Commission, held in the Blaney Room at the Maple Ridge Municipal Hall, 11995 Haney Place, Maple

There being a quorum present, the Chair Ian Brown called the meeting to order at 7:02 p.m.
1. Adoption of the Agenda
R10-037 It was moved and seconded
That the Agenda for June 10, 2010 be adopted with the following addition;
Item 5.1 Complaint of dog feces on school grounds

3. Delegations
3.1 Maple Ridge Seniors Tennis Club
Roman Evancic President, Seniors Tennis Society of Maple Ridge thanked the
Commission for having the tennis courts at Thomas Haney refurbished and reviewed
the membership numbers with the Commission.
Roman Evancic advised the Commission that due to the diversity of this Society it is
essential to implement a structured program for this group. Mr. Evancic also noted
that this group plays Monday through Friday in the morning while other groups tend to
play in the evenings and weekends.
Roman Evancic reviewed the current agreement between the Society and Parks and
Leisure Services.
Please note that Mayor Don Maclean arrived at 7:17p.m.
Roman Evancic reviewed the benefits of the allotting four courts to the Seniors Tennis
Society and noted that the group is already using four of the five courts by default. Mr.
Evancic noted that the group appreciates the need to cooperate with other users of the
court and noted that the Senior's Tennis Society has always worked to accommodate
other user's needs.
Mr. Evancic reviewed the request to have the parking lot paved and advised the
Commission that the court is a liability issue for the Municipality as someone is going t o
end up hurting themselves on the court in it's current condition. Mr. Evancic also

noted that when the group plays in Maple Ridge there is no access to washrooms
which makes use of this court impossible.
David Boag advised the Commission that there is a work order in place to install a
screen along the parking lot of the tennis courts to prevent rocks being thrown on to
the courts.
3.2 Mr. & Mrs. Davidson -Re Boulevard Trees
Prudence Davidson, Maple Ridge resident, introduced herself and advised the
Commission that she has been battling with the Ash trees that are located on the
boulevard outside her home in Maple Ridge.
Mrs. Davidson advised the Commission that she applied for a permit to have the tree
removed and Jane Baile came out and looked at the tree and advised that the tree is in
a healthy state and should not be removed. Mrs. Davidson circulated photos of the
Ash trees to the Commission members.
Prudence Davidson explained the damage that the Ash trees cause to her property and
surrounding area and advised the Commission that she is asking permission to remove
the Ash trees that are located on the Boulevards on 228th street and replace them with
a tree of their choice (and approved by the District of Maple Ridge).
David Boag advised the Commission that the builder is required to maintain the trees
for a year after they are planted and then District staff prune the trees every three
years to ensure that pedestrians can walk under them.
Mike Murray advised the Commission that these trees are on Municipal property and
no planting or removal of trees can occur without approval from the District of Maple
Ridge.
3.2 Recreation Access -Shayna Funk-Larmor
Amelia Bowden and Shayna Funk-Larmor provided an overview of Recreation Access
and reviewed the highlights from 2009, how to remove barriers to ensure that we can
support as many people as possible and improve programs and services.
Shayna Funk-Larmor reviewed some of the current services that are provided to our
citizens along with the groups that assist with fund raising.
Amelia Bowden reviewed the accessible equipment and spaces that are available to
assist those with barriers and advised the Commission that staff works towards
removing these barriers by liaising with the Maple Ridge/Pitt Meadows Municipal
Advisory Committee on Accessibility Issues guidelines book; and reviewed some of the
initiatives that have been implemented from the Universal Design Guidelines for
Outdoor Spaces.
Shayna Funk-Larmor reviewed the Emotional Wellness and the Leisure Wellness
Programs with the Commission.

Amelia Bowden reviewed the Age Friendly Forum and Seniors Forums that measured
the level of age friendliness our community.
Councillor Speirs advised the Commission that this Sunday, June 13th is the Rick
Hansen Wheels in Motion event at the Pitt Meadows Recreation Centre.
Mandeep Bhuller noted that last year he spent a couple of months at the GF Strong
Centre which provided him with the opportunity to use a wide range of equipment. Mr.
Bhuller also noted that when he went to the Maple Ridge Leisure Centre for the first
time he had the opportunity to use the SciFit (Spinal Cord Injury) unit for the massage
chair and get a lot of gains that would not have been started without that machine.
Mandeep then thanked Shayna Funk-Larmor for the opportunity to use this machine.
4. Decision Items
4.1 Maple Ridge Seniors Tennis Club
R10-039
Shelley Jorde, Recreation Manager Community Connections, applauded the Senior's
Tennis Society for their efforts and increasing the aging opportunities for our
community. Ms. Jorde then reviewed the wish list that was received from the Senior's
Tennis Society with the Commission.
The Commission then reviewed the recommendation from staff.
David Boag advised the Commission that Parks Staff would be happy to provide keys to
the tennis club on the understanding that they ensure that the washrooms are locked
at the end of their games.
It was moved and seconded
That staff be directed to enter into an agreement with the Maple Ridge Seniors Tennis
Club for exclusive use of four of the Thomas Haney tennis courts for the months of
September through June and further that this agreement be reviewed at a later date if
membership numbers and/or circumstances warrant revisiting the agreement.

4.2 Request to Remove and Replace Boulevard Trees
R10-040
David Boag reviewed the staff recommendation with the Commission and noted that
removing these trees would be a significant loss to wildlife.
It was moved and seconded
That the request of Mrs. Davidson to have the existing Mountain Ash trees that are
located on the boulevards on 228th Street, removed and substituted with trees that
are chosen by the residents of the street be respectfully declined.

4.3 2010 Parks, Recreation & Cultural Plan Adoption
R10-041
Mike Murray reviewed the recommendation to adopt the 2010 Parks, Recreation and
Cultural Plan and consider adopting an implementation schedule that makes sense at
the time of the business planning process. Mr. Murray noted that the budget for the
plan gets completed at Council level.
Mike Murray confirmed that Council will review the full 2010 Parks, Recreation and
Cultural Plan along with a proposed implementation schedule.
It was moved and seconded
That a recommendation be forwarded to both the Maple Ridge and Pitt Meadows
Councils that the 2010 Parks, Recreation and Cultural Plan be adopted; and further,
that the Councils consider the development and adoption of an implementation
schedule for the initiatives identified in the plan with appropriate phasing and
financing during the 2011 business planning cycle.

5. Discussion Item
5.1 Complaint of dog feces on school grounds
R10-042
Councillor O'Connell advised the Commission that she has received a complaint with
regards to dog feces being found on Edith McDermott Elementary School property
grounds. Councillor O'Connell asked why there is no signage at this location and if it's
possible to fine dog owners who don't pick up after their dogs.
David Boag advised the Commission that an amendment needs to be done with
regards to the dog bylaw that will ban dogs from all athletic parks (including kids
playgrounds and soccer fields). Mr. Boag also confirmed that staff has started
patrolling the dykes for dogs off leash.
David Boag advised the Commission that staff will need to contact the School Board to
find out if our bylaw officers are authorized to ticket owners on their property.

That staff be directed to pursue the legal means by which we could enforce a no dog
rule on sports fields (kids playing fields and athletic parks).

5.2 Arena Update -Kelly Swift
Kelly Swift provided an update on the arena and as staff become more familiarized
with the building some of the priorities are being moved around and also noted that
operation of the services at the building will continue during construction to the best of
staff's ability.

Kelly Swift advised the Commission that repairing the roof is the top priority with a
proposed completion date of March 2011 and noted that a building permit went in to
City of Pitt Meadows this week. Ms. Swift noted that the people who provided the grant
came for a site tour last Friday and were pleased with how upgrades to the building
were progressing.
5.3 July meeting -Parks Tour
Mike Murray advised the Commission that at the July 8, 2010 meeting there will be a
couple of decision items and then a Parks Tour.
6. Information Items
6.1 Parks & Recreation Services 2009 Annual Report
Mike Murray advised the Commission that Ingrid Kraus produced the Parks &
Recreation Services 2009 Annual Report with input from staff in all departments, and
noted that it is a wonderful orientation tool for new staff.

7. Commission Liaison Reports
Councillor O'Connell noted that she attended the museum meeting last night in Pitt Meadows
and it was brought to her attention that the HRBC grant application process has had quite a
few changes to it; people in Calgary are reviewing the applications and making decisions on
who will receive funding. Councillor O'Connell passed on the information for staff to review.

That staff review the current requirements of the HRBC grants and report back to the
Commission with their findings.

8. Staff Liaison Reports
Kelly Swift advised the Commission that the Pitt Meadows Day event was a success; the
number of active things for young kids to do and the new businesses that participated made
for a successful event. Ms. Swift noted that the Seniors Tea is being held on Friday, June 11th.
David Boag advised the Commission that the Wild Play Adventure Park will be holding an
opening on July 12th with the official opening on July 15th.

Sue Wheeler advised the Commission that staff are gearing up for summer and youth services
and noted that funding was received through Service Canada.
Terri Smith noted that the racquetball courts were closed on the May long weekend. Kelly
Swift advised that a decision was made about 8 years ago to close the courts on dates that
had reduced attendance.
