Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R10-052 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of July 8, 2010 be adopted as circulated. CARRIED 3. Delegations Please note that Item 3.2 was dealt with prior to Item 3.1 3.1 Youth Services -Tony Cotroneo Tony Cotroneo, Recreation Coordinator for the Greg Moore Youth Centre gave a presentation to the Commission on "Youth Services". Highlights from this presentation included: • 5 day retreat to Lake Lovelywater with 24 youth • Movies in the Park • Ping Pong tables set up in Memorial Pea ce Park and Civic Square • Whonnock Drop In Program • Youth Action Park • Youth Park Mentorship Program • Pitt Meadows Music Nights • Pitt Meadows & Maple Ridge weekly hockey challenges • Late Night Initiatives • Bike Repair Program in partnership with the RCMP Tony Cotroneo advised the Commission that Youth Services commitment is to recreation with a major focus on physical activity. Tony Cotroneo provided an update on the proposed skate park in Pitt Meadows. Bruce McLeod noted t hat this might be covered in the Harris Road Parks Master Plan. 3.2 Children's Services -Shawn Matthewso n Shawn Matthewson, Rec reation Coordinator for Ch ildren's Serv ices gave a presentation to the Commission on "Children's Servi ces". Highlights from this presentation included: Maple Ridge and Pitt Meadows Parks & Leisure Services Comm ission Regular Minutes Page 2 of 7 ) Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, September 9, 2010, 2010 • Summer Day Camps; approximately 1700 children and youth attended summer programs. • 46 programs were available • Adventure Camp for 9-14 year olds; learnt to fish , hike, canoe, kayak, dragon boat, mountain bike, orienteer, skim board and sail. • Youth Futures Program; youth leadership program with 40 participants that learn valuable training to enable them to become employable in the future. • Many community events were attended this summer • Pre-school Programs; Mini-Mega Kids, T-Ball, Soccer camps, single day programs. • Active Kids Club will be in full swing in the fall with an emphasis on activity and healthy nutrition in partnership with School District 42 • Pitt Meadows Kids Gym Program. 3.3 Volunteer Appreciation Presentation -Kathryn Baird Kathryn Baird, Recreation Coordinator, Special Events and Volunteers gave a presentation to the Commission on the changes to the Volunteer Appreciation Program for 2011. Ms. Baird provided background information on the volunteer appreciation program; which ensures that volunteers feel personally appreciated and recognized for the specific role they are providing. Kathryn Baird noted that the Inter-municipal Task Team came up with the draft proposal which identified that it was important to keep everything that was successful and the only change will be that the coupons will be replaced with a "Volunteer Appreciation Gathering". Ms. Baird noted that this event could be a BBQ or similar event where Mayor and Council will be able to thank the volunteers personally. Please note that Shawn Matthewson and Tony Cotroneo left the meeting at 7:37 p.m . 4. Decision Items 4.1 Festival Support Policy R10-053 Kathryn Baird provided an update on the Festival Support Policy noting the following changes; double intake for dates on applications for funding, simpler grass roots application, improve planning templates, and tighten the definition of community events. It was moved and seconded That the revised Festival Support Policy dated September 9, 2010 be approved at the discretion of the sub-committee. CARRIED Commissioner Ashlie noted that on the policy page (page 4, item 8a) the word "respective" should be before the municipality Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of 7 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, September 9, 2010, 2010 Please note that Shelley Jorde and Kathryn Baird left the meeting at 7:41 p.m. 4.2 Outdoor Pools Condition Assessment Ri0-054 Ri0-055 Kelly Swift advised the Commission that Bruce McLeod, Manager, Parks and Open Spaces will walk the Commission through the development of the Harris Road Parks Master Plan to place a discussion about Harris Road Pool in context. Bruce McLeod, Manager, Parks and Open Spaces provided an update to the Commission on the Harris Road Parks Master Plan. Highlights of this review included; the development planning process, potential sites for a skate park, options for the pool facility. Kelly Swift advised the Commission that within the process Mr. McLeod has gathered some public input and the next step will involve a steering committee to review all the possible options. The Commission discussed the proposed Harris Road Park Master Plan in length. Michael Millward, Facilities Operations Manager, reviewed the Outdoor Pools Condition Assessment staff report with the Commission. Kelly Swift confirmed that the final decision regarding the outdoor pool will be made by the City of Pitt Meadows' Council as this is a capital project. Kelly Swift confirmed that all background information on this report will be provided to Pitt Meadows Council for review. It was moved and seconded That the recommendation to permanently close the Harris Road Park Pool be endorsed and forwarded to Pitt Meadows Council for final consideration. DEFEATED It was moved and seconded That the Outdoor Pools Condition Assessment report be forwarded to Pitt Meadows Council for information and direction to staff. CARRIED Please note that Michael Millward left the meeting at 8:20 p.m. 4.3 Pitt Meadows Artificial Turf Field -Proposed Field Name Bruce McLeod, Manager of Parks and Open Spaces, reviewed the Pitt Meadows Senior Secondary Sports Field Naming staff report with the Commission. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 4 of 7 ) Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, September 9, 2010, 2010 R1O-O56 R1O-O57 Commissioner Ashlie would like to see the word "school" in the name to identify that the ownership is to Pitt Meadows High school. Commissioner Dueck advised that this should be forwarded to the School District for their review and comments. Kelly Swift confirmed that the typical process is to advise the School District in advance, and this step will be completed. Commissioner Bing advised that he preferred the field be identified as the communities field. Kelly Swift advised the Commission that the official opening of the field is Saturday, October 16th. It was moved and seconded That the Maple Ridge and Pitt Meadows Parks and Leisure Services Commission recommend to the City of Pitt Meadows, that the artificial turf sports field at Pitt Meadows Secondary School be named "Pitt Meadows Community Sports Field". CARRIED OPPOSED: Commissioner Ashlie, Commissioner Clarkson, Commissioner Dueck It was moved and seconded That the Maple Ridge and Pitt Meadows Parks and Leisure Services Commission recommend to the School Board, that the artificial turf sports field at Pitt Meadows Secondary School be named "Pitt Meadows Community Sports Field". CARRIED 4.4 Appointing a Co-Chair (verbal) R1O-O58 Kelly Swift advised the Commission that Angie Rowell stepped down a few months ago and would look to assign either a Co-Chai r or Vice-Chair to assist with running meetings. It was moved and seconded That Terri Smith be appointed as Vice-Chair of the Parks & Leisure Services Commission. CARRIED 5. Discussion Items 5.1 Business Plan -October Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 5 of 7 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, September 9, 2010, 2010 6. The Commission agreed to start at 6:00 p.m. on October 14th in Pitt Meadows for the Business Planning meeting. Information Items 6.1 R10-059 Volunteer Appreciation Program It was moved and seconded That the above information items be received. 7. Commission Liaison Reports Commissioner O'Connell CARRIED Commissioner O'Connell noted that there is an information session on October 9th between 9:30 -11:30 a.m. for the Share Coupons that sell for $2 each and noted that these coupons allow the Food Bank to double the amount of food they can purchase. Commission members are encouraged to email Commissioner O'Connell if they would like more information. Commission O'Connell also provided information on the Dragon Boat Lunch and Wine event and noted that tickets will be $40 per person and those attending will receive a tax receipt. Commission members interested in attending this event are encouraged to email Commissioner O'Connell for more information. 8. Staff Liaison Reports Kelly Swift Kelly Swift provided an update on the Pitt Meadows Arena upgrades and noted that construction is well under way. Ms. Swift also noted that the Steering Committee is currently reviewing four proposals for operators. David Boag David Boag provided an update on the Pitt Meadows Synthetic Field which has been open for two weeks and Mr. Boag noted that the Pitt Meadows Soccer Club is delighted with the new field. Bruce McLeod Bruce McLeod noted that the Pitt Meadows Synthetic Field has been used for two weeks and the lights have been on and there have been no complaints to date. 9.
