3. Delegations
3.1 North Bonson Dog off Leash Park
Correspondence has been received by Pitt Meadows Council from two of the residents who
reside across the street from the dog off leash area located at North Bonson Park. The
residents have requested that:
(a) the gate to the off leash park that is adjacent to their homes be removed, and
(b) that an off street gravel parking lot be established within the off leash area so that cars
will no longer need to park across the street from their residence, so that parking along
the street would largely be limited to overflow parking in the future.
Mr. Bill Dingwall and Ryley & Dayna Dingwall attended the meeting to speak to the concerns
raised in their letter. Mr. Bill Dingwall addressed the Commission and outlined the problems
residents living across from the park are now experiencing since the dog park opened.
The level of noise, amount of traffic, parking, ba rking, car alarms and car locks beeping, car
doors slamming, dogs running across the road into yards and onto lawns without a leash,
vehicles turning around in private driveways, and conversations being held as people
congregate have all impacted the quality of life and tranquility of what was once a quiet
residential street. This carries on from dawn to dusk.
The residents are not opposed to the dog park and appreciate that one is needed in the
community however, the impact on the residents has been significant and they are looking
for a solution to minimize the disruption to the neighborhood. The residents offered a
proposed solution that a gate be installed at the north end and include a small parking lot
and eliminate the gate at Blakely. They also suggested that a gravel lot could be added as a
temporary measure and pave in the future as part of the Pitt Meadows business plan.

4.1 Albion Planning Charette Process
Kelly Swift provided information on the public meetings on October 21 and 22 and invited
the Commission members to attend. Commissioner Bhuller expressed an interest and Ms.
Swift will forward the details of the meetings to him.
Please note that Item 4.2 was dealt with prior to Item 4.1
4.2 North Bonson off Leash Park

Mr. David Boag spoke to the staff recommendation and expressed concern that by simply
moving the gate to another location will create a problem for residents that live in that area
and walk to the park and would prefer to work towards a compromise for all residents. A
discussion followed.
It was moved and seconded
That staff be directed to install an additional double gate entrance at the north end of
Blakely Road to reduce the number of vehicles that are likely to park adjacent to the
residents who have expressed a concern in this regard.

The motion was amended as follows:

That this item be tabled and staff directed to organize a meeting with all residents living in
the neighborhood of the park to discuss the issues and options and find suitable solutions
that will meet the needs of all residents living by the park and visitors to the park.

4.3 2011 Business Plans -Community Development, Parks & Recreation (CDPR)

Kelly Swift introduced the draft plans and indicated that the vision and goals of the Parks,
Recreation and Cultural Master Plan are now spread throughout the plans. The
Administration, Recreation, Parks, Facilities & Open Space, and Community Services
department plans were reviewed by the Directors using a PowerPoint presentation. A
discussion followed and questions by the Commissioners addressed.

That the draft 2011-2015 Parks and Leisure Services Business Plan be endorsed noting
that finalization of the plan is subject to adoption by Maple Ridge and Pitt Meadows
Municipal Councils.

6. Information Items
6.1 Golden Harvest Event
Kelly Swift invited the Commission to attend the event on Oct. 15.
6.2 Commission Evaluation
Each year the Commission is asked to complete the evaluation and a copy of the form was
circulated with the agenda package. Commission members were asked to complete the form
and return them to Ms. Swift.
6.3 Newspaper Ad Commission-At-Large Vacancies
Kelly Swift reported that there were three Citizen-At-Large vacancies for Maple Ridge. A
newspaper ad has been placed and the information is on the municipal website.
Applications will be accepted until October 25 and interviews will then be scheduled with
Maple Ridge Council members on the Commission.

7. Commission Liaison Reports
Terri Smith

Terrie noted that she Is coordinating a fundraiser on February 26, 2011 for the Asante Centre
for Fetal Alcohol Syndrome at the PM Family Recreation Centre. This will be a spin-a-thon and
four teams have already entered. A number of other fun events and displays will be part of the
event and she is looking for team captains from the Municipality and the School District. Each
team will be asked to raise a minimum of $1,000.
Gwen O'Connell
Gwen noted that she received an email from a resident inquiring into whether, if it is even
viable, has consideration ever been given to level an uneven playing field in the South Bonson
area to make better use of the field. The inquiry will be directed to the Parks staff for follow up
and response.
Craig Speirs
Craig noted that Mr. Don Merkley has passed away.

Sue Wheeler
Sue noted that this is Homelessness Awareness week and the Caring Place is hosting a Spa Day
on October 15 and there will be a Chilli lunch from 11:30-1:30 at the Arts Centre. Both events
are to raise awareness of homelessness in our community.
Bruce McLeod
Bruce noted that the Pitt Meadows Community Sports Field grand opening is on Saturday,
October 16 from 10:00-10:30 a.m. Everyone is invited to attend and the program will include
speeches, the unveiling of the plaque, ribbon cutting, demonstrations by the sports
organizations and refreshments.
Christine Smith
Christine noted that the Chamber is holding their Business Excellence Awards on November 4
which confl icts with the next Commission meeting. Commissioners Maclean and Bing indicated
they would not be able to attend on November 4. Ingrid Kraus will poll the members to confirm
that there will be a quorum for the November meeting.
