The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure Services
Commission, held in the Meadows Room at the Pitt Meadows Municipal Hall, 12007 Harris Road, Pitt
Meadows, British Columbia, on Thursday, May 12, 2011 at 7:00 p.m.

There being a quorum present, the Chair called the meeting to order at 7:06 p.m.
1. Adoption of the Agenda
R11-034 It was moved and seconded
That the Agenda for May 12, 2011 be adopted with the following amendments;
• Item 5.1 was renumbered to Item 4.1

Meeting

That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission
Regular Meeting of April 14, 2011 be adopted as circulated.
Please note that School District No. 42 Trustee, Stepan Vdovine was absent from the April 14,
2011 meeting.

3. Delegations
3.1 Ms. Christa Balatti, Recreation Manager, Health and Wellness, H&W Update
Ms. Christa Balatti, Recreation Manager of Health and Wellness provided an update on
the Health and Wellness Department.
Please note that Eleanor Palis joined the meeting at 7:14 p.m.
3.2 Mr. Bruce McLeod, Manager Parks & Open Space – North Alouette River Greenway
Mr. Bruce McLeod, Manager Parks & Open Space provided an update on the North
Alouette River Greenway project which included the installation of a new bridge along
with improvements to the Vernon Bridge.
4. Decision Items - Nil
4.1 School District No. 42 & PLS Master Agreement Outcomes
Ms. Sue Wheeler, Director of Community Services, reviewed the staff report dated May
12, 2011 titled, School District No. 42 – Parks and Leisure Services Master Agreement
Outcomes with the Commission.
That the report titled School District No. 42 – Parks and Leisure Services Master
Agreement Outcomes be forwarded to Maple Ridge and Pitt Meadows Councils for
information.

4.2 Core Area Park Update – Verbal Report

Mr. Bruce McLeod reviewed the staff report dated May 12, 2011 titled “Core Area Park
Concept Plan” with the Commission.

That the concept plan dated May 3, 2011 as prepared by Durante Kreuk Ltd. and titled
Core Park be endorsed.

5. Discussion Items
5.1 Equi-Sports Centre Agreement Update – Verbal Report
Mr. David Boag, Director of Parks and Facilities, provided a verbal report on the Equi-
Sports centre Agreement and noted that there should be a proposed agreement for the
next meeting.
5.2 Haney Horsemen Agreement Termination Notice – Verbal Report
Mr. David Boag, Director of Parks and Facilities provided a verbal report on the Haney
Horsemen Agreement Termination Notice that has been received and noted that as of
June 15, 2011 the Haney Horsemen will not be completing any maintenance or
inspections of the horse trails.

That staff obtain legal advice pertaining to the maintenance of the horse trails and that
the findings are presented to the Haney Horsemen Club.
And that Staff forward this information on to both Councils for information.

6.2 District of Maple Ridge 2010 Citizens Report

7. Commission Liaison Reports

Commissioner Gwen O’Connell noted that the Community Garden Society in Pitt Meadows has
been invited to the PNE to put on an exhibit on Community Gardens.
8. Staff Liaison Reports
Mr. David Boag advised that on Monday, May 16th between 7:00 - 9:00 p.m. in the Fraser Room
of the Maple Ridge Library there will be an open house regarding the piece of land adjacent to
Memorial Peace Park. Two questions will be asked of residents and businesses; should this site
be developed into a family themed public space or should this site be developed as mixed use
commercial development?
Mr. Bruce McLeod advised the Commission that the Core Park Area Concept Plan information
session will be held on Wednesday, May 18th between 5:30 – 7:00 p.m. in the Council Chambers
foyer and also noted that construction has started on the Webster’s Corner park site.
