The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure Services
Commission, held in the Blaney Room at the Maple Ridge Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia, on Thursday, March 10, 2011 at 7:00 p.m.

3. Delegations
3.1 Ms. Val Patenaude, Maple Ridge Historical Society Presentation
Ms. Faye Isaac, Society Member, gave a presentation on the Maple Ridge Historical
Society which provided a review of the 2010 year at the Maple Ridge Museum.
Please note that Eleanor Palis joined the meeting at 7:04 p.m. and Mayor Don MacLean joined the
meeting at 7:05 p.m.
Ms. Allison White, Curator, reviewed how the museum has changed in the past year.
Ms. Val Patenaude, Director of the Museum, reviewed some of the archives that are
located at the museum along with the 2011 Plans for the Historical Society.
Please note that Faye Isaac, Allison White and Val Patenaude left the meeting at 7:18p.m. Please
note that Stepan Vdovine joined the meeting at 7:20 p.m.
3.2 Ms. Lindy Sisson, Executive Director, Arts Council and Arts Council Centre Theatre
Presentation
Lindy Sisson, Executive Director, Arts Council, advised the Commission that Fred
Armstrong, President of the Arts Council, will be presenting the Strategic Plan for the Arts
Council which was created this past year.
Fred Armstrong presented The Arts Council’s Strategic Plan to the Commission.
Strategic Business Plan Highlights:
• Further diversification of Arts programming
• Increase the profile of the Maple Ridge Art Gallery
• Build Public Awareness & participation
• Provide excellence in customer service, community engagement, and artistic
integrity.

Lindy Sisson handed out the Arts Council’s Strategic Plan to the commission members.
3.3 Ms. Kathryn Baird, Community Group Survey Presentation
Kelly Swift advised the Commission that the Community Group Survey is part of a 3 year
research cycle that P&LS follows. This includes the Citizen Satisfaction Survey (2008),
Service Quality Research (2009), and Community Group Research (2010). This research
cycle is repeated every 3 years.
Kathryn Baird reviewed the Community Group Satisfaction Survey 2010, which measures
community groups satisfaction with current levels of support and allows P&LS to identify
the current services that are most effective as well as areas where groups would benefit
from additional services or support.
Kelly Swift advised the Commission that survey findings will be used in developing 2012
Business Plan actions.

4. Decision Items
4.1 Artist in Residence Fee for Service
Shelley Jorde, Recreation Manager, reviewed the staff report dated March 10, 2011
titled “Artist in Residence Renewal 2011” with the Commission.

That the MR/PM Parks and Leisure Services Commission approve the proposed arts
program, and extend the contract for the Artist in Residence (Ms. Kjaer Pedersen) to
June 30, 2012

4.2 YAP (Youth Action Park) Concept Plan
Bruce McLeod, Manager of Parks & Open Spaces, reviewed the staff report dated March
10, 2011 titled “Concept Plan for the Pitt Meadows Youth Action Park” with the
Commission.
Bruce McLeod reviewed the design concept plans for the Pitt Meadows Youth Action Park
with the Commission.

That the concept plan presented at the March 10, 2011 Parks and Leisure Services
Commission as prepared by Van der Zalm and Associates for the Pitt Meadows Youth

Action Park at Harris Road Park, be endorsed and forwarded to Pitt Meadows Council
for final approval.

4.3 Endorsement of an Equestrian Trail on an Open Road Allowance
Bruce McLeod, Manager of Parks & Open Spaced, reviewed the staff report dated March
10, 2011 titled “Equestrian Trail 11700 Block of 260 Street” with the Commission.
R11-023 It was moved and seconded
That a request to add the trail in the 260 Street right of way from 116 Avenue north for a
distance of 400 metres to the equestrian trail network be endorsed and forwarded to
Maple Ridge Council for approval.

4.4 BC Seniors Games Bid - 2014
Shelley Jorde, Recreation Manager, reviewed the staff report dated March 10, 2011
titled “BC Seniors Games Bid with the Commission.
R11-024 It was moved and seconded
That a recommendation be forwarded to both Maple Ridge and Pitt Meadows Councils
that Maple Ridge and Pitt Meadows Parks and Leisure Services respectfully decline the
opportunity to bid to host either the 2013 or 2014 BC Seniors Games.

5. Information Items
5.1 Community Group Survey
Please note that this Item was dealt with under Item 3.3
5.2 PM Senior’s Centre – verbal update
Shelley Jorde provided a verbal update on the Pitt Meadows Senior’s Centre and reviewed
the plans and the next steps for the new centre.
5.3 Harris Road Pool Update – verbal update
Michael Millward provided a verbal update on the Harris Road Pool repairs. Mr. Millward
also advised that the project is still on track for the allotted funds and the repairs should be
finished in the next three weeks.

5.4 BCRPA Conference Information
Kelly Swift advised the Commission that the BCRPA 2011 Symposium will be held on May
11-13 in Richmond and noted that the Commission has budgeted to send three
Commission members and three staff to this conference.
Please note that Bruce McLeod left the meeting at 8:45 p.m.
5.5 Rick Hansen “Many in Motion” Event – verbal update
Shelley Jorde advised the Commission that the Rick Hansen Many in Motion Tour will take
place on May 16, 2012 with a relay starting in St. Johns and making its way across Canada.
Ms. Jorde noted that the tour will include Pitt Meadows and will stop in Maple Ridge for an
end of journey party.
5.6 Cultural Mapping Update – verbal update
Shelley Jorde provided an update on the Cultural Mapping project which will establish an
inventory in Arts and Culture programs in both communities. Ms. Jorde also invited
Commission to add a representative to the Steering Committee for this project. No member
was confirmed.
5.7 Christine Smith, resignation
Kelly Swift reviewed an email that was received from Christine Smith, Citizen at Large
Commission Member for the City of Pitt Meadows notifying the Commission of her move to
Maple Ridge which in effect means that she can no longer represent Pitt Meadows on the
Commission.

That the above items be received.

6. Commission Liaison Reports
Terri Smith
Terri thanked Kelly Swift for organizing a team for the Spin-a-thon and also thanked Darlene
Slevin, along with all of Parks and Leisure Service for their support and efforts to make the
event a success.
Eleanor Palis
Eleanor noted that Pitt Meadows Secondary School will be having its 50th Anniversary on
September 30, 2011.

7. Staff Liaison Reports
Shelley Jorde noted that the Maple Ridge Heritage Tea will take place on April 2nd and the Pitt
Meadow’s Heritage Tea will take place on April 16th.
Kelly Swift distributed the Maple Ridge and Pitt Meadows Parks and Leisure Services 2010
Annual Report to all Commission Members. Ms. Swift also noted that Westminster Savings
Credit Union is having their grand opening on Saturday, March 12th at 11:30 am and will be
announcing their sponsorship of free family swims at the Leisure Centre.
