R12-031 Welcome and Introductions Adoption of the Agenda It was moved and seconded That the Agenda for April 19, 2012 be adopted with the following amendments; • Item 6.1 be moved to Information Item 7.7 CARRIED 3. Minutes of the Commission Regular Meeting -March 8, 2012 R12-032 Commissioner Alanna Carmichael noted her last name was incorrect under item 5.1. It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of March 8, 2012 be approved as amended. CARRIED 4. Delegations 4.1 Ms Bonnie Telep, Vice-President, Board of Directors and Ms. Lindy Sisson, Executive Director Maple Ridge -Pitt Meadows Arts Council Ms. Telep provided an introduction and review of the structure of the Arts Council, which celebrated its 40th anniversary in 2011 and will be celebrating its 10th year operating The ACT in 2013. Ms. Lindy Sisson, then provided an update on the artistic mandate, highlights, programs, shows, participation and volunteer statistics, and future plans for the Arts Council. Commissioner Dave Murray thanked Ms. Sisson and suggested that there was an opportunity to assist in promoting events and provided her with contact information. Ms. Telep and Ms. Sisson were thanked for all of the tremendous work that is done by the Arts Council Board and staff and for their excellent presentation to the Commission. Please note that Ms. Bonnie Telep and Ms. Lindy Sisson left the meeting at 7:25 pm 5. Decision Items Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regu lar Meeting Minutes -Thursday, April 19, 2012 -DRAFT R12-033 R12-034 Amendment 5.1 BC Games Bid Wendy McCormick, Director of Recreation reviewed the BC Games Bid report dated April 19, 2012 with the Commission. A discussion followed and Commissioners Palis and Rempel indicated that this was a significant commitment that would involve the School District, their staff and facility resources. They suggested that the School District should be part of the question at the same time as Councils and a discussion followed. It was moved and seconded That a recommendation be forwarded to Maple Ridge and Pitt Meadows Councils, that staff prepare a bid to host the 2016 or 2018 BC Summer Games, noting that the bid submission is subject to endorsement by School District No. 42. This opportunity requires a one time municipal budget commitment of $45,000 and a minimum of $50,000 of in-kind support namely in staff resources and use of Municipal Facilities require to host the Games, to be shared proportionately according to the agreement between the District of Maple Ridge and the City of Pitt Meadows. It was moved and seconded That the motion be amended to include the following text after Pitt Meadows Councils "and School District No. 42" CARRIED MOTION AS AMENDED CARRIED Please note that Christa Balatti left the meeting at 7:40 pm 5.2 Grade Five Active Pass Wendy McCormick, Director of Recreation, reviewed the Grade Five Active Pass report dated April 19, 2012 with the Commission. It was noted that neighbouring communities have been contacted and reported that there are no signs of financial losses as a result of offering this program and, in fact, the opposite may be the case. A discussion followed on how to monitor the program, the types of play (free vs. structured) and opportunities to educate the public on other low cost options available. Please note that Bob Masse, Councillor, District of Maple Ridge arrived at 7:45 pm R12-035 It was moved and seconded Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, April 19, 2012 -DRAFT That Commission approve the implementation of the Grade Five Active Pass, providing all grade five students registered within School District No.42, Maple Ridge and Pitt Meadows private schools or are home schooled, with free access to all age appropriate drop-in services for their fifth grade year (September 1 to August 31), to be implemented beginning September 2012. CARRIED 6. Discussion Items 6.1 Signage on Dykes (verbal report) David Boag, Director Parks & Facilities received information that complaints had come to Pitt Meadows Council regarding the lack of dog off leash signage at the entrances along the dykes. Comm issioner Gwen O'Connell provided additional background of the areas in question, being at the north end of Harris Road, where dogs are being taken off leash and permitted to run through private lands which is causing problems for the owners whose horses are in their pastures and then being chased by dogs running onto their property. Following a discussion staff was asked to conduct further follow up on this matter. ACTION ITEM: David Boag to follow up with Mayor Walters and City of Pitt Meadows staff. 6.2 Advertising on Sports Fields (verbal report) David Boag, Director Parks & Facil it ies provided the Commission with an update on the request to allow the football club to solicit advertising at the artificial turf fields during football season. This matter falls under the jurisdiction of the School District and any damage would fall under Parks & Facilities. This item was discussed and staff asked to follow up with the School District at their next joint staff meeting. ACTION ITEM: David Boag to follow up at the next joint meeting with School District No. 42. 7. Information Items 7.1 Bear Aware Program David Boag reviewed the report that went to Maple Ridge Council and was included for the Commission's information. Staff are investigating types and costs of bear resistance cans and are working with the Provincial Conservation Officers to develop an education awareness program for our citizens in Maple Ridge , that includes neighbourhoods and park areas where bears are spotted. Work is also underway with the bylaws department to review times garbage should be set out and enforcement. Suggestions were made to include developers and waste management companies to ensure that all stakeholders are working together. 7.2 2012 Municipal Volunteer Appreciation Update Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 4 of6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, April 19, 2012 -DRAFT R12-036 It was noted that there was one amendment to the information circulated. The location for the Maple Ridge Volunteer Appreciation event will now be held at the Greg Moore Youth Centre and not The ACT. 7.3 Letter from North Fraser Therapeutic Riding Association Kelly Swift introduced their letter and indicated that staff will prepare a report that considers the broad scope of planned and potential uses for this site and responds to this request. 7.4 Fraser Health Workshop on Healthy Living (verbal report) Sue Wheeler provided an update on the Healthy Communities initiative undertaken by the Fraser Health Authority. This began in May 2011 with a media campaign on nutrition, sodium and sugar consumption. The Province identified 75 factors that are influencing health and expressed an interest in partnering with municipalities on the role they could play in helping to influence healthy choices and building healthy communities. The first Healthy Living Trade Show will be held on April 20 at Bonsor Recreation Complex from 10:00 am-noon and again from 1:00-3:00 pm, in Burnaby. Several municipalities were invited to participate with a booth and share information on what their community is doing; MR-PM Parks & Leisure Services is represented. In the process of preparing for this trade show, each municipality also had the opportunity to create a video to highlight a success story which was produced by TSN. For Maple Ridge, Mayor Ernie Daykin introduced the Youth Action Park and Mentorship Program . For Pitt Meadows, Mayor Deb Walters introduced the After School Kids programs. The videos are now ours to keep and can be posted to all websites. Staff was asked to share both videos with each Council and the School District at the next available meetings. ACTION ITEM: Sue Wheeler will bring forward to both Councils and the School Board . 7.5 Maple Ridge-Pitt Meadows Parks & Leisure Services 2011 Annual Report The annual report was distributed for information. 7.6 Maple Ridge Historical Society 2011 Annual Report 7.7 Town Centre Forum Update It was moved and seconded That the above items be received. R12-O37 /ik • Commissioner Gwen O'Connell expressed her thanks and appreciation to all the staff in the Parks and Recreation Department who also put in considerable hours of volunteer time. • Commissioner Gwen O'Connell also extended a special appreciation to Ms. Shelley Jorde, Recreation Manager Community Connections, for her exceptional work with the seniors on the project in Pitt Meadows.
