is existing as building new is not good for the environment. Ms. Bernard also noted that if you can fix, restore or rebuilt that's being environmentally conscientious. Mike Murray advised the Commission that the next step is for the Commission to receive the report and forward it to the Economic Development groups in Pitt Meadows and Maple Ridge since tourism will be administered by these groups. He noted there is definitely a cross connection with Parks and recreation but that the leadership role rests with the Tourism function. Mike Murray then reviewed the recommendation with the Commission. 4. Decision Items -nil 5. Discussion Items 5.1 R1O-OO4 R1O-OO5 Amendment Sports Tourism Strategy It was moved and seconded That the Parks & Leisure Services Commission receive the Sports and Outdoor Recreation Tourism Strategy, forward the report to both the Maple Ridge and Pitt Meadows Economic Development agencies and incorporate those recommendations which are applicable to the Parks & Leisure Services Commission into its operations as resources permit. Commissioner Cheryl Ashlie asked for an amendment to the recommendation forward the document at both councils and school board prior to it going before the Economic Development groups. It was suggested that a better route was to forward the document in draft to the Economic Development agencies first to allow them to provide input. It was moved and seconded That the Parks and Leisure Services Commission receive the draft Sports and Outdoor Recreation Tourism Strategy and forward the report to the Maple Ridge and Pitt Meadows Economic Development agencies for input prior to a final draft being presented to Maple Ridge and Pitt Meadows Councils and the School Board; and Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 4 of 7 ) Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, January 7, 2010 further, that the Commission then adopt and incorporate those recommendations contained in the adopted report which are applicable to the Parks and Leisure Services function into the Commission's operations as resources permit. MOTION AS AMENDED CARRIED 5.2 February 2010 Meeting Date Ian Brown requested that the February meeting date be moved as the current date is the night before the Olympics start. The Commission took a vote and agreed that the February Parks and Leisure Services Commission regular meeting date would be February 4, 2010 in the Blaney Room of Maple Ridge Municipal Hall. 6. Information Items 6.1 UBCM -Province Announces New Management Framework for Off Road Vehicles Mike Murray reviewed the letter from the UBCM announcing New Management Framework for Off Road Vehicles and how it will address supervision of off-roading vehicles. 6.2 6.3 Commissioner Christine Smith asked how this legislation would be enforced and monitored and Mike Murray confirmed that the only information that has been provided is in this announcement. Staff will need to follow up with the agencies who are typically responsible for crown land in particular to determine how they intend to enforce the rules. Letter from Maple Ridge Museum re New Project Letter from School District No. 42 re Museum Storage Space Mike Murray reviewed the letter from the School District with regards to the Museum storage space and noted that a final resolution has not yet been provided but this should be resolved soon. 6.4 Arena Update (Verbal Report) Kelly Swift provided an update on the Pitt Meadows Arena including; a final design has been approved by the architect, there is a construction management team in place, two strong candidates for the construction manager have been selected and the next step is to complete the detailed design budget and then go out to tender. 6.5 Master Plan -Tentative Dates for Public Open Houses (Verbal Report) Mike Murray provided an update on the Master Plan and advised that the dates for the Public Open House haven't been set yet (they have subsequently been established as Feb 3rd in Pitt Meadows City hall, February 9th in Whonnock at the Elementary School and February 11th in Maple Ridge Municipal Hall. Mr. Murray reviewed the process for having a Public Open House and noted that a copy of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 5 of 7 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regu lar Meeting Minutes -Thursday, January 7, 2010 Master Plan will be forwarded to the focus groups that participated in the beginning of this process to ensure that it has met their needs. R10-006 It was moved and seconded To receive the above information CARRIED 7. Commission Liaison Reports Angie Rowell advised the Commission that Human Resources and Skills Development Canada offers a Registered Disability Savings Plan in which a family can contribute $1500 per year and the government will contribute up to $3500. Commissioner Rowell asked the Commission how she can get this information to those that qualify. Commissioner Cheryl Ashlie advised that it would be a good idea to draft up this information and forward it to the Community Network. Kelly Swift advised that she will put Angie Rowell in touch with Shelley Jorde. Commissioner Angie Rowell also noted that Whonnock School has been purchased by Albion Church. Mike Murray advised that the Pastor has already contacted staff who are following up with him in terms of community use of the building. Commissioner Ashlie thanked Dave Rempel for all his work and dedication to the Commission. 8. Staff Liaison Reports Mike Murray noted that the first neighbourhood mini park in Silver Valley has come a long way and will be completed soon with the play equipment to be installed within the next month or so .. Kelly Swift noted that the Olympic Torch Relay is one month away (Feb. 8th) and there will be an early morning event in Memorial Peace Park . A similar event will be held in the Pitt Meadows Spirit Square later on in the same morning. Ms. Swift also noted that the Paralympic Torch Relay will be in Maple Ridge on Wednesday, March 10, 2010. 9. Question Period Commissioner Kathie Ward thanked the commission for seven great years on the Commission and noted that the Commission has done a phenomenal job of preserving the entities in our communities. 10. Motion to move into Closed Meeting R10-008 It was moved and seconded That the Parks and Leisure Services Commission move into a Closed Meeting pursuant to . 242(e) the acquisition. disposition or expropriation of land or improvements if the Commission considers that disclosure might reasonable be expected to harm the interests of the municipality.
