R12-038 3. R12-039 Welcome and Introductions Adoption of the Agenda It was moved and seconded That the Agenda for May 3, 2012 be adopted. Minutes of the Commission Regular Meeting -April 19, 2012 It was moved and seconded CARRIED That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of April 19, 2012 be approved. CARRIED 4. Delegations 4.1 Mr. Perry Bateson, Sport Expo Kelly Swift, General Manager, Community Development, Parks and Recreation Services, introduced Perry Bateson from Sports Expo. Perry Bateson reviewed this year's Sports Expo event including the Vision, Mission, Goal and Event Theme with the Commission. Mr. Bateson noted that the event will take place on August 19th at the Pitt Meadows Arena with approximately 50 exhibitors and the theme is lifelong physical literacy. Please note that Mr. Bateson left the meeting at 7:18 p.m. 5. Decision Items 5.1 Annual Admissions and Facility Rental Rate Review Danielle Pope, Manager Business Operations reviewed the Annual Adm issions and Facility Rental Rate Review report dated May 3, 2012 with the Commission. A discussion took place rega rding the proposed rate increases along with the process of the annual review of fees and cha rges . Please note that Sue Wheeler joined the meeting at 7:24 p.m. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, May 3, 2012 -DRAFT 12-040 R12-041 R12-042 It was moved and seconded That a Fees and Charges Bylaw update be forwarded to both Maple Ridge and Pitt Meadows Councils based on the proposed increases and including the introduction of a new fee for the commercial use of tennis/sports courts and outdoor fitness equipment, to be implemented January 1, 2013 CARRIED 5.2 Award of Grass Mowing and Trimming Contract David Boag, Director of Parks and Facilities reviewed the Award of Grass Mowing and Trimming Contract reported dated May 3, 2012 with the Commission. It was moved and seconded That the Grass Mowing and Trimming contract be awarded to Newlands Lawn and Garden Maintenance for the annual contract price of $177,775.00 plus a $30,000 contingency for the addition of any new park inventory, plus HST and that the Chair and the General Manager be authorized to execute the contract for two years beginning March 26, 2012 with an option to renew the contract for an additional one year period, under the same terms and conditions included in this bid. CARRIED 5.3 Award of Land Fitness and Aquatic Operations Christa Balatti, Recreation Manager Health and Wellness reviewed the Award of Land Fitness and Aquatic Operations report dated May 3, 2012 with the Commission. It was moved and seconded That the Land and Water Fitness Contract be awarded to Fitness Edge for the annual contract price of $160,000.00, including HST and that the Chair and the General Manager be authorized to execute the contract for three years beginning July 1, 2012 to June 30, 2015 with an option to renew for an additional three year, under the same terms and conditions included in this bid. CARRIED 5.4 Community Development Policy (P92) -Update Sue Wheeler, Director of Community Services made a PowerPoint presentation and reviewed the revised Community Development Policy which is an update to a current Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regu lar Meeting Minutes -Thursday, May 3, 2012 -DRAFT R12-043 policy in place since 1998. Ms. Wheeler reviewed the proposed policy statement with the Commission: "P&LS will utilize an asset-based community development approach in the provision of leisure services to support and encourage citizens, community organizations, and networks to work collectively to build individual and community capacity to enhance the quality of life." Ms. Wheeler reviewed the "Asset-Based " Community Development approach (ABCD), the principles of the ABCD Approach , the guiding principles, the benefits of the ABCD Approach and what this model would look like for the community. Sue Wheeler reviewed the public consultation process with the Commission. It was moved and seconded That staff be authorized to proceed with a public consultation process for the proposed update to Parks and Leisure Services Community Development Policy #92. CARRIED 6. Discussion Items 6.1 MR-PM Parks & Leisure Services Commission 2012 Evaluation Kelly Swift, General Manager, Community Development, Parks and Recreation Services, reviewed the Commission Evaluation 2012 report and Evaluation Form, dated May 3, 2012 with the Commission. Ms. Swift requested that any further suggestions be forwarded to her directly via email and noted that a revised 2012 Evaluation Form would then be forwarded to the Commission members to complete prior to the next meeting. The tabulated results will be brought to the June meeting. 7. Information Items 7.1 Maple Ridge-Pitt Meadows Arts Council Information Package R12-044 It was moved and seconded That the above item be received. CARRIED 8. Commission Liaison Reports Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 4 of6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thu rsday, May 3, 2012 -DRAFT Commissioner Deb Walters reported on the following: • She had a meeting with Ms. Eileen Dwillies regarding the Pitt Meadows Farmers Market. • The Rick Hansen Relay is coming to Pitt Meadows on May 17, 2012 and Rick Hansen will be there at noon. • Ducks can be purchased for $10 for the Rotary Duck Race that takes place on Sunday, August 5 at Maple Ridge Park and the proceeds go towards sponsoring kids in sports. • Some residents of South Bonson were told they can 't have events in the civic centre if there is a wedding or if there is an event happening in the civic centre and wanted to ensure that we don't discourage people to have events. Wendy confirmed that there was one instance where a group wanted to have a hockey game in the parking lot at the same time that there is a wedding which would have caused a conflict so it was declined. Staff also re-affirmed that every effort is made to support and encourage events at civic facilities Commissioner Eleanor Palis reported that she and Commissioner Mike Murray attended the District Student Advisory Council's (DSAC) Quarter project wind up yesterday and noted that the project was "Do What You Can" and was geared towards volunteering in your community. Commissioner Palis reported on her visit to The Caring Place with the DSAC Volunteers. Commissioner David Murray congratulated Len Walters who is the chair of KidSport in Pitt Meadows for a recent fundraising event which raised over $1,500 for KidSport. Commissioner Tyler Shymkiw inquired into the wording of the contract for the Pitt Meadows Arena ice with reference to the articulation of the ice quality. Kelly Swift reported that there are three staff members who sit on the Facility Resource Management Team that inputs to the annual work plan and that decisions related to ice quality could be dealt with at that level if necessary. 9. Staff Liaison Reports 9.1 Healthy Community Update Sue Wheeler reported on the Healthy Community Trade Show that took place recently. Mayor Daykin also reported on the Healthy Community Trade Show noting that both communities were represented very well and should be proud of their efforts. Wendy McCormick reported on the following items - • Many in Motion Tour will take place on May 16 at 5:30 pm at Memorial Peace Park in Maple Ridge and May 17 at 11:45 am at Spirit Square in Pitt Meadows. • Mayor Walters and Mayor Daykin will be hosting the Volunteer Appreciation events, both starting at 6:00 pm, on the following dates: Friday, May 25 -South Bonson Community Centre Thursday, May 31-Greg Moore Youth Centre in Maple Ridge. Commissioner Eleanor Palis reported that the Rick Hansen Many in Motion will be hosting an event on the morning of May 16 at Thomas Haney School. Kelly Swift reported that the Maple Ridge and Pitt Meadows Parks and Leisure Services 2011 Annual Report was distributed at the last meeting however extra copies are still available. R12-045 David Boag reported on the following items - • The amalgamation of Golden Ears United Soccer Club with Pitt Meadow's Soccer Club to become the West Coast Auto Soccer Club. • The stolen hedging from the front landscaped area of the Pitt Meadows. • The bicycle storage containers that are located in Memorial Peace Park that have been locked up noting that staff will be working on a management process for those containers.
