R12-046 3. R12-047 Welcome & Introductions Adoption of the Agenda It was moved and seconded That the Agenda for June 14, 2012 be adopted. CARRIED Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of May 3, 2012 be adopted as circulated. CARRIED 4. Delegations 4.1 Ms. Lizette Peckham, Ms Heather Treleaven and Mr. Jonathon Wheatley Principal, re Eric Langton Playground project Jonathan Wheatley, Principal, Eric Langton Elementary School advised the Commission that their playground has been vandalized to the point of not being usable. Mr. Wheatley reviewed the current programs that are available at Eric Langton. Mr. Wheatley advised that there are not a lot of play spaces located at the school and noted that the cost to build a new playground that is fully accessible and inclusive would be $100,000. Please note that Sue Wheeler joined the meeting at 7:12 p.m. Heather Treleaven & Lizette Peckham advised the Commission that the Parent Advisory Committee for Eric Langton Elementary School has been fundraising for the last several years and has raised $30,000 towards the new playground facility at their school. Ms. Peckham advised the Commission that the Meadow Ridge Rotary has offered to contribute $35,000 if there are matching funds. Ms. Treleaven reviewed the playground with the Commission and Lizette Peckham reviewed the proposed playground equipment. Commissioner Rempel advised that of all the school parks in this area none need this equipment more than this school. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 ofB Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thu rsday, June 14, 2012 R12-048 David Boag, Director of Parks and Facilities advised the Commission that staff have met with representatives from the school and noted that this will be the first park in Maple Ridge that is 100% fully accessible. Mr. Boag advised that staff support this type of design. Jon Wheatley advised that once the funds have been gathered and the play equipment is ready to be installed that there will be a "Community Build" so neighbors of the school playground have the opportunity to take ownership of the playground. Commissioner Hogarth advised the Commission that he would like to see this proposal go forward to the Municipal Advisory Committee on Accessibility Issues along with Maple Ridge Council for support and feedback. It was moved and seconded That staff be directed to work with the Eric Langton Elementary School Parent Advisory Committee to assist with the identification of potential funding sources. And further that Eric Langton Elementary School Parent Advisory Committee be invited to provide a presentation to the Municipal Accessible Advisory Committee on Accessibility Issues and Council (at a regular Council meeting). CARRIED Please note that Jon Wheatley, Heather Treleaven & Lizette Peckham left the meeting at 7:34 pm 4.2 Ms. Kathryn Baird, Festival Events Update Kathryn Baird, Recreation Coordinator Volunteer/Special Events, provided the Commission with an update on the Festival Events. Ms. Baird thanked the Commission for their ongoing support. Please note that Kathryn Baird left the meeting at 7:44 p.m. 4.3 Mr. Bruce McLeod, Silver Valley Park Updates Bruce McLeod, Manager of Parks and Open Space provided an update on the Silver Valley Parks including Deer Fern Park, Cedar Park and Birch Park. Mr. McLeod advised the Commission that the street trees presentation will come back to the Commission for review and feedback in the fall. 5. Decision Items Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of 8 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, June 14, 2012 R12-049 R12-050 R12-051 Amendment 5.1 Invasive Species Management Program Geoff Mallory, Manager Parks and Open Spaces reviewed the Invasive Species Management Program report dated June 14, 2012 with the Commission. Mr. Mallory advised the Commission that once a strategy has been formed that a presentation will be made to both Councils so the information is on camera for the public to see. It was suggested that staff involve both local garden clubs and the Alouette River Management Society so they are aware of this information. It was moved and seconded That staff be directed to develop an invasive plant management strategy for consideration by Maple Ridge and Pitt Meadows Councils. CARRIED Please note that Bruce McLeod and Geoff Mallory left the meeting at 8:13 p.m. 5.2 Beer Garden Request for Pitt Meadows Athletic Park Mr. David Boag, Director Parks and Facilitates reviewed the Beer Garden Request for Pitt Meadows Athletic Park report dated June 14, 2012 with the Commission. It was moved and seconded That the request from West Coast Auto Group Football Club for a beer garden be endorsed and forwarded to Pitt Meadows Council for consideration and approval. It was moved and seconded That the motion be amended to include the words "for a period of one year" after approval CARRIED MOTION AS AMENDED CARRIED 5.3 Liability Insurance Policy P50 Update Wendy McCormick, Director of Recreation reviewed the Liability Insurance Policy (P50) Update report dated June 14, 2012 to the Commission. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 4 of 8 Maple Ridge and Pitt Meadows Parks & Leisure Services Commiss ion Regular Meeting Minutes -Thursday, June 14, 2012 R12-053 DEFEATED R12-054 It was moved and seconded That changes to Insurance Requirements Policy P5O be adopted as noted in the policy document to the 2012-06-14 report on this subject. CARRIED OPPOSED: Commissioner Gwen O'Connell 5.4 Request to Install Soccer Club Signs Mr. David Boag, Director Parks and Facilitates reviewed the Request to Install Soccer Club Signs report dated June 14, 2012 with the Commission. Commissioner O'Connell advised the Commission that there must be a way to support this group and that if this request is not supported all organizations will need to have their advertising removed from park fields. Staff confirmed that the Sign Bylaw and Sign Policy will need to be reviewed and reconciled. Staff also noted that the School Board will need to adopt their own sign policy. Wendy McCormick, Director of Recreation, advised the Commission that there will be a one day workshop on September 19, 2012 at the South Bonson Community Centre to discuss how to best support organizations that are interested in advertising in our community. Ms. McCormick noted that the ask at this time is for staff to have the opportunity to complete this work and come back to the Commission with the right information. Commissioner O'Connell requested that a staff person from each bylaw department (Maple Ridge and Pitt Meadows) be invited to the September 19 workshop. Staff confirmed that a report regarding the sign bylaw and policy would come back to the Commission around September or October of this year. It was moved and seconded That requests to install signage be deferred until the Advertising in Parks Policy has been developed and adopted by the MR-PM Parks and Leisure Services Commission. DEFEATED It was moved and seconded That the request from West Coast Auto Group FC to place signage in the locations they have requested be approved with an indication to them that the policy is under review and may or may not allow them to have signage in place in future seasons. And further that the size and location of signs be approved by staff. Please note that Dave Rempel left the meeting at 8:56 p.m. 5.5 Festival Grants Second Intake CARRIED Ms. Terri Smith, sub-committee member reviewed the Festival Support Recommendations Second Intake report dated June 14, 2012 with the Commission. Commissioner Smith also requested that staff in all municipal departments record the types of support they provide to community events and further that this in-kind support be measured and reported back to the volunteer group that organized the event. It was moved and seconded That the festival support allocations for Fall and Winter events taking place between December 1, 2012 and April 30, 2013 be approved as noted in the summary developed by Parks and Leisure Services Commission Festival Support sub-committee, attached to the 2012-06-14 report. CARRIED 6. Discussion Items -Nil 7. Information Items 7.1 Pitt Meadows Seniors Centre Project Update Shelley Jorde, Recreation Manager Community Connections, provided an update on the Pitt Meadows Seniors Centre Project which will use an asset based approach to deliver services and encourage centre members to build the capacity of their membership. Ms. Jorde advised that RMSS Board has their Annual General Meeting coming up where they will be recommending changes to their bylaws. Ms. Jorde also advised that funding was received from the Union of British Columbia Municipalities to hire a volunteer coordinator and also noted that RMSS is in the process of hiring a part time staff person to work on the opening of the facility. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 6 ofB Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, June 14, 2012 R12-056 7.2 Hypodermic Needles Found At Thomas Haney Lacrosse Box David Boag provided an update on the hypodermic needles that were found by a lacrosse parent at the Thomas Haney Lacrosse Box. Mr. Boag advised that this was an isolated incident and noted that staff is available for orientations with clubs and parents to provide them with information on what to do when these situations occur. Sue Wheeler advised that all of our staff that are working with children and youth have received training on sharps removal. David Boag advised that the public can call an after hour's number, posted at fields, that goes to the non-emergency fire department which would then be directed to Parks staff when situations like this occur. 7.3 BCRPA Updates -Conference & Workshop 7.4 Commissioner Mitchell provided a review of the BCRPA (British Columbia Recreation and Parks Association) Conference and Workshop that he attended May 9 -11, 2012. City of Pitt Meadows 2012 Annual Report Highlights It was moved and seconded That the above items be received. CARRIED 8. Commission Liaison Reports Commissioner Don Mitchell -BCRPA honored Mike Murray with a Lifetime Membership. Mr. Len Walters received the President's Award from BCRPA. 9. Staff Liaison Reports Mr. Boag provided an update on the sponsored dog bags proposal that the Commission had previously endorsed, permitting a vendor to provide dog bags free of charge at the dog off leash park locations, on the understanding that advertising could be printed on the dog bags. The vendor has since advised staff that in addition to advertising being printed on the bags he will now require a kiosk with a 6' x 8' advertising board in addition to the advertising on the dog bags. Staff considered the vendors latest request to be a significant departure from his original proposal and what was approved by the Commission. Staff have denied permission to install the kiosks as this was not included in the proposal approved by the Commission. Commissioner Al Hogarth recognized that Bruce McLeod received an award from the Municipal Advisory Committee on Accessibility Issue for his work on accessible parks within our community. Wendy McCormick reported that "Kids Running for Kids" group will be stopping at Memorial Peace Park on Friday and making their way to Spirit Square in Pitt Meadows.
