Adoption of the Agenda R11-010 It was moved and seconded That the Agenda for February 10, 2011 be adopted with the following additions; • Item 3.2 will be dealt with prior to Item 3.3 CARRIED 2. Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting R11-011 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of January 6, 2011 be adopted as circulated. Please note that Judy Dueck is no longer a Council representative on this Commission and therefore was not absent from the January 6, 2011 meeting. CARRIED Please note that Eleanor Palis joined the meeting at 7:07 p.m. 3. Delegations 3.1 Ms. Leslie Norman & Ms. Annette Code – Pitt Meadows Museum & Historical Society Annual Report Update Leslie Norman gave a presentation on the Pitt Meadows Museum and Historical Society. Please note that Annette Code and Leslie Norman left the meeting at 7:15 p.m. Please note that Item 3.3 was dealt with prior to Item 3.2 3.2 Mr. Romeo Marquez RE: Volker Park – Dog Off Leash Area Romeo Marquez a resident in the surrounding area of Volker Park suggested to the Commission that the dog off leash area that is located at Volker Park should be moved due to the following reasons; safety of the children that use the park due to dogs being unleashed before they enter the park, noise levels due to the dogs barking, debris left at the park, lack of use by the neighboring school students, and the condition of park (described as a mud pit). Please note that Item 3.2 was dealt with after Item 3.3 3.3 Mr. Chris Begg, PM Soccer RE: High Performance League Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes - Thursday, February 10, 2011 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of 6 Chris Begg provided the Commission with an update on the proposed High Performance League that is being formed between the Golden Ears United Soccer Club (GEUSC) and the Pitt Meadows Soccer Club. Mr. Begg advised the Commission that a bid has gone forward and the clubs are waiting for the announcement on February 15th as to who the successful applicants will be. Mr. Begg also noted that the creation of this league would allow for more competitive teams and resource sharing. David Boag, Director of Parks and Facilities advised the Commission that the letter of endorsement was from the Director of Parks and Leisure Services and not the Commission. However a letter was also sent from both Mayors endorsing this proposal. Please note that Chris Begg left the meeting at 7:32pm 4. Discussion Items 4.1 Volker Park Dog Off Leash Area In response to Mr. Marquez’s claim that dogs are being unleashed before getting into the dog park and Mr. Gail’s mention of dogs barking in the early morning before the park is open, Councillor Speirs noted that these types of issues are a result of some dog owners not following the rules. David Boag responded that he would follow up with the SPCA to request support with enforcement. Councillor O’Connell asked for confirmation that signage on park hours and rules of use are in place and David Boag confirmed that they are. Kelly Swift noted that the first step in creating dog parks was to establish the dog park sites and clarified that we are now in the next step of this work, which is to add amenities that improve the experience for dog park users and work with neighborhoods to minimize any unanticipated, negative impacts that have arisen. Commission agreed to continue on with this implementation plan. Please note that Romeo Marquez left the meeting at 8:10 p.m. 5. Decision Items 5.1 Parks By-Law Amendment Darlene Slevin reviewed the staff report dated January 26, 2011 entitled “Parks Bylaw Amendment” with the Commission. R11-012 It was moved and seconded That a recommendation be forwarded to Maple Ridge Council to amend the Parks Bylaw No. 2961-1981 to revise the list of acceptable sites to include Memorial Peace Park. CARRIED Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes - Thursday, February 10, 2011 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 4 of 6 5.2 Festival Grant Approvals (to be circulated under separate cover) Kathryn Baird reviewed the staff report dated February 7, 2011 entitled “Festival Support Recommendations”. Christine Smith reviewed the 2011 “Festival Support Review” with the Commission. It was confirmed that the Maple Ridge Santa Parade, the Pitt Meadow’s Christmas in the City and both Remembrance Day Ceremonies will be expected for the second intake of Festival Funding requests. Shelley Jorde advised the Commission that the sub-committee noticed a big difference in the quality of applications that were received this year along with less reliance on this group for funding. R11-013 It was moved and seconded That the festival support allocations for 2011 be approved as noted in the summary developed by the Parks and Leisure Services Commission Festival Support sub- committee, attached to the 2011-02-07 report on this subject. CARRIED 5.3 Annual Admissions & Facility Rental Rate Review Diane Chamberlain reviewed the staff report dated February 1, 2011 entitled “Annual Admission and Facility Rental Rate Review” with the Commission. Diane Chamberlain advised the Commission that meeting rooms are typically used by non-profit groups and those groups get the rooms free of charge. Diane noted that the room rental rate shown for private groups would result in an annual increase of approximately $50. Councillor Morden asked whether the rental rates for Hammond Community Centre were accessible to the local neighbourhood. Diane Chamberlain clarified what the rate would be for a regular user group. Diane Chamberlain also advised the Commission that Hammond Hall is currently being used by a commercial group between 6am – 6pm and is not highly used on the weekends or nights by non-profit groups. Kelly Swift advised that staff are in the process of reviewing programs that operate within this facility and will ensure that there are opportunities for residents to participate in their neighbourhood. Kelly Swift also noted that currently we are operating at capacity in most rental facilities and all equipment is included. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes - Thursday, February 10, 2011 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 5 of 6 R11-014 It was moved and seconded That a Fees & Charges Bylaw update be forwarded to both Maple Ridge and Pitt Meadows Councils in accordance with the 2011-02-01 Commission meeting report on this subject – noting that the new rates will be implemented effective 2012-01-01. In addition, Commission directs staff to bring forward the fees and charges policy for review in the next business cycle to address the issue of private and commercial rental rates being below market value. CARRIED Please note that Shelley Jorde, Kathryn Baird, Darlene Slevin, Diane Chamberlain, and Don Cramb left the meting at 8:45 p.m. 5.4 Canadian Heritage Grant Applications – Delegation of Signing Authority Kelly Swift reviewed the staff report dated February 2, 2011 entitled “Canadian Heritage Grant Applications Delegation of Signing Authority” and advised the Commission that this resolution will allow her to have signing authority on funding requests made to the Department of Canadian Heritage for Canada Day Celebrations. R11-015 It was moved and seconded That Kelly Swift be authorized to submit a funding request to the Department of Canadian heritage in relation to the Celebrate Canada Program for organizing activities to celebrate National Aboriginal Day, Canadian Multiculturalism Day and Canada Day. CARRIED 6. Information Items 6.1 Letter: School District No. 42 Re Trustee Appointments Kelly Swift welcomed Stepan Vdovine who is a School Board Trustee to the Commission. R11-016 It was moved and seconded That the above items be received. CARRIED 7. Commission Liaison Reports Gwen O’Connell Commission O’Connell noted that the Pitt Meadows Museum “Museum Sundays” information pamphlet is a good resource. Staff Liaison Reports 8.1 Listen to Us Report & Presentation – Mr. Tony Cotroneo Tony Cotroneo, Recreation Coordinator, reviewed the “Listen to Us” presentation with the Commission which was a comprehensive needs assessment completed by the youth of Pitt Meadows. Tony Cotroneo advised the Commission that since this forum took place that participation numbers have significantly increased in Pitt Meadows Youth Programs, thereby engaging youth in planning their own initiatives and solutions to the issues that were identified.. R11-017 It was moved and seconded That the staff report on the Listen to Us Youth Input Implementation be accepted as information. CARRIED 9. Question Period - Nil 10.
