There being a quorum present, the Chair called the meeting to order at 10:02 a.m. 7:09p.m.

Kelly Swift called for nominations for the Chairperson. Commissioner Gwen O'Connell nominated
Mr. Ian Brown for the role of Chairperson and Commissioner Terri Smith seconded the nomination
and Mr. Brown accepted the nomination.
Commissioner Deb Walters nominated Ms. Terri Smith for the role of Vice-Chairperson and
Commissioner Gwen O'Connell seconded the nomination and Ms. Smith accepted the
nomination.

It was moved and seconded
That Mr. Ian Brown be appointed as the Chairperson and Ms. Terri Smith be appointed as the
Vice-Chairperson to the Maple Ridge and Pitt Meadows Parks and Leisure Services Commission
for the 2012 term.
Please note that Ian Brown assumed the role of Chairperson.
Adoption of the Agenda
It was moved and seconded
That the Agenda for January 19, 2012 be adopted with the following amendments;
• Item 2 -add "and Vice-Chairperson" after Chairperson
• Item 8.3 was changed to Item 7 .2

Regular Meeting of November 14, 2011 be adopted as amended.
It was noted that Dave Rempel attended the November 14, 2011 meeting in person in the Blaney
Room and not via teleconference.

6.1 Maple Ridge-Pitt Meadows Arts Council Fee For Service Agreement Operating,
Gallery and Lease Renewal
Shelley Jorde, Recreation Manager Community Connections, reviewed the Arts Centre and
Cultural Services Operating, Maple Ridge Art Gallery and Lease Agreement Renewals report
dated January 19, 2012 with the Commission.

Kelly Swift confirmed that staff will ensure the wording around hazardous waste will be
confirmed in the Arts Centre Lease.

a) That the Chair and General Manager, Community Development, Parks and
Recreation Services be authorized to execute the Maple Ridge Pitt Meadows Arts
Council Fee for Service Operating Agreement -2012 to 2014;
b) That the Chair and General Manager, Community Development, Parks and
Recreation Services be authorized to execute the Maple Ridge Art Gallery Fee for
Service Agreement -2012 to 204;
c) That a recommendation be forwarded to Maple Ridge Council that the Manager,
Legislative Services be authorized to execute the Maple Ridge Pitt Meadows Arts
Council Lease Agreement 2012 to 2014.

6.2 Ridge Meadows Seniors Society Fee for Service Agreement
Shelley Jorde, Recreation Manager Community Connections, reviewed the Ridge
Meadows Seniors Society Fee for Service Agreement report dated January 19, 2011 with
the Commission.
Kelly Swift noted that the Ridge Meadows Seniors' Society has become a member of the
Maple Ridge-Pit Meadows Katzie Seniors Network. Ms. Swift also requested that the
Commissioners to change the year of the report from 2011 to 2012 in order for the
recommendation to be reflected correctly.
Kelly Swift confirmed that staff will ensure the wording around hazardous waste will be
included in the Ridge Meadows Seniors Society Lease.

a) That the Chair and General Manager: Community Development, Parks and
Recreation Services be authorized to execute the Ridge Meadows Seniors Society
Fee for Service Agreement and further;
b) That a recommendation be forwarded to Maple Ridge Council that the Manager,
Legislative Services be authorized to execute the Ridge Meadows Seniors Society
Lease Agreement.

6.3 Formation of a Festival Sub-Committee
Shelley Jorde, Recreation Manager Community Connections reviewed the Festival
Support Sub-Committee Formation report dated January 19, 2012 with the Commission.
Commissioners Ian Brown , Gwen O'Connell, Garett MacDonald, and Alanna Carmichael
volunteered for the sub-committee and Commissioner Terri Smith volunteered as an
alternate.

Shelley Jorde advised that there will be an orientation for the sub-committee to review
the process prior to reviewing the applications.

That a sub-committee including three members of the Parks and Leisure Services
Commission and two staff members be formed to review festival support applications
and develop recommendations for consideration and approval by the Commission.

6.4 McMyn Park Site Naming
Bruce McLeod, Manager Parks Planning and Development reviewed the Naming of
McMyn Park Site report dated January 19, 2012 with the Commission.
It was moved and seconded
That the name "Maclean Park" be endorsed for the park site located on the west end of
McMyn Road.

7. Discussion Items
R12-008
7.1 Maple Ridge-Pitt Meadows Equestrian Association Terms of Reference
David Boag provided background information on the relationship between the Maple
Ridge and Pitt Meadows Equestrian Association and the District of Maple Ridge and
noted that the group has been responsible for maintaining the horse trail system in the
past. The Association would now like to move on to enjoying the trail system and has
created a Terms of Reference that will continue to enhance the trail system by working
with District staff and the Commission. Mr. Boag reviewed the Maple Ridge and Pitt
Meadows Equestrian Association Terms of Reference with the Commission and noted
this has been endorsed by the Haney Horsemen who would like to continue to work with
staff and the Parks Commission.
Commissioner Mike Murray thanked the Haney Horsemen for their dedication and
commitment to the horse trail system and noted this is an evolution to the next step and
it's really a protocol agreement on how you work together and I like to wording I see in
here.

That the Maple Ridge and Pitt Meadows Equestrian Association Terms of Reference be
accepted.

7.2 Experience the Fraser -Verbal Update

Mr. Bruce McLeod, Manager Parks Planning and Development, reviewed the Experience
the Fraser presentation which included the vision, goals, project area, and concept plan
with the Commission. Mr. McLeod advised the Commission that the goal is to connect
Hope to the Salish Sea with experiences along the Fraser by developing enduring and
committed partnerships that will deepen connections to the river.
Mr. McLeod advised the Commission that the Experience the Fraser project to date has
been funded by Metro Vancouver but the implementation of the elements will fall to the
municipalities and noted that the concept plan will follow the normal process.
Councillor Hogarth asked staff to connect with the Strategic Economic Initiatives
department on a recreation corridor concept discussed at the Invest in North Fraser
Forum. Kelly Swift, General Manager, Community Development Parks and Recreation
Services, advised the Commission that staff have been in discussions with Strategic
Economic Initiatives on this topic.
8. Information Items
8.1 Parks & Leisure Services Commission 2012 Meeting Schedule
Kelly Swift, General Manager, Community Development Parks and Recreation Services,
noted that the July 12 meeting will be a Parks Tour to review any new parks projects and
moved to a 6:00 pm start time. It was noted that the May 10 meeting will be moved to May
3 to accommodate those attending the LGLMA Conference.
8.2 Metro Vancouver -Ecological Health Action Plan (includes Parks Regional Plan)
Kelly Swift, General Manager, Community Development Parks and Recreation Services,
referred to a piece of correspondence received by the Mayor and Council of Maple Ridge
regarding Metro Vancouver's Ecological Health Action Plan and noted that staff will be
inviting Metro Vancouver to come to a future meeting to discuss the Parks Regional Plan.
9. Commission Liaison Reports
Commissioner Gwen O'Connell commended Shelley Jorde on the excellent work she is doing with
the Seniors Network.
Commissioner Gwen O'Connell advised that the Friends in Need Food Bank is having their
Chinese New Year on Janua ry 28, 2012 and the Hospice Society is having their Night of Romance
on February 14, 2012 at the Seniors Centre.
Commissioner Terri Smith asked if the rinks at the Pitt Meadows Arena are now named after local
car dealerships and this was confirmed by staff. Commissioner Smith questioned why this
information never came to the Commission and staff advised that this was due to the fact that
there were no Commission meetings held in November or December of last year and the timing
didn't allow for this information to reach the Commission.

David Boag, Director of Parks and Facilities, advised the Commission that staff have recruited a
trails maintenance crew.
Kelly Swift, General Manager Community Development, Parks and Recreation Services, advised
that on Saturday, February 25, 2012, staff will be offering a workshop on Neighbourhood
Development (presented by Jim Diers) and Commission members are invited to attend. Ms. Swift
also noted that the grand reopening of the Pitt Meadows Arena is this Saturday at 10:30 a.m. Ms.
Swift noted that the interior painting will be done in the spring as the weather has not allowed for
this to happen prior to the opening.
Mr. Bruce McLeod, Manager Parks and Planning Development, advised the Commission that
there will be an information meeting on the second Silver Valley park site on Thursday, January 26
at Yennadon School. Mr. McLeod noted that it is staff's intention to bring the concept plan for the
second Silver Valley neighbourhood park site to the Commission prior to the open house in March.
11. Question Period

Commissioner Tyler Shymkiw had a question regarding the condition of the ground at the Volker
off Leash Dog Park and staff provided an explanation as to why pea gravel is not a suitable
surface at a dog off leash park.
The Commission discussed signage for dog off leash parks along with enforcing the rules and
ticketing those that are not abiding by the rules. Staff confirmed that the first priority was to
establish the dog parks, create the rules for the parks and then educate the public on how to use
the parks before adopting and enforcing bylaw changes.
Commissioner Tyler Shymkiw asked about the location of the play park at 222 and whether staff
are concerned about it being so close to the supportive housing project. Staff advised that they
are comfortable with how the park has been designed and that it will be visual to the street. It
was also noted that the neighborhood has been involved since the concept plan was created and
in doing so they will take ownership of their neighbourhood.
