Adoption of the Agenda R11-001 It was moved and seconded That the Agenda for January 6, 2011 be adopted with the following additions; • Add Item 1.1 Appointment of Chair and Vice-Chair • Delete 6.3 Seniors Centre (verbal update) CARRIED Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes - Thursday, January 6, 2011 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of 5 1.1 Appointment of the Chair and Vice-Chair R11-002 It was moved and seconded That Ian Brown be appointed as the Chair and Terri Smith be appointed as the Vice- Chair for the 2011 term. CARRIED 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R11-003 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of November 4, 2010 be adopted CARRIED Please note that Eleanor Palis joined the meeting at 7:07 p.m. 3. Delegations - None 4. Decision Items Please note that Item 4.2 was dealt with prior to Item 4.1 4.1 Festival Sub-Committee Formation Kathryn Baird advised the Commission that a sub-committee needs to be formed to review the festival funding applications. Ms. Baird reviewed the time commitment for this project. Ian Brown, Ernie Daykin, Christine Smith and Bonny Klovance (with Terri Smith as a backup) volunteered to participate on the sub-committee to review festival funding applications. R11-004 It was moved and seconded That a sub-committee comprised of three Citizen-at-Large members, Council representatives and one staff be formed to review Festival Funding applications and bring forward recommendations for consideration by the Commission. CARRIED Please note that Shelley Jorde and Kathryn Baird left the meeting at 7:17 p.m. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes - Thursday, January 6, 2011 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of 5 4.2 North Bonson off Leash Park David Boag provided an update on the North Bonson Off Leash Dog Park and reviewed the staff report dated November 30, 2010. Mr. Boag advised the Commission members that further correspondence has been received from Ms. Dingwall requesting that the existing fence be moved 200 feet to the east. It was suggested that information be sent out when dog owners renew their dog’s license. David Boag confirmed that this will be done once there has been more education provided to current users of the parks. David Boag confirmed that once the bylaw has been amended there will be bylaw officers patrolling the dog off leash parks. Councillor O’Connell advised that introducing a volunteer program might assist in providing education to those using the dog parks and noted that signage is integral to making these parks a success. David Boag advised the Commission that users of the Volker Off Leash Dog park have requested more trees be planted at the park and noted that the neighborhood is interested in a tree planting process. R11-005 It was moved and seconded That staff be directed to add a West fence line of the North Bonson off leash fence 100 ft. to the East, and install an additional double gate entrance at the north end of the new off leash boundary fence to reduce the number of vehicles that are likely to park adjacent to the residents who have expressed a concern in this regard and further, That the existing 3 ft. fence be left in place, with the original gateway openings being re-established to provide multiple access points into the park, thereby restricting any vehicle movement in this area of the park. R11-006 Amendment It was moved and seconded That the following text be added after the word “park”: “to be reviewed and monitored for a period of 3 months by staff and report back to Commission with their findings”. Discussion Items 5.1 South Bonson Fee Structure Don Cramb reviewed the South Bonson Community Centre Fees and Charges staff report dated December 13, 2010, along with the design criteria for the community centre. Don Cramb is working to staff the facility if possible and reviewed the LEED Gold certification requirements for the building along with the next steps for the project. R11-007 It was moved and seconded That this report be received for information. CARRIED 5.2 Commission Evaluation Kelly Swift reviewed the Commission Survey Results with the Commission and noted that if anyone has any questions or needs more information on any topic to please call her. Kelly Swift reviewed a few key topics from the survey with the Commission. 6. Information Items 6.1 Harris Road Pool (verbal update) Michael Millward provided an update on the Harris Road Pool and noted that Pitt Meadows Council has authorized repairs to the pool up to $80,000 and if the pool tank is compromised staff is to stop work and report back to Council. Mr. Millward noted that work will hopefully start by March 2011 to ensure that the work is completed prior to the summer swimming season opening. 6.2 Pitt Meadows Arena (verbal update) Michael Millward provided an update on the Pitt Meadows Arena. Mr. Millward reviewed pictures of the updates that have taken place and the next steps for the project. Kelly Swift advised the Commission that the really big elements are completed and what we’ll see going forward will be completed quickly as we are moving into an easier phase of this project. Kelly Swift noted that staff will provide a budget report on the Pitt Meadows Arena that will go forward to Council. Michael Millward advised that the target for completion is March 31, 2011. 6.3 Pitt Meadows Seniors Centre (verbal update) 6.4 Parks Commission – 2011 Meeting Schedule 6.5 BCRPA Correspondence Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes - Thursday, January 6, 2011 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 5 of 5 6.6 Article: The Power of Farmer’s Markets by Municipal World R11-008 It was moved and seconded That the above items be received. CARRIED 7. Commission Liaison Reports Terri Smith Terri Smith advised the Commission that there will be a “Spin-a-thon” on Saturday, February 26, 2011 between 6am – 6pm to raise funds for The Asante Centre in Maple Ridge. 8. Staff Liaison Reports David Boag David Boag provided an update on the Volker Park signage and noted that staff is dealing with the situation as best as they can. 9. Question Period - Nil 10.
