The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure Services
Commission, held in the Meadows Room at the Pitt Meadows Municipal Hall, 12007 Harris Road,
Pitt Meadows, British Columbia, on Thursday, June 9, 2011 at 7:00 p.m.

3. Delegations
3.1 Ms. Sandra Caddo, Pitt Meadows Seniors Advisory Committee – Senior’s Centre
Planning Sub-Committee
Shelley Jorde gave a presentation on the Pitt Meadows Seniors Advisory Committee
and advised that the Committee was nominated for an Accessibility Award last
week.
Ms. Sandra Caddo, Pitt Meadows Seniors Advisory Committee reviewed the plans for
the Senior’s Centre which included; the facility, the partnership which includes (City
of Pitt Meadows, Parks & Leisure Services, Pitt Meadows Seniors Society, Ridge
Meadows Seniors Society, Allegro Properties Inc. & League Assets Corp.), next steps
(negotiate an agreement for the operation of the Centre, determine equipment,
operation guidelines and programming schedules, recruit more volunteers and
opening the doors to the new facility summer 2012).
Ms. Caddo advised the Commission that they are looking for volunteers who are
over 55 years of age to help out with the RMSS.
Please note that Shelley Jorde and Sandra Caddo left the meeting at 7:21 p.m.
4. Decision Items
4.1 Commercial Dog Waste Bag Proposal
Mr. Glen Minaker, Parks Superintendent, reviewed the staff report dated June 9,
2011 titled “Commercial Dog Waste Bag Proposal” with the Commission.

That staff be authorized to enter into an agreement with a vendor to supply
sponsored dog waste bags with printed advertisements at five (5) dog off leash park
locations on a one year trial basis.

4.2 Pitt Meadows Athletic Park Caretaker Residence
Mr. Michael Millward, Facilities Manager reviewed the staff report dated June 9,
2011 titled “Pitt Meadows Athletic Park Caretaker Residence” with the Commission.
ACTION ITEM: Staff to explore the idea of PLS Staff working with the Soccer
Association on alternative locations.

That staff be directed to respectfully decline the Soccer Club’s offer to partner with
the City of Pitt Meadows to construct a training/caretaker building, and that staff
proceed with the planning of a standalone caretaker residence.

4.3 Washroom Construction at Pitt Meadows Community Sport Field
Mr. Bruce McLeod, Manager Parks and Open Space reviewed the staff report dated
June 9, 2011 titled “Washroom Construction at Pitt Meadows Community Sport
Field” with the Commission.
ACTION ITEM: Staff to investigate whether the School District would partner on a
student labour project to reduce the construction costs of this
project.

That the balance of funds identified for this project estimated as $150,000 be
retained for a maximum of two years to allow for the investigation of matching grant
opportunities to fund the construction of change rooms for community sport use at
the Pitt Meadows Artificial Turf Field.

5. Discussion Items
5.1 Parks & Leisure Services Staff Satisfaction Survey – Justason Market Intelligence

Ms. Wendy McCormick, Director of Recreation introduced Jeff Bird from Justason
Market Intelligence.
Jeff Bird, Justason Market Intelligence reviewed the Parks and Leisure Services Staff
Satisfaction Survey results with the Commission.
ACTION ITEM: Kelly Swift advised that the Commission members will receive a full
report once it’s available and that this data will be used to input to the 2012-2016
business planning process.

received as information.

5.2 Land Adjacent to Spirit Square – verbal report
Ms. Kelly Swift, General Manager, Community Development, Parks and Leisure
Services provided a verbal update on the land adjacent to Spirit Square open house
that took place on Monday, May 16th.
5.3 Personal Emergency Preparedness Workshop Invitation – verbal report
6. Information Items
6.1 Pitt Meadows Arena Update & presentation
Michael Millward, Facilities Manager provided an update on the Pitt Meadows Arena
improvements.
Please note that Eleanor Palis joined the meeting at 8:11 p.m.
Michael Millward reviewed the next steps of the arena upgrade with the Commission
noting that the estimated completion should be in December 2012.
ACTION ITEM: Staff to investigate whether railings are required for the front steps.

That the Parks and Leisure Services Commission accepts the staff report on the Pitt
Meadows Arena Update as information.

6.2 Core Area Park – verbal report

Mr. Bruce McLeod, Manager Parks and Open Space provided an update on the Core
Area Park and reviewed the results from the open house that took place on May 18th.
Please note that Michael Millward left the meeting at 8:22 p.m.
6.3 McMyn Park – verbal report
Mr. Bruce McLeod provided a verbal update on the McMyn Neighbourhood Park
development plans. Mr. McLeod advised that the concept plan would be completed
by the end of June with the hopes of bringing it before Pitt Meadows Council in July.

7. Commission Liaison Reports
Commissioner Gwen O’Connell noted that Goodlife Fitness has a subsidy program for
children to participate in sporting events.
Commissioner Gwen O’Connell noted that the Pitt Meadows Museum offers amazing
programs during the summer months on Thursdays between 1-3 p.m.
8. Staff Liaison Reports
Ms. Kelly Swift noted that BC Recreation and Parks Conference (BCPRA) was attended by
one member of the Commission and provided a review of the conference. This conference
inspired staff. Ms. Kelly Swift also noted that the GM Youth Centre received a Facility
Excellence Award at the conference.
Ms. Wendy McCormick noted that the Sun Mural will be unveiled at the Leisure Centre on
June 15. This clay public art work was completed by students and led by Kjaer Pedersen,
Artist in Residence, in partnership with the Arts Council, School District No. 42 and the Public
Art Steering Committee.
Mr. Bruce McLeod noted that staff broke ground for the youth action park on Monday, June
6th in Pitt Meadows. Mr. McLeod also provided an update on the Webster’s Corner
Neighbourhood Development Park.
Commissioner Doug Bing mentioned that Maple Ridge was identified as a leader in tree
planting at the Federation of Canadian Municipalities (FCM) conference he attended
in Halifax with the 224th Street project cited as an example.
