Adoption of the Agenda R10-031 It was moved and seconded That the Agenda for May 6, 2010 be adopted as circulated. CARRIED 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R10-032 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of April 8, 2010 be adopted as circulated. CARRIED 3. Delegations 3.1 Ms. Kathryn Baird, Events/Volunteer Coordinator -Special Events Update Kathryn Baird, Recreation Coordinator gave a presentation on the Community Special Events and Festivals program in Maple Ridge and Pitt Meadows and introduced Amelia Bowden, Darlene Slevin, and Shelley Jorde to the Commission. Darlene Slevin reviewed the objective; to work behind the scenes to ensure the volunteer event organizers have a great experien ce . Kathryn Baird reviewed the background, statistics of previous events, accomplishments and current projects with the Commission. Darlene Slevin advised the Commission that they have received a $9000 grant from the Municipal Insurance Association to improve site safety for both Spirit Squares; allowing for a distribution panel and a number of lit barricades to the equipment inventory. Ms. Slevin also noted that key organizers for the Pitt Meadows Day Parade and the Santa Clause parade are moving on to other initiatives and we have tried to capture their expertise into a manual as a future planning resource. Kathryn Baird reviewed the workshops and training that are available for volunteers to develop their skills in event planning. Amelia Bowden demonstrated the new events software that is available for both the District of Maple Ridge and the City of Pitt Meadows. Kathryn Baird thanked the Commission for their support and for being advocates for the volunteer program. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of 5 ) Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, May 6, 2010 4. 3.2 Roger Welsh & Lindy Sisson, Arts Council Update Roger Welsh provided background information on the Arts Council and noted that if the Commission ever has time at a future meeting for a performance that the Arts Council would love to contribute to this. Lindy Sisson provided information on the Artist in Residence program and reviewed the events of the last year with the Commission. Ms. Sisson noted that this has been quite a year of transition and change; with a few new programs, improving accessibility for the community and lobbying for evening programming. Ms. Sisson also noted that she is trying to bring new, diverse performing arts for all ages and tastes to The Act. Please note that Councillor Speirs joined the meeting at 7:22 p.m. Lindy Sisson advised the Commission that she is looking forward to working with the City of Pitt Meadows on a more expanded arts and culture program. Ms. Sisson noted that the Arts Council is responsible for administering the Artist in Residence program and introduced Kjaer Neletia Pedersen. Kjaer Neletia Pedersen provided background information on her and noted that she is grateful to be chosen as the Artist in Residence and is looking forward to giving back to the community. Ms . Pedersen reviewed some of the upcoming projects that she will be working on; creating a mural on the Maple Ridge Leisure Centre with teenagers from local schools, working with Candace Gordon on the Empty Bowls program. Lindy Sisson thanked the Commission for their support and confirmed that she will be making a presentation to the school board in the near future. Decision Items 4.1 Municipal-School District Master Agreement on Cooperation for the Joint Use of Facilities and Coordination of Services Mike Murray reviewed the staff report on the Municipal School District Master Agreement on Cooperation for the Joint Use of Facilities and Coordination of Services with the Commission. Mr. Murray noted that the changes to the agreements are mostly housekeeping as the principles make good sense. Mr. Murray then reviewed the proposed changes with the Commission. Ri0-033 Please note that Mayor Maclean and Mayor Daykin joined the meeting at 7:42 p.m. It was moved and seconded That the Master Agreement on Cooperation for the Joint Use of Public Facilities and Coordination of Services attached to the 2010 04 28 report on this subject be endorsed and forwarded to the two Municipal Councils and Board of Education for adoption. Discussion Item 5.1 Parks, Recreation and Cultural Plan -Prioritization Mike Murray provided an update on the Parks, Recreation and Cultural Plan and reviewed the prioritization process with the Commission. Mr. Murray noted that Council's ability to implement the list will be dependant on financial resources and guidance will need to come from Council and then we'll come back with a 10, 15, or 20 year plan. If the numbers don't work some things on the bottom of the list will fall off. Mike Murray then reviewed the input that was received from the public. Please note that Ken Clarkson left the meeting at 8:40 p.m. Mike Murray then reviewed each item from the "Items from the Draft Parks, Recreation and Cultural Master Plan Not included in Maple Ridge and Pitt Meadows Current Financial Plan" spreadsheet with the Commission. The Commission then broke into four groups to determine their top ten priorities from the itemized list. Please note that Councillor Speirs left the meeting at 8:50p.m. Mike Murray then reviewed the top ten prioritized items with the Commission.
